The safest handover treats transition to operations as a planned project phase, not an administrative closeout. Start a living Transition to Operations Plan during design, involve the future operating team, commission and functionally test every critical system, close deficiencies with evidence, transfer usable information, train staff, and require a documented readiness decision before responsibility changes hands.

Why the construction-to-operation handover is a risk phase

A facility can be substantially built and still be unsafe, unmaintainable or unready for service. Construction completion proves that the physical works are finished to the contract’s requirements; it does not prove that operators can run the systems, that procedures are usable, or that safety and regulatory prerequisites are satisfied.

DOE guidance describes transition planning as an agreement among the project organization, program and operating organization. It should cover documentation, training, interfaces, schedules, testing, commissioning, staffing and readiness review. The guidance’s central principle is that successful transition depends on “early, thorough, forward-looking planning.”

There is no single defensible cross-industry percentage for transition failures or delays. The authoritative guidance instead identifies controllable practices: early planning, evidence-based commissioning, formal acceptance, information continuity, operator mobilization and support after turnover.

Create a living Transition to Operations Plan

Write the plan during design and keep it under configuration control as the design, construction sequence and operating assumptions change. It should be detailed enough to direct work, but flexible enough to absorb approved changes.

Define the operating outcome

  • Describe the facility’s initial operating capability and the conditions for full operating capability.
  • Identify systems, spaces, utilities, interfaces and support functions included in the transition.
  • Set measurable acceptance criteria for performance, safety, reliability, maintainability and documentation.
  • List dependencies such as permits, utility connections, specialist vendors, consumables and spare parts.

Assign ownership and decision rights

  • Name the project organization, commissioning authority, operating organization and acceptance authority.
  • Set responsibility for testing, deficiency disposition, document approval, training and post-handover support.
  • Define escalation routes when a deficiency affects safety, schedule, cost or operating capability.
  • Publish milestones for testing, staff mobilization, readiness reviews, beneficial occupancy and transfer of ownership.

Control the plan

Record revisions, approvals, assumptions and open decisions in the project’s controlled information environment. A plan that is not updated after design changes quickly becomes an unreliable checklist.

Bring operators into design and construction

Future operators should influence decisions before construction is finished, not be introduced at the last inspection. Soft Landings practice formalizes this approach by bringing facility managers and users into briefing, design and delivery so operational outcomes shape the project.

Test maintainability before installation

  • Review access for inspection, cleaning, isolation, replacement and lifting.
  • Confirm that equipment labels, controls, alarms and interfaces make sense to the people who will use them.
  • Check that planned maintenance can be performed with the available tools, clearances and shutdown arrangements.
  • Validate staffing assumptions, shift coverage, competencies and response times.

Prepare the operating system, not just the building

Confirm operating budgets, chemicals and consumables, spare-parts strategies, vendor support, service contracts, cybersecurity responsibilities where relevant, and the procedures operators will actually use. DOE guidance calls for staff mobilization during testing, activation, startup and commissioning so operators gain experience before assuming responsibility.

Commission systems against owner requirements

Commissioning is an evidence-producing process. DOE FEMP describes a sequence of planning, investigation, implementation, and hand-off and integration. It is not a final walk-through or a document dump.

Plan the tests

  1. Establish commissioning objectives and acceptance criteria from the owner’s requirements before testing begins.
  2. Identify systems and interfaces that must be tested together, including normal, abnormal, emergency and failure modes where applicable.
  3. Prepare functional test procedures, monitoring plans, prerequisites, safety controls, instrumentation requirements and pass/fail rules.
  4. Schedule tests with operators present so they learn the equipment and can challenge unclear procedures.

Investigate, correct and retest

  1. Execute tests and record actual results, conditions, instruments, participants and deviations.
  2. Maintain one master deficiency list with a unique identifier, location, severity, owner, due date and required evidence.
  3. Separate safety-critical or operation-blocking findings from lower-risk completion items and escalate them through the agreed governance route.
  4. Implement accepted corrections, repeat the affected test and record the final outcome.
  5. Compile the final commissioning report, unresolved-risk register and procedures for future testing.

DOE FEMP characterizes the final step as “Hand off and Integrate,” including final documentation, future testing procedures, reporting, key players and budget requirements.

Use formal readiness gates

Keep “substantially built” separate from “ready to operate.” A readiness gate is a decision supported by evidence, not a date on the construction schedule.

Gate Evidence to review Decision authority
Construction completion Approved completion records, inspections and a current list of remaining work Project and contract authorities
System functional readiness Passed functional tests, commissioning records and controlled deficiency status Commissioning and technical authorities
Operational readiness Approved procedures, trained and authorized staff, staffing coverage, supplies and emergency arrangements Operating organization
Safety and regulatory readiness Required permits, inspections, certificates, hazard controls and residual-risk information Safety, regulatory and owner authorities
Acceptance and transfer Complete handover package, agreed open-item owners and dates, warranties, support arrangements and signed acceptance Designated acceptance authority

Open deficiencies should be closed before acceptance whenever they affect safe or reliable operation. If an item is accepted conditionally, the decision must identify the risk, owner, due date, interim control and evidence required for closure. DOE guidance treats formal acceptance, beneficial occupancy, readiness reviews and transfer of ownership as distinct activities.

Make handover information usable

Information continuity is a safety and maintenance issue. ISO 19650-1 addresses information management through operation and maintenance, while ISO 19650-6 calls for project information and residual health-and-safety risk information to move into the asset information model for operational users.

Information package What to verify before transfer Operational use
As-built drawings, models and specifications Matches the installed asset, approved changes and naming conventions Locate, isolate, modify and maintain systems
Equipment registers and configuration records Unique identifiers, locations, capacities, settings and responsible systems are consistent Plan maintenance, spares and fault response
Operation and maintenance manuals Current manufacturer information is combined with project-specific procedures and limits Run, inspect and service equipment safely
Commissioning and test records Results, instruments, conditions, defects, retests and approvals are traceable Establish a baseline and diagnose future changes
Safety and residual-risk information Hazards, controls, isolations and outstanding actions are visible to operators Plan work and protect people during operation
Warranties, service contacts and spare-parts data Dates, exclusions, response routes and storage responsibilities are recorded Obtain support and avoid preventable downtime

Do not judge the handover by file count. Ask representative operators to find a valve, retrieve an isolation procedure, identify a residual hazard and locate a warranty contact in the controlled information environment. Their success is a practical usability test.

Mobilize and train the operating organization

Training should be role-based and demonstrated, not limited to attendance sheets. Use classroom instruction where useful, but prioritize supervised operation, alarm response, emergency drills, isolation and restart activities on the actual systems.

  • Map each role to required competence, authorization and evidence of completion.
  • Provide shift teams with procedures, escalation contacts and temporary operating restrictions.
  • Schedule vendor and specialist training before warranty or support windows expire.
  • Verify that staffing levels and on-call arrangements match the approved operating model.
  • Capture operator feedback while commissioning is still active, when changes are cheaper and faster.

Plan the first year after handover

Transition risk continues after the signature. The first year should be a defined operating period with named support and review activities.

  • Schedule post-handover testing, including seasonal, occupancy-based or load-dependent checks that could not be completed earlier.
  • Review alarms, failures, work orders, energy or resource performance and user complaints against the owner’s requirements.
  • Provide refresher training when procedures, staffing or equipment change.
  • Set a warranty-response route with response times, evidence requirements and escalation contacts.
  • Hold a lessons-learned review and feed approved changes into standards, design briefs and future Transition to Operations Plans.
