The Salvation Army’s new emergency family shelter on its Main Street campus in Buffalo, north of Allen Street, appears complete in an October 16, 2026 construction update. The three-story building is the first phase of Hope on Main and will provide 32 family units and 80 beds, replacing the organization’s existing 77-bed shelter.
What is Hope on Main?
Hope on Main is a multi-phase redevelopment of the Salvation Army of Buffalo’s urban campus. The first phase is an emergency shelter intended for families experiencing homelessness. Later phases are planned to add affordable housing, townhomes, a church and community center, and a long-term operating endowment.

Buffalo Rising reported the shelter phase at an estimated cost of about $20 million. The broader campus is described by project architect SWBR as a three-acre, 216,000-square-foot redevelopment with an overall completion target of 2029. That target applies to the full campus, not just the shelter building.
What the new emergency shelter provides
| Feature | New Hope on Main shelter | Facility it replaces |
|---|---|---|
| Family capacity | 32 units | Capacity described as 77 beds |
| Total beds | 80 beds | 77 beds |
| Building form | Three stories, with residential units on the upper levels | Existing Salvation Army shelter |
| Purpose | Emergency housing designed to keep families together | Existing emergency shelter capacity |
The capacity change is modest in bed count, but the project is intended to change how families are accommodated. Plans call for private family space and eligibility broad enough to keep households together, including families with teenage boys and single fathers. The Salvation Army says the design responds to the different circumstances that bring families into shelter while connecting them with services needed to move toward stability.

The first floor is planned for nonresidential functions, including activity areas, a learning lab, administrative offices and laundry facilities. Residential units are located on the floors above. This arrangement separates sleeping areas from program and support spaces while keeping essential services within the building.
Where is the shelter being built?
The shelter sits on the Salvation Army’s Main Street campus in Buffalo, just north of Allen Street. It is part of an urban campus plan that also includes a Main Street plaza, an interior courtyard, walkways and a community hub. Future townhomes are planned along North Pearl Street.
Why the old shelter is being replaced
New York State announced a $10 million award for the shelter in 2023 through its homeless-housing program. State officials described the project as a replacement facility and said construction was planned so the Salvation Army could avoid displacing current residents while the new building was being developed.
The existing facility is identified in the state announcement as a 77-bed shelter. The new building’s 80 beds therefore add three beds on paper, but its central goal is improved family accommodation rather than a major expansion of emergency capacity. The 32-unit layout is intended to provide households with space of their own and reduce the need to separate family members by age or household composition.

What else is included in the Hope on Main plan?
Affordable apartments
The broader plan includes 143 affordable apartments in descriptions from Buffalo Rising and the Salvation Army. Some state planning documents instead describe a 147-unit apartment building, indicating that the unit count has changed or been reported differently as planning has evolved. Readers should treat 143 as the currently cited project description from those organizations, while recognizing that state documents use 147.
Seven-story residential building
State project documents describe a later seven-story apartment building. SWBR’s campus description also identifies a seven-story residential component, along with the courtyard and public-facing plaza.

As of the October 16, 2026 Buffalo Rising construction-watch report, the emergency shelter looks complete. That wording is important: no announcement in the available project information confirms a resident-opening date for the shelter, and completion of the shelter does not mean every Hope on Main component is finished.

Opening dates for the apartments, townhomes, church and community center have not been publicly verified. Those dates should be treated as unresolved until the Salvation Army or the project team announces them.
What the project means for families
Salvation Army Major Annette Lock told Buffalo Toronto Public Media that every family arrives with a different story and should find a safe, welcoming place with tools to move toward greater stability. The building’s unit layout, learning and activity areas, laundry facilities and on-site administrative and support functions are designed around that approach.
For Buffalo, Hope on Main combines a replacement emergency shelter with a longer-term housing and community investment. The immediate deliverable is the 80-bed family shelter; the larger promise depends on later construction phases and their eventual operating schedules.
