The Telangana Pollution Control Board (TGPCB) has recommended penalties against non-compliant construction projects in Nanakramguda and Kokapet after residents complained about construction-related air pollution. A TGPCB task-force committee reviewed 19 projects, proposed environmental compensation for major violations, and recommended forfeiting bank guarantees in lower-severity cases. Non-compliant sites were given 10 days to correct violations. Two captive ready-mix concrete (RMC) plants linked to construction projects were also found operating without the Board’s mandatory Consent to Operate (CTO) and faced closure action, although the final legal status of those plants was not available in the reports reviewed.
What penalties did TGPCB recommend for the construction projects?
The task-force’s recommendations depended on the seriousness of each project’s environmental violation. Projects assessed as having major breaches could face environmental compensation, while projects with less severe violations could lose the bank guarantees they had furnished for compliance.

The committee also recommended directions requiring non-compliant projects to remedy their shortcomings within 10 days. The reports did not publish the compensation amounts, the value of any guarantees, or a project-by-project penalty list.
| Violation or compliance issue | Recommended action | What is publicly known |
|---|---|---|
| Major environmental violations | Environmental compensation | No project-level amount was disclosed |
| Lower-severity violations | Forfeiture of bank guarantee | No guarantee amount or project name was disclosed |
| Unresolved non-compliance | Direction to correct violations within 10 days | The reports did not identify each project’s deadline date |
| Operation of an RMC plant without CTO | Closure action | Two captive plants were targeted; the final order was not published in the reviewed reports |
Why were two RMC plants targeted?
Officials identified two captive ready-mix concrete plants associated with construction projects that were operating without a valid Consent to Operate from TGPCB. A CTO is the operating approval required under the pollution-control system before a regulated industrial or construction-linked facility can run.

Deccan Chronicle reported that closure was recommended. Hyderabad Mail reported that the plants were ordered to close immediately and permanently. Because the underlying TGPCB orders were not available in the material reviewed, the plants’ final legal status should be described as closure action or a reported closure direction rather than as a conclusively completed closure.
How many projects did the task force inspect?
The committee reviewed 19 construction projects in Nanakramguda and Kokapet. The inspections followed resident complaints about dust and other construction-related air pollution. Reports from Deccan Chronicle, Hyderabad Mail and Trinethra News described the review as part of TGPCB’s intensified enforcement in the two Hyderabad areas.

What does the 10-day corrective window require?
The task-force recommendation gives non-compliant projects 10 days to address the violations identified during inspection. The reports do not set out a single checklist that applies identically to every site; the required work will depend on each project’s findings and the directions issued to its operator.
Practical actions project operators should verify
- Confirm that every required consent, including CTO where applicable, is current and covers the facility actually operating on site.
- Document dust-control measures such as covered material storage, controlled vehicle movement, wheel-washing and water spraying where required by the site’s approvals.
- Check batching, aggregate handling and transfer points at captive RMC facilities for permitted operation and pollution-control equipment.
- Keep inspection records, corrective-action photographs, monitoring results and correspondence ready for TGPCB verification.
- Submit evidence of completion through the channel and within the time specified in the individual direction.
Meeting a deadline does not itself erase a violation. TGPCB can still assess compensation, recover a guarantee or take further action if the site remains non-compliant or cannot demonstrate that the required controls are operating.
Will TGPCB continue inspections?
Yes. TGPCB said rolling task-force teams would continue visiting sites, assessing environmental compliance and checking whether air-pollution controls were working. This creates an ongoing verification process rather than a one-time inspection of the 19 projects.

For builders, the practical risk is that corrective measures may be checked in operation, not merely on paper. A site that installs equipment but does not maintain it, or that controls dust only during an inspection, may remain exposed to additional enforcement.
Did TGPCB issue final closure orders?
The available reporting does not establish that final, legally operative closure orders were issued for the two RMC plants. One account described closure as recommended, while another described immediate and permanent closure as ordered. Without the underlying TGPCB documents, the safest conclusion is that both plants faced closure action for operating without CTO, but the definitive order wording and implementation status remain unconfirmed.
The reports likewise do not disclose final compensation notices, forfeiture orders or the names of affected projects. Those details would normally be needed to determine the exact liability of each operator.

How does this relate to Telangana’s broader construction enforcement powers?
Telangana’s official BuildNow FAQ states: “The District Level Force Committee headed by district collector will detect and take up the demolition of such un-lawful executed building / layout without issuing notice as per provisions of section 174 (4) of TMA Act, 2019.” That is general guidance on unlawful buildings and layouts. It is not evidence that demolition was ordered in the Nanakramguda-Kokapet action.

Frequently Asked Questions
What is a Consent to Operate for an RMC plant?
A Consent to Operate is the pollution-control approval that permits a regulated facility to run after required conditions are met. Operating a captive RMC plant without the approval can trigger directions such as suspension or closure, alongside other statutory action.
Can a project avoid compensation by fixing violations within 10 days?
Not necessarily. The 10-day direction is a corrective opportunity, while compensation or guarantee forfeiture may address violations already recorded. The applicable TGPCB order would determine whether completing corrective work changes any separate penalty.
Where can builders check the exact directions issued to their site?
The project operator should obtain the inspection memo, consent records and any written TGPCB direction served on the site. Those documents, rather than media summaries, will show the violation description, deadline, evidence required and appeal or representation route, if provided.
Were any construction companies publicly named?
The reports reviewed for this update did not publish a project-by-project list or identify the companies behind the 19 sites. Naming a builder without an official order or disclosed project record would risk attributing an unverified violation.
