Working at height means any work where someone could fall and be injured—not just work above a set height. Plan to avoid the exposure where reasonably practicable; if the task must be done at height, prevent falls first, then reduce the distance and consequences of any fall. These are practical safety principles drawn chiefly from UK Health and Safety Executive (HSE) guidance, not a summary of verified remarks from a particular FHB podcast episode.
What counts as working at height?
The HSE defines it as “work in any place where, if there were no precautions in place, a person could fall a distance liable to cause personal injury”. The definition includes falling through a fragile roof or rooflight, as well as falling from an edge or platform; it is not limited to work above a particular minimum height. That broad definition is useful when planning construction work: consider openings, fragile surfaces and changes in level, not only obvious roof edges or elevated platforms. Legal duties vary by jurisdiction, industry and task. The requirements below refer to UK HSE guidance unless stated otherwise.
How should you choose controls?
Work through the options in order: first try to remove the need to work at height; if that is not reasonably practicable, prevent a fall; if a fall risk remains, reduce its distance and potential harm. HSE advises considering collective protection before measures that depend on individual action.

- RELIABLE TONGUE BUCKLES : The Roofing Safety Harness offers tongue buckle adjustment superior protection. Our full body harness supports users within the capacity range of waist size: 30.7inch-55.3inch leg size: 21.2inch-38inch, fit weigh 130-310 pounds due to the adjustment point.
- STEEL D-RINGS : The dorsal D-ring and side hip D-rings are made of high-strength steel reducing constant readjustments and stays in position. and support users within the capacity range of 130 to 310 pounds. 2 side hip rings design for work positioning and store more spare hooks!
- 6ft LANYARD: This safety harness lanyard combines two functions into one, making it convenient to use.It serves as both a fall arrest lanyard and a shock absorber. This eliminates the need for an additional bulky shock pack, reducing the risk of tripping hazards. Its elasticated leg can expand from 4-1/2 to 6 feet with a maximum capacity up to 310 lb (141 kg) including clothing, tools, etc., The lanyard has a tensile strength of 8,500 lbs, ensuring reliable performance safety lanyard.
- DURABLE SNAP HOOK: The shock absorbing fall protection lanyard with double hooks is built to last. The tough webbing used in its construction is highly resistant to abrasion and aging. Self-locking with minimal tensile break strength of 5,000 lb. and a 3,600 lb.gate rating. Safety harness lanyard doesn't soften easily from frequent use.
- ANSI STANDARD: TRSMIMA ensures the safety and well-being of workers through setting standards and offering training, outreach, education, and assistance. Great for use in Construction, Demolition, Climbing, Hunting, Roofing, Emergency, First responder, Landscaping, Security and etc.
| Decision | What to consider |
|---|---|
| Can the task be done without working at height? | Consider extendable tools or assembling components at ground level. |
| If not, can access to a fall hazard be prevented? | Use a suitable guarded work platform, tower scaffold, scaffold or mobile elevating work platform (MEWP), where appropriate to the job. |
| If a fall risk remains, can its distance or consequences be reduced? | Consider suitable nets, soft-landing systems or a properly designed personal fall-protection system. |
| What will make the chosen measure safe in practice? | Check task height, duration and frequency; surface and fragile-area conditions; access and exit; worker competence; equipment inspection; and emergency and rescue arrangements. |
These are decision points, not a universal ranking of equipment. The suitable method depends on the site and task. A harness is not a complete solution by itself: it must be part of a properly selected and connected system, with suitable anchorage, training and a workable rescue plan.
When is a ladder right for the job?
Ladders and stepladders are not automatically forbidden. The HSE says: “For tasks of low risk and short duration, ladders and stepladders can be a sensible and practical option.” That is UK guidance, and it does not make a ladder suitable for every short task. A risk assessment should support the choice, and the equipment, setup and method must suit the work. HSE: Step-by-step guide

Check the task and the setup
- Choose the right type of ladder for the task, and follow its labels and manufacturer’s instructions.
- Make sure it is in suitable condition, stable and secured where reasonably practicable.
- Use workers who are competent to work safely with it and understand the risks and controls.
- Avoid overreaching and overloading. If safe stability cannot be achieved, choose a more suitable access method.
Know when to consider another method
The HSE FAQ advises considering alternative equipment if a task would require more than 30 minutes on a leaning ladder or stepladder at a time. This is HSE’s guide, not a standalone legal cutoff. For heavy or strenuous work, or work that cannot be done safely from a ladder, assess a suitable work platform or other access method instead. HSE: Working at height FAQs
What should the work plan cover?
Before work starts, identify the conditions that affect the access method, controls and supervision. Set out who is responsible for the plan and how the crew will follow it.

Why plan rescue before work begins?
A fall-protection system needs an emergency response that fits the site and the system being used. Decide in advance how a worker will be rescued, who will carry out the response and what equipment or access is needed. HSE construction guidance says not to rely on the fire brigade where a delay could be critical. The rescue method should be planned by competent people; it depends on the site and protection system. In the United States, OSHA’s Fall Prevention Campaign reported 389 fatal falls to a lower level among 1,034 construction fatalities in 2024, attributing the figures to Bureau of Labor Statistics data. This is a US construction statistic for 2024, not a global figure or an all-industry rate. OSHA Fall Prevention Campaign
