That was controlled access—not confirmation that the fire zone was fully safe or permanently reopened.
What happened in the Eagle Bay bushfire?
The West Australian reported that a bushfire began shortly after 8pm on Monday, 10 January 2022, in dense bushland in Meelup Regional Park near Dunsborough, in Western Australia’s South West. Residents were evacuated overnight. On Tuesday, roadblocks kept some people from checking their properties. After the warning was downgraded, residents collected permits at the DFES command post and began returning. The West Australian reported the events on 12 January 2022.
The newspaper said the blaze had burned 225 hectares at the time of publication. That was a contemporaneous reported figure, not a confirmed final official fire footprint.
What did the permits mean?
The warning downgrade and permits enabled residents to access their properties, but they were not an all-clear for the entire area. The West Australian report does not detail the conditions printed on the Eagle Bay permits, so their exact terms cannot be established from that account.

DFES describes restricted access permits as authorization for approved people—including residents and business owners—to enter for specified purposes. Examples include collecting valuables or pets, tending livestock, transporting supplies, or addressing utility issues such as downed power lines. A permit does not mean unrestricted access. DFES explains restricted access and post-bushfire recovery.
What was known about damage?
In the contemporaneous report, Meelup Farmhouse co-owner Elizabeth Ahearn said she had been told that Meelup Farmhouse and Wise Winery were spared. Resident Maria Plumb, meanwhile, said she was glad to have a permit and hoped to get home and check her animals. Her comments reflect the uncertainty residents faced; the report does not establish that every home or property was undamaged.

Was the cause confirmed?
No. The West Australian quoted WA Police as saying the cause “is being treated as suspicious” and reported that police sought information about activity between Old Dunsborough town site and Castle Rock Road from 6pm to midnight on 10 January. That was an appeal for information, not a determination of where or how the fire began, and it did not identify a perpetrator.

What should people check before returning after a bushfire?
Current DFES guidance is general safety advice; it is not a reconstruction of the permit rules used in Eagle Bay in 2022. Follow emergency-service directions and official updates, and do not bypass roadblocks. Returning to a property can expose people to hazards that remain after flames have passed.
- Keep clear of live or fallen power lines, gas or sewage leaks, hot or smouldering ground, damaged structures, burnt trees and falling branches.
- Do not obstruct emergency-service access, and follow instructions about where and when entry is allowed.
- Enter a home only after a building inspector has declared it safe.
A later Western Australian parliamentary record described the fire as threatening Eagle Bay, Meelup and Cape Naturaliste, and acknowledged the volunteers, City of Busselton and DFES officers involved in containment. The record appears in Hansard for 10 August 2022.
