Escalators: How They Work and Which Safety Standards Apply

Escalators are continuous-loop moving stairways. Learn what they do and how ASME and CSA standards address their lifecycle, inspection, braking systems, and existing installations.

An escalator is a moving staircase that carries people between levels on a continuous loop of linked steps. In North America, the ASME A17.1 / CSA B44 Safety Code addresses escalators across their lifecycle, but the edition that governs a particular installation depends on local adoption and the authority having jurisdiction.

What an escalator is and how it works

An escalator is a powered transport system built around steps that circulate continuously between upper and lower landings. The steps remain level as they travel along the incline, then flatten and pass beneath the landing plates to begin the loop again. A moving handrail travels alongside the steps to give riders a moving surface to hold.

From a building-construction perspective, an escalator is more than a staircase with a motor. It is an integrated conveyance whose design, installation, operation, inspection, testing, maintenance, alteration, and repair are addressed by applicable safety standards and local rules.

Which escalator safety standards apply?

There is no single edition that automatically governs every escalator in every location. ASME describes A17.1 / CSA B44 as the accepted guide throughout North America for elevator and escalator safety work, and lists a 2025 edition. Whether that edition applies to a particular installation depends on the jurisdiction’s adoption and the authority having jurisdiction. Owners and project teams should confirm applicable requirements with that authority or a qualified professional.

How the standards differ

Lifecycle code versus performance-based approach

A17.1 / CSA B44 is the broad lifecycle reference. A17.7 provides a performance-based route that ASME describes as more flexible for new technology and practices. It is intended to be used with other A17 series codes, rather than as a standalone replacement for the wider standards framework.

New installations versus existing equipment

A17.1 covers lifecycle work, while A17.3 focuses on safety requirements for existing installations. A17.3 is a basis that state and local authorities may adopt for retroactive requirements; it should not be treated as proof that a particular retrofit is required in every jurisdiction.

Braking and inspection references

A17.10 / CSA B44.10 focuses specifically on escalator and moving-walk braking systems. A17.2, by contrast, is an inspection and testing guide. These narrower references complement the broader safety-code context; the applicable requirements for a site still depend on local rules and adoption.

Using the code and its handbook

The A17.1 / CSA B44 code is the place to look for the actual code provisions. ASME’s 2022 handbook offers rationale, explanations, examples, illustrations, and excerpts to help readers understand A17.1, but ASME explicitly notes that the handbook does not contain the actual code requirements. What building owners and project teams should do

  • Identify the location and authority having jurisdiction for the escalator.
  • Confirm which code editions and local amendments have been adopted for the installation and the work being considered.
  • Use the applicable code for requirements, and distinguish it from handbooks or inspection guides that explain or recommend procedures.
  • Have inspection, testing, maintenance, alteration, or repair work handled in accordance with the locally applicable requirements and by qualified professionals.
