A cement-project assessment in the National Environment Management Authority (NEMA) archive concerns Ndovu Rock Limited’s separate proposal at Lusoi, not Devki’s reported Karicheni project. NEMA’s EIA/SEA report archive and the March 2026 ESIA report identify that distinct proponent and location.
What is known about the plant’s cost, capacity and schedule?
The only reported investment description is “multi-billion-shilling.” The current accounts do not state a confirmed project value, grinding or production capacity, or construction start date. Will the Devki plant lower cement prices in Nyeri?
Regional cement traders told Capital FM that prices could fall by about 10 percent once the plant begins operating. That is a conditional forecast, not a confirmed reduction. Whether buyers see a change will depend on actual production, clinker and other input costs, and the distribution arrangements serving the region.
Transport savings alone do not establish the price customers will pay. The proposal is not reported as operational, and the accounts do not provide a plant capacity or cost model with which to calculate a likely change in retail prices.
Has NEMA approved the cement plant in Kieni?

NEMA explains that an environmental impact assessment (EIA) considers positive and negative effects on people, property and the environment and identifies mitigation measures. Capital FM reported that Devki official James Wainaina addressed residents and said: “We as a company undertake that there would be no concern about pollution coming from this plant. We will ensure all other environmental concerns are taken care of.” That statement records the company’s assurance; it does not establish what an assessment found or whether the project has received approval.
Business Radar reported residents’ questions about dust, noise and water, and said another public-participation round was planned for 26–27 October 2026. Those dates are not evidence that meetings occurred or that particular concerns were resolved. The reports do not establish what was submitted afterward.

If built and operated, a facility in the region could change how cement reaches construction projects by shortening some transport routes.
