What the council considered
The September 15 agenda listed the introduction and first reading of an ordinance to vacate a portion of the public alley right-of-way, under case SUB2026-0011. The alley is in Block 66, generally bounded by 10th and 11th Avenues and 9th and 10th Streets. Why the alley vacation is proposed
The planning materials describe a preliminary subdivision to combine the Block 66 parcels with the separately vacated alley as one lot for the future Weld County Judicial Center. The proposed consolidated lot is 161,555 square feet, or 3.709 acres. The alley vacation and subdivision are separate actions: a planning staff recommendation on the subdivision is not council approval of the alley ordinance. The site is a previously developed downtown block with buildings, parking areas, utilities and the existing alley. Planning materials identify its zoning as Commercial High Intensity (C-H) with a Downtown Overlay, amid civic, institutional, commercial, parking and other downtown uses. Planning Commission packet

What remains before construction
Council action on the alley
A public hearing and second reading were listed for the October 6, 2026 council meeting. Because the available information is an agenda listing, it does not confirm that the hearing took place or that council adopted the ordinance. October 6 agenda listing
Subdivision and site-plan review
The preliminary subdivision is an early land-assembly step, not approval of a building design or construction plan. Detailed building design, parking, site access, utility coordination and other site improvements are assigned to later Site Plan review. The proposed subdivision itself creates no new public streets. Sanitary sewer coordination
A sanitary sewer line currently runs in the alley. The planning packet anticipates relocating it to accommodate redevelopment, but the final design and coordination remain future work; the packet does not describe the relocation as completed. Utility information in planning materials

How to read the project’s approval stages
- First reading: Council introduced the alley-vacation ordinance on September 15; this is not proof of final passage.
- Preliminary subdivision: The planning process concerns assembling the parcels and alley into a proposed lot; it is distinct from the council ordinance.
