Europe’s housebuilding recovery will have to wait until 2029

Europe’s housebuilding market is improving, but a broad recovery is unlikely before 2029, according to Bain & Company’s 2026 Building Blocks Construction Indicator, as reported by Construction Briefing on 26 October 2026. Construction activity stabilised during 2026, yet higher financing costs, inflation, geopolitical uncertainty and stretched affordability are slowing the conversion of housing demand into new projects.

The recovery is delayed rather than cancelled. Bain expects a gradual revival supported by infrastructure spending and pent-up private demand, with major differences between countries. Companies, public authorities and suppliers should plan for several years of uneven growth instead of expecting a single-year rebound.

Why will European housebuilding recovery take until 2029?

The immediate constraint is not a lack of need for homes but the difficulty of financing and purchasing them. Bain says property price-to-income ratios exceed six times in important European markets, limiting what households can afford even where housing shortages are severe. Inflation and macroeconomic uncertainty have also kept developers and buyers cautious.

Two European Central Bank interest-rate increases in June and September 2026 added pressure to borrowing costs. Accumulated demand is beginning to translate into construction activity, but more slowly than previously expected. Bain partner Marc Jeker said the weakness of the preceding years had abated, while the “unlock of accumulated demand” was taking off more slowly than hoped.

Europe’s supply gap remains substantial. Bain estimates that the continent needs about 650,000 additional dwellings every year for a decade on top of the roughly 1.6 million homes currently built annually. That requirement is a structural reason to expect eventual growth, but it does not remove short-term affordability, planning, labour and financing constraints.

What is supporting the market before the housing rebound?

Infrastructure is providing a steadier base than private housebuilding in several markets. Government programmes, including large public investment packages, are sustaining contractors while residential starts recover gradually. Renovation is another source of work where existing-building upgrades are more achievable than new-home development.

Bain also identifies pent-up private-sector demand and data-centre construction as medium-term supports. The outlook assumes no further unanticipated macroeconomic shock; a new energy, financial or geopolitical disruption could push the timetable back again.

Which European countries are expected to build homes fastest?

Bain’s regional forecasts show a wide spread in expected growth from 2026 to 2029. The figures below are Bain forecasts or estimates, not observed results.

Market Overall construction outlook Residential detail Main drivers and constraints
Nordics 2%–4% CAGR New residential 4.5%–6.5% CAGR Norway’s target of 130,000 homes by 2030, Sweden’s 100,000-home target by 2035 and easing Finnish mortgage conditions support the strongest near-term outlook.
Netherlands 1.5%–3.5% CAGR Growth is skewed toward new residential work. Housing demand supports construction, but affordability and financing still affect how quickly projects convert.
France About 0.5%–2.5% overall Residential 3%–5% growth Homebuilding is comparatively positive; limited infrastructure growth of 0%–1% restrains the total market.
Germany 2%–4% CAGR Pent-up residential demand, constrained by affordability. The €500 billion special infrastructure fund should lift public works and offset a slower housing response.
United Kingdom 1.5%–3.5% CAGR New residential 0%–2% through 2029 Infrastructure and renovation lead growth while affordability keeps new-home demand subdued.
Italy 0%–2% growth Residential acceleration only partly offsets weakness. Infrastructure is the strongest segment at 1%–3%, but the National Recovery and Resilience Plan pipeline thins after its August 2026 deadline.

What does the regional split mean for construction businesses?

Nordics and the Netherlands: earlier residential conversion

The Nordic forecast is the clearest sign that recovery can begin before 2029 in selected markets. Housing targets and improving mortgage conditions make new residential work a larger share of expected growth. The Netherlands also has a relatively residential-heavy outlook, although developers still face the affordability test that affects the rest of Europe.

France: housing improves while infrastructure lags

France combines one of the stronger residential forecasts with modest infrastructure expansion. That mix produces healthy housing growth but only moderate total construction growth, so firms focused solely on public works may see a different cycle from residential specialists.

Germany and the UK: infrastructure-led or transitional markets

Germany’s infrastructure fund supports a 2%–4% overall construction CAGR, but high purchase costs mean housing demand will not convert instantly into starts. In the UK, infrastructure and renovation carry the market, while Bain expects new residential construction to remain in a 0%–2% growth range through 2029.

Italy: the weakest overall outlook

Italy’s 0%–2% construction growth forecast is the lowest among the regions covered. Infrastructure remains comparatively resilient, but the scheduled thinning of the recovery-plan pipeline after August 2026 removes an important source of work. Residential improvement is not expected to fully compensate.

How should companies plan for a recovery that arrives gradually?

  1. Use a 2029 horizon. Budget, staffing and capacity plans should assume staged improvement rather than a one-year surge.
  2. Separate market segments. Track new housing, renovation and infrastructure independently; national totals can conceal very different project pipelines.
  3. Stress-test financing assumptions. Price-to-income ratios above six and renewed rate volatility can delay otherwise viable developments.
  4. Prioritise policy-backed demand. Housing targets, infrastructure funds and funded public programmes offer clearer timing than demand based only on household need.
  5. Keep downside capacity. Bain’s positive direction-of-travel depends on the absence of another major macroeconomic shock.

Is Europe’s housing recovery cancelled?

No. Bain’s assessment is that the market is reviving, but the path is gradual. Structural undersupply, government intent and infrastructure spending preserve the medium-term case for growth; affordability and financing determine how quickly that potential becomes completed homes.

Frequently Asked Questions

How many extra homes does Europe need each year?

Bain estimates roughly 650,000 additional dwellings annually for a decade, above the approximately 1.6 million homes built each year. The estimate describes the scale of the supply gap, not a guaranteed construction target for every country.

Did European construction shrink in 2026?

The Bain indicator says activity stabilised during 2026 after several weak years. Stabilisation means the decline eased; it does not mean that housebuilding had already returned to previous peak levels.

Which segment is strongest in Italy through 2029?

Infrastructure is Italy’s strongest forecast segment, with Bain estimating 1%–3% growth. The outlook still remains vulnerable as the National Recovery and Resilience Plan pipeline becomes thinner after August 2026.

Why can housing shortages coexist with slow building?

A shortage indicates unmet need, but households and developers still need affordable mortgages, viable prices and predictable economic conditions. When price-to-income ratios are above six and borrowing costs rise, demand may remain latent instead of producing immediate starts.
