Possibly—but no Crittall window automatically “meets strict conservation requirements.” Crittall describes its T60 steel range as a like-for-like replacement option for listed buildings. That is the manufacturer’s product description, not a decision by a conservation officer and not a guarantee that your application will be approved.
Acceptance depends on the building’s designation, the significance and condition of the existing windows, the proposed profiles and sightlines, the quality of the repair-versus-replacement case, and the planning rules in the property’s jurisdiction. In many cases, retaining and repairing an original window is preferred to replacing it.

What “conservation compliant” means in practice
Conservation officers do not approve a brand in isolation. They assess a specific proposal against the special architectural or historic interest of a specific building. A steel window that is appropriate for a 1930s listed house may be wrong for a different building with altered openings, unusual glazing bars or a rare surviving frame.
The useful question is therefore not “Does Crittall meet the rules?” but “Does this proposed window preserve the significance of this building, and is replacement justified?” Crittall can be one possible product route when a steel, visually matching replacement is appropriate; it cannot remove the need for a project-specific assessment or consent.

What Crittall says about its T60 range
Crittall’s heritage information says the T60 range is designed for like-for-like replacement on listed buildings. The company says it can match the dimensions and visual character of original steel-window installations, supply technical documentation, and replicate original profiles and sightlines. Crittall also says its steel windows are widely accepted by conservation officers.
Those are statements from the manufacturer. They should be presented to an authority as product information, not as independent evidence that every T60 proposal will satisfy every local policy. There is no published, independent approval rate showing how often Crittall applications succeed, and a product description cannot guarantee listed building consent.

Ask Crittall or the installer for drawings, section details, frame dimensions, glazing information, opening mechanisms, finishes and installation details early in the design process. Then test those details against the existing window and the local authority’s requirements rather than assuming that a catalogue description is sufficient.
How an authority assesses a historic window proposal
1. Establish what is there
Historic England recommends first recording the window’s form, materials and history. Photograph every elevation and important detail. Record frame sections, glazing-bar layout, opening direction, hardware, paint layers, glazing type, repairs and alterations. Note whether the window is original, an early replacement or a later insertion. A measured survey is more useful than a general statement that the window is “old.”
2. Assess significance
Not every window on a listed building contributes equally to its special interest. A principal-elevation window with original slender sections and unusual ironmongery may be highly significant. A later, standardised replacement in a less visible elevation may have less significance. Historic England’s approach is to identify the elements that matter and explain why they matter before proposing work.
3. Assess the impact of the change
Compare the proposed unit with the existing one in the ways an observer will actually see: overall opening size, frame depth, sightlines, glazing-bar proportions, glass reflection, opening method, colour, cill and head details, and the relationship between windows on the elevation. Even a small change in section width can alter the appearance of a façade. Drawings should show the existing and proposed conditions at a useful scale, not just a manufacturer’s generic elevation.

Repair should be tested before replacement
Historic England states: “We strongly encourage owners to conserve significant historic windows wherever possible and not to replace them without good justification.” Repair and maintenance are usually more sustainable than replacement because they retain historic material and can prolong the life of the original frame.
A condition survey should distinguish surface defects from structural failure. Corrosion that is localised may be treated; loose putty, failed seals, damaged glazing, worn hinges or defective catches may be repairable; and decayed or missing sections may sometimes be carefully renewed. Retain interesting historic fittings and ironmongery where they contribute to the window’s character.
Replacement becomes easier to justify when the frame is beyond practical repair, previous alterations have removed most historic fabric, or a documented safety or performance problem cannot be resolved by less invasive work. The justification should explain what was inspected, which repairs were considered, why they are inadequate, and how much original material would remain after each option.
Repair, replacement and upgrades compared
| Option | What it preserves | When it may fit the evidence | What must be demonstrated |
|---|---|---|---|
| Retain and repair | Original frame, glazing pattern, fittings and patina | The window is significant and technically repairable | Condition, repair method, access, durability and any remaining performance issue |
| Like-for-like steel replacement | Overall appearance, opening proportions and steel-window character, but not the original material | The existing unit is beyond reasonable repair and a close match can be made | Measured comparison of profiles, sightlines, glazing, colour, opening method and installation details; a clear replacement justification |
| Low-impact performance upgrade | Historic fabric while addressing draughts or minor comfort problems | The main problem is air leakage rather than structural failure | Compatibility with the frame and a method that does not damage significant fabric |
Crittall’s T60 description places it in the second row: a potential like-for-like replacement. The authority still decides whether the particular match is sufficiently close and whether replacement is justified.

Historic England says: “Draught proofing will provide the biggest energy saving and conservation benefits for the lowest environmental and financial costs.” Its guidance identifies simple self-adhesive draught-proofing strips as an option that does not require listed building consent in that guidance context.
That does not mean every strip is suitable for every historic steel frame. Check the product’s dimensions, adhesion method, movement, exposure rating and reversibility. Keep the strip clear of drainage paths and moving parts, and follow the manufacturer’s fitting instructions. If the frame is heavily corroded, damp or unstable, deal with that condition before adding seals. A conservation officer or specialist window conservator can advise where the detail is sensitive.

Consent and planning rules in England
Listed buildings
In England, replacing or materially altering windows on a listed building may require listed building consent and, in some cases, planning permission. Listed building protection generally covers the whole building, internally and externally, unless the list entry says otherwise. Work that affects the character of a listed building as one of special historic or architectural interest, carried out without prior listed building consent, is a criminal offence.
Do not rely on a contractor’s assumption that replacement windows are “like for like” and therefore exempt. Ask the local planning authority whether consent is needed, obtain the relevant application requirements, and wait for the written decision before starting work. An Article 4 Direction may also remove permitted development rights, creating an additional planning-control issue even where the building is not listed.
Conservation areas
Being in a conservation area does not create one identical rule across England. Local policies, Article 4 Directions, the street elevation and the building’s contribution to the area all matter. A conservation-area property may have different controls from a listed building, but that is not a reason to skip checking with the authority.
How the position differs in Scotland
The Scottish Government’s 2024 householder guidance treats planning permission and listed building consent as separate matters. In many locations, alterations or replacements to existing windows may be permitted development, but additional rules apply in conservation areas.
For principal elevations and side elevations facing a road, prior notification may depend on whether the proposed opening mechanism, pane configuration, frame dimensions and frame colour match the existing window. A listed building still requires listed building consent where the work affects its protected character. Because the tests and terminology differ from England, confirm the current route with the relevant Scottish planning authority before ordering windows.
A practical application sequence
- Confirm the designation and jurisdiction. Check whether the property is listed, in a conservation area, subject to an Article 4 Direction or governed by another local control. Identify the correct planning authority.
- Commission a condition and significance assessment. Record materials, dimensions, history, alterations, fittings, defects and the contribution of each window to the building.
- Evaluate repair. Obtain a specialist opinion on corrosion treatment, section repairs, glazing, hardware, seals and repainting. Keep the report even if replacement is ultimately proposed.
- Define the replacement match if needed. Specify frame sections, sightlines, glazing-bar pattern, opening method, cills, heads, colour and hardware. Avoid relying on the phrase “standard Crittall window.”
- Collect technical evidence. Request the T60 drawings and specifications, and show existing-versus-proposed details on your own measured drawings. Crittall says it can provide technical documentation.
- Speak to the authority early. Ask the conservation officer or planning case officer what level of detail, justification and photographs the authority expects. Early advice can prevent redesign, abortive fabrication and delay.
- Submit the correct consent applications. Include the significance assessment, condition report, photographs, location and site plans, detailed drawings, product information and a repair-versus-replacement justification.
- Do not start work before approval. Fabricating or removing windows before the required consent is issued can leave you with an unauthorised alteration and an expensive reversal.
Evidence that makes a Crittall proposal stronger
- A window schedule identifying each opening and its significance.
- Measured sections and sightline comparisons rather than a single front elevation.
- Photographs showing glazing bars, handles, hinges, cills, heads and junctions with the masonry.
- A clear explanation of why repair cannot achieve a reasonable and durable result, where replacement is proposed.
- Finish, colour and glazing specifications tied to the actual elevation.
- Details of how the new frame will be fixed without unnecessary loss of historic fabric.
- Evidence that draught-proofing or other less invasive measures were considered where the problem is mainly comfort or air leakage.
Common reasons applications fail or become delayed
The proposal is “like for like” only in name
A new unit may fit the opening yet have wider sections, different glazing bars, a different opening mechanism or a noticeably different colour. Compare the visual details individually and revise the specification before submission.

The application skips the repair question
Photographs of rust or peeling paint do not establish that a window is beyond repair. Include an inspection and explain the repair options considered.
Generic manufacturer drawings are submitted
Generic literature may not show the exact section, cill, head, hardware or junction proposed for the building. Add project-specific drawings and mark where the product differs from the existing installation.
Consent is assumed from a previous project
An approval for another property, street or elevation does not bind the authority on your building. Policies and significance assessments are site-specific.
Work begins before the decision
Removing an original window can permanently reduce the evidence available to assess it. Secure written confirmation of the consent route before dismantling, ordering or installing units.
What cannot be decided without a site assessment
No general product statement can establish whether your existing windows contribute to significance, whether they are repairable, or whether a proposed T60 design will be approved. Those answers require the property’s location and designation, the condition and history of the actual windows, detailed product information and the current rules of the relevant authority.
The defensible conclusion is therefore conditional: Crittall T60 may be suitable for some heritage replacement projects, particularly where a close steel-window match is appropriate and replacement is justified. It is not a blanket route through conservation control. Treat the product as one design option within a documented significance, repair and consent process.
