DeKalb County, Alabama, approved the purchase of three acres beside the Cartersville Fire Department for a proposed storm shelter. The documented price was $85,000 for the land. An accessible report about the commission’s April 11, 2023, meeting does not identify a storm-shelter construction contractor, construction-award amount or vote approving the building work, so the “bid” described in the Times-Journal headline cannot be independently confirmed from that account.

Michael Posey of the DeKalb County Emergency Management Agency said the property was suitable for construction of a storm shelter and met the qualifications for using an American Rescue Plan Act (ARPA) grant for the purchase. That statement establishes the site and a proposed funding path; it does not establish a final construction budget or a completed grant award for the shelter itself.
Where will the shelter be built?
The proposed shelter site is the three-acre parcel beside the Cartersville Fire Department in DeKalb County, Alabama. The available account does not provide a street address, shelter capacity, design specifications, construction schedule or details about site preparation and foundation work.

How much will the storm-shelter project cost?
The only storm-shelter-related dollar figure documented in the accessible report is the $85,000 land purchase. That amount should not be described as the cost of constructing the shelter. No construction-bid amount, contractor name or total project price is identified in the report.
Because land acquisition and construction are separate actions, a reliable project total would require later records such as bid tabs, a construction contract, grant documents or a commission vote awarding the building work.

Is the project funded by ARPA money?
The county emergency-management official said the property would meet the qualifications to use ARPA funds for the purchase. The report therefore supports describing ARPA as the intended or potential funding source for acquiring the land. It does not show the final funding split for construction, whether the grant was formally awarded, or whether other federal, state or county funds will pay for the shelter.
Why the headline and the available account differ
The Times-Journal headline says the county commission approved a bid for storm-shelter construction. However, the accessible meeting report documents a land purchase and discusses the parcel’s suitability for a future shelter. It does not name a construction bidder or record a construction award.

That distinction matters. A commission can approve property acquisition before it solicits bids for design or construction. It can also approve separate contracts for engineering, site work or the full building package at later meetings. Without the underlying bid or minutes, it is not possible to determine whether the headline refers to another record, a later action, or a different type of bid.

The county also reported that 13 trucks sold at auction generated $1.2 million after fees, with nine additional trucks being prepared for a June auction, and awarded a new inmate-feeding contract to Kellwell Food Management. None of those actions is the storm-shelter construction award.

To verify the construction claim, readers would need a commission agenda or minutes identifying the shelter project, the winning contractor and the approved amount. A complete procurement record should also clarify:

- whether the action covered a land purchase, design contract, site work or full construction;
- the funding sources and any required local match;
- the shelter’s planned capacity and applicable FEMA or other code requirements;
- the site and foundation scope;
- the expected construction schedule; and
- any change-order or contingency provisions.
Until those records are available, the supported conclusion is narrower: DeKalb County approved an $85,000 purchase of a storm-shelter site beside the Cartersville Fire Department, with ARPA eligibility cited by the county emergency-management agency. The accessible report does not verify a construction bid.
