Delhi has improved its annual air-quality numbers, but recurring dust hotspots show why citywide progress is not the same as clean air at street level. Poorly surfaced roads, broken shoulders, construction and demolition (C&D) work, waste accumulation, traffic and weather can recreate high-dust conditions even after an inspection drive. The most recent evidence is mixed: a December 2025 check found no high-dust DDA road stretches, yet nine of 106 inspected PWD stretches were still in the high category. Dust is also only one part of Delhi’s pollution problem; winter PM2.5 is led by secondary particles, transport and biomass burning, while dust becomes the largest listed source in summer.
Why does Delhi still have dust pollution hotspots?
Dust returns because controls are often temporary or unevenly maintained. A repaired road can deteriorate, a swept verge can be covered again by loose soil, or a construction site can resume work without maintaining screens and covered transport. Agencies also control different pieces of the same street, so a road surface, waste pile and traffic bottleneck may fall under separate authorities.

The Commission for Air Quality Management (CAQM) says road dust is generated where roads have inadequate surfacing or drainage, uneven pavements and insufficient maintenance, mechanical sweeping or sprinkling. Open areas and road shoulders add exposed material that traffic can lift repeatedly. Construction and demolition is another major pathway: the environment ministry identified C&D dust as a major contributor in Delhi-NCR and requires measures such as covered transport, dust screens, mist or suppressants, sensors, self-audits, portal registration and inspections.

“Hotspot” is an annual concentration designation, not a promise that every road in the area has the same dust level every day. Local conditions can change with road works, waste removal, wind and construction schedules.
Is road dust or construction dust the bigger problem?
Neither source can be named the single winner for every season or location. Road dust is diffuse and persistent, while C&D dust can be intense around a particular project; their relative importance changes with weather and the wider airshed.

These figures come from CAQM’s February 2026 review of a Supreme Court-mandated expert report. They describe source apportionment for PM2.5, not a direct measurement of dust on an individual road. The Delhi Environment Department also links summer particulate pollution to dust storms from Rajasthan, while winter episodes are associated with calm air, temperature inversion and biomass burning.
What are authorities supposed to do at a hotspot?
The official hotspot programme combines engineering, daily operations, monitoring and enforcement. Its effectiveness depends on whether the action survives beyond a single inspection.

How much construction-site enforcement has occurred?
For the period from 1 January through 30 September 2024, Delhi physically inspected 3,829 C&D sites with plot areas of at least 500 square metres and 19,075 sites below 500 square metres. Environmental compensation was levied against 103 of the larger sites and 1,300 of the smaller sites. From January 2024 to the date of the ministry’s parliamentary reply, the Delhi Pollution Control Committee (DPCC) imposed Rs. 2,38,80,000 in environmental compensation against 539 projects larger than 500 square metres.
Projects above 500 square metres must register on the relevant State Pollution Control Board or DPCC web portal. Registration does not itself prove that a site is controlling dust; it creates an administrative record that can support inspections, self-audits and penalties.

What did the December 2025 road inspection actually find?
CAQM’s 24 December 2025 inspection illustrates both progress and the remaining gap. The agency revisited 27 DDA road stretches previously reported with high visible dust. After corrective action, none was still rated high: seven were moderate, 19 low and one had no visible dust.
The same inspection covered 106 PWD stretches and found nine high-dust, 16 moderate, 37 low and 44 with no visible dust. Inspectors also saw municipal solid waste, C&D waste and open burning at some high-dust locations. CAQM called for regular mechanical sweeping, prompt removal and disposal of collected dust, maintained verges, water sprinkling, dust-suppression systems and prevention of open burning.

The contrast matters: a successful re-inspection on one road owner’s network cannot be treated as a citywide result. It shows that corrective maintenance can reduce visible dust, while also showing how uneven implementation remains between jurisdictions.
Has Delhi’s air actually improved?
Yes, on annual averages, although the improvement has not eliminated severe episodes. CAQM’s finalized 2025 figures put Delhi’s annual average PM10 at 198 micrograms per cubic metre and PM2.5 at 97 micrograms per cubic metre, the lowest levels in 2018–2025 apart from the COVID-affected year 2020.

December’s average AQI was 351 because very low wind and unfavourable meteorological conditions trapped pollution. Annual averages therefore show direction of travel, while winter episodes show how quickly exposure can worsen when dispersion stops.

- Assign one accountable road owner. Each stretch needs a named agency responsible for surface repairs, shoulders, drains, verges and sweeping, even when several agencies operate nearby.
- Fix the source before wet suppression. Pothole repair, paving exposed shoulders and controlling vehicle access reduce the loose material that water sprinkling alone cannot remove.
- Make sweeping measurable. Mechanical sweeping should be scheduled, and collected dust should be removed promptly and disposed of scientifically rather than left at the kerb.
- Keep construction controls active throughout the project. Covered transport, screens, misting or suppressants and sensor records must continue as work moves between excavation, structural and finishing stages.

How are Delhi’s dust hotspots selected?
The Environment Department designates them from annual PM2.5 and PM10 concentration patterns. That method identifies persistent areas of concern but does not provide a real-time ranking of individual streets or construction sites.
Why can a road look dusty again soon after it is cleaned?
Cleaning removes deposited material but does not necessarily repair broken pavement, seal an exposed shoulder or stop nearby dumping and construction. Traffic can then lift fresh material, especially when the verge or drainage edge remains bare.

Does a high AQI reading prove that dust caused it?
No. AQI reflects the combined effect of pollutants and weather. CAQM’s winter source assessment assigns larger shares to secondary particles, transport and biomass burning than to dust, while summer dust has the largest listed share.
Who can require a large construction project to register for dust controls?
A project with a plot area above 500 square metres must register on the applicable State Pollution Control Board or DPCC portal. The requirement supports inspection and compliance records but does not replace on-site controls.
