What should managing committees do when they find a deficiency?
The coverage says committees should take remedial action for identified defects, keep records of inspections and steps taken, and promptly alert the competent authority to serious deficiencies that pose an imminent risk to life or property. Hindustan Times quotes the circular as saying such a deficiency “must be brought immediately to the notice of the competent authority.” It identifies the Delhi Development Authority (DDA), Municipal Corporation of Delhi (MCD) and Delhi Fire Service as agencies societies may need to approach if intervention is required.

The published accounts do not state the deadline consistently. Hindustan Times reports that committees were asked to send a compliance report within three weeks and also describes a consolidated report within 30 days. The Tribune says societies must submit reports within three weeks. Since the circular has not been retrieved, the headline’s 30-day wording should not be treated as a definitively verified deadline for each society. Committees should obtain and follow the original circular, including its precise deadline, recipient and reporting format.

What rule is cited as the basis?
Hindustan Times says the circular refers to Rule 106 of the Delhi Cooperative Societies Rules, 2007. That report describes the rule as assigning housing-society management committees responsibilities for property repair, maintenance and regular inspection, as well as disaster-management and fire-prevention plans. Why was the direction issued?
The news reports connect the direction to recent fatal fires and building collapses. Hindustan Times reports six deaths in a Saidulajab building collapse in May 2026, 23 deaths in a Hauz Rani bed-and-breakfast fire in June 2026, and 11 deaths in a Mustafabad building collapse in April 2025. These are figures attributed to that outlet’s reporting, not independently verified incident totals here.
