Electra Battery Materials says its cobalt-sulfate refinery in Temiskaming Shores, Ontario, remains aligned with its approved construction budget and schedule. The board approved a US$73 million budget—described by Electra as approximately C$100 million—in February 2026. Electra expects roughly 150–200 workers during construction and ramp-up, but it has not disclosed an earlier headcount that would verify the claim that the workforce doubled.
Is the Electra refinery still on budget?
Electra says the project remains aligned with its budget and schedule expectations. The board-approved construction budget is US$73 million, approximately C$100 million, and is intended to fund remaining construction through mechanical completion. In May 2026, the company reiterated that the project remained aligned as it awarded a C$25 million solvent-extraction package. Electra’s February 2026 budget announcement and May package announcement describe those updates.

The current approved figure should not be treated as a simple increase from the earlier US$60 million re-baseline. In November 2025, Electra said that 2023 estimate was being updated to reflect inflation and completed work; the dates and basis differ. The available announcements do not provide a like-for-like reconciliation of the two figures.
How much construction work has been awarded?
Electra’s May 2026 update put refinery construction contracts at approximately C$32 million, including an engineering and project-management contract and the solvent-extraction package. Earlier April awards included approximately C$7.8 million in infrastructure contracts. These are reported contract values, not a separate estimate of the project’s total cost.

| Update | Reported value | Scope or context |
|---|---|---|
| Approved construction budget, February 2026 | US$73 million; approximately C$100 million | Remaining construction through mechanical completion, according to Electra. |
| April 2026 infrastructure awards | Approximately C$7.8 million | Included a C$6.8 million crystallizer structural, mechanical and piping package. |
| Construction contracts reported by May 2026 | Approximately C$32 million | Included a US$6.1 million EXP engineering/project-management/construction-management contract and a C$25 million solvent-extraction package. |
Contract awards show that execution packages are being let, but they do not by themselves establish how much of the approved budget has been spent or whether the final cost will differ. Electra has said engineering and construction sequencing are substantially advanced and baselined, and that most major mechanical and electrical equipment has been procured or delivered.
What is happening at the construction site?
The project is a permitted brownfield refinery in Temiskaming Shores, between Temiskaming Shores and Cobalt, Ontario. It is intended to produce battery-grade cobalt sulfate for North American supply chains. Early work included exterior pipe racks connecting process areas, tanks, power upgrades, parking and construction-support facilities.
By August 2026, a regulatory filing described structural-steel erection, concrete work, equipment installation, piping preparation and selective removal of legacy infrastructure underway. It also noted specialist package agreements with WB Melback and Pro Pipe. Electra’s construction update describes earlier site work and project sequencing.
Did the refinery workforce really double?
Electra and government announcements describe a growing construction effort, but the available figures do not establish a measured doubling: no earlier workforce baseline is published. The most specific company estimate is roughly 150–200 workers during construction and ramp-up; it is not a count of workers present at one particular date.

The workforce figures refer to different phases and categories, so they should not be added together indiscriminately:
- Construction and ramp-up: Electra expects roughly 150–200 workers.
- Permanent operations: Electra expects about 60 permanent operating jobs.
- Indirect regional employment: Electra cites more than 100 indirect jobs.
- Construction trades: A federal announcement separately referred to 100 skilled-trades construction workers.
The federal announcement also described more than 160 jobs, including 60 direct full-time positions. These are project-impact descriptions, not a dated site headcount. The distinction matters: workers employed during construction, long-term refinery staff, and indirect jobs represent different groups.

When will the refinery begin production?
Electra’s stated sequence targets early commissioning in the fourth quarter of 2026, mechanical completion in the second quarter of 2027, production ramp-up in the third quarter of 2027, and commercial production in the fourth quarter of 2027. Commissioning and ramp-up are stages before commercial production; the dates are company targets, not confirmation that output has begun.
| Milestone | Target timing |
|---|---|
| Early commissioning | Q4 2026 |
| Mechanical completion | Q2 2027 |
| Production ramp-up | Q3 2027 |
| Commercial production | Q4 2027 |
Electra says planned production is approximately 5,120 tonnes per year initially, with capacity intended to expand to 6,500 tonnes per year. The company has also reported a strategic agreement with LG Energy Solution covering approximately 60% of planned cobalt-sulfate production for up to six years. Those figures describe planned capacity and commercial arrangements, not production already achieved.

How is the project being funded?
Electra reported approximately US$82 million in aggregate project funding in 2026, combining government grants and loans with equity financing. Separately, the Government of Canada announced a $20 million investment through its Strategic Response Fund. The aggregate funding figure and the federal investment have different scopes and should not be treated as interchangeable totals. The project is part of a critical-minerals and battery-supply-chain strategy supported by Canada, Ontario and the United States.

Commissioning checks and starts up equipment and systems; production ramp-up follows as operations increase output. Commercial production is a later milestone, so an early commissioning target does not mean the facility is already producing at commercial scale.
How much cobalt sulfate is the refinery expected to produce?
Electra has stated planned output of approximately 5,120 tonnes per year initially and 6,500 tonnes per year at expanded capacity. These are planned capacity figures rather than actual production.
