The claim that Italian cement output fell 5% in July 2026 is not confirmed by the available cement-specific reporting. The figures located cover the first half of the year and June, not July. Italy’s official July statistics describe broader industrial production and construction activity; neither is a measure of cement output.
What the available cement data says
CemNet, citing data from Federbeton, reported that Italian cement output fell 3% year over year in the first half of 2026 and fell 1% year over year in June. Its report does not give a July output figure, so it does not substantiate a 5% July decline. CemNet’s report

The primary Federbeton release or dataset supporting the precise 5% claim has not been identified in the material available for this article. Until that underlying figure is checked, the decline should be treated as unverified—not as an established result.
What Italy’s July statistics measure
ISTAT’s July releases provide useful context for the economy, but their indicators must not be substituted for cement manufacturing data.
#1 Best Overall
| Indicator | July 2026 result | What it measures |
|---|---|---|
| Industrial production | Up 0.7% month over month on a seasonally adjusted basis; unchanged year over year on a calendar-adjusted basis. | Overall industrial production, not cement output. ISTAT |
| Construction production | Down 1.4% month over month on a seasonally adjusted basis and down 1.2% year over year. Unadjusted production for the first seven months of 2026 was up 2.0% against the same period of 2025. | Construction activity, not cement manufacturing output or cement deliveries. ISTAT |
These measures describe different parts of the supply chain. Cement output concerns manufacturing; cement deliveries concern material reaching customers; construction production tracks building and related activity. A change in one series does not, by itself, establish a change in another.
Why the July figure is difficult to verify
Nomisma’s national cement-delivery data page says the series is published with a six-month lag. The page reviewed showed data through March 2026 and listed July 2026 data as available on 1 February 2027. As of 13 October 2026, that delivery series therefore could not verify a July observation. Deliveries are also not identical to factory output. Even once the July delivery data becomes available, it can provide evidence about deliveries, but it should not be presented as a production figure unless the source explicitly defines it that way.
What to check before using the 5% claim
A reliable confirmation needs the original Federbeton release or dataset and enough detail to interpret its number. Check:
Rank #3
- Measure: Does the figure refer to cement produced, dispatched, or delivered?
- Comparison: Is the 5% change against July 2025, June 2026, or another period?
- Coverage: Does it cover Italy nationally and the full month of July?
- Adjustment: Is the value raw or seasonally adjusted?
- Publication date: Was the figure revised or updated after its first release?
Until those points are established, the defensible wording is that a 5% July fall has been reported as a claim but remains unverified. The confirmed cement-specific figures located here are a 3% year-over-year decline in the first half of 2026 and a 1% year-over-year decline in June.
