ContourGlobal’s local public-power partner is Platte River Power Authority (PRPA). The companies brought the second phase of Black Hollow Sun, a utility-scale solar complex near Severance, Colorado, into commercial operation in September 2026—four months ahead of schedule, according to PRPA.
Who partnered with ContourGlobal?
Platte River Power Authority is the community-owned public power utility working with ContourGlobal on Black Hollow Sun in Weld County, northern Colorado. The relationship is specific: ContourGlobal developed, owns and operates the solar facility, while PRPA purchases its electricity under a long-term power purchase agreement (PPA). PRPA serves the owner communities of Fort Collins, Estes Park, Longmont and Loveland. PRPA announced the project’s completion on September 30, 2026.
What was completed, and when?
Black Hollow Sun was built in two phases. Phase I entered commercial operation in September 2025; Phase II reached commercial operation in September 2026, bringing the full complex online. PRPA says the project finished four months ahead of schedule. Qcells served as ContourGlobal’s engineering, procurement and construction (EPC) partner, and supplied modules included panels assembled at its U.S. manufacturing facilities, PRPA said.
How large is Black Hollow Sun?
PRPA reports 324 MWp of direct-current (DC) nameplate capacity and 257 MW of net alternating-current (AC) capacity. These are different measures of the same facility, not competing estimates: DC describes the module-side nameplate rating, while net AC reflects the power delivered from the plant after conversion and applicable plant needs. PRPA’s solar project page lists the net capacity and equipment details.

How much electricity is expected?
PRPA estimates Black Hollow Sun will generate approximately 608 GWh of electricity per year, equivalent in the utility’s estimate to the usage of more than 73,000 homes and businesses. Those are forecast figures, not measured results from a completed year of operation. Capacity, expressed in MW, describes the plant’s power rating; annual generation, expressed in GWh, is the amount of electricity produced over time.
What the project means for the utility
Because the output is sold to PRPA through a long-term PPA, Black Hollow Sun is a utility-scale generation project—not a residential solar installation or a consumer equipment offer. Its role is to supply electricity to a public utility serving its owner communities. PRPA General Manager and CEO Jason Frisbie said the project followed selection in 2019 and was delivered amid supply-chain disruptions, inflationary pressures and construction challenges; he described it as supporting the utility’s shared energy goals alongside reliability and affordability.
