The article that uses this headline is a 24 August 2022 commentary by Mike Hedges, a director of Beard Construction. He points to BREEAM, Passivhaus, the UK Green Building Council’s Whole Life Carbon Roadmap and Beard’s Aztec 1000 redevelopment as evidence of practical action. Those examples show the kinds of decisions that can reduce emissions; they do not, by themselves, verify delivered carbon savings. The project intentions and Beard’s reported performance figure remain company claims in the sources available here.
A credible assessment therefore needs two things at once: a clear account of what the industry says it is doing, and a disciplined check of boundaries, baselines, methods, results and independent assurance. That matters because a building’s operational energy is only part of its climate impact. Materials, transport, construction, maintenance, replacement and end-of-life can all contribute emissions.

What the 2022 commentary actually argues
In the Building commentary published on 24 August 2022, Hedges argues that construction’s environmental work extends beyond offsetting. He describes standards, design approaches and project decisions that, in his view, turn ambition into action. His conclusion is explicit: “These initiatives are more than just industry virtue-signalling – they translate into real environmental actions on real projects.” That is an interested industry account, not an independent audit of the sector.
The distinction is important. A commentary can accurately describe a company’s intentions and reported figures while still lacking the information needed to establish whether a target was achieved, how much carbon was saved, or whether the result would stand up to comparison with another project.

The initiatives Hedges cites
- BREEAM: an assessment framework used to evaluate environmental performance across a building project.
- Passivhaus: a demanding building-performance approach focused on very low energy demand and careful control of the building envelope and systems.
- UKGBC Whole Life Carbon Roadmap: an industry roadmap intended to address emissions across a building’s life rather than only energy used in operation.
These frameworks can structure better decisions and disclosures. Their presence in a project description is not the same as proof that a specific carbon budget was met, that the building performs as designed, or that all material impacts were counted.
Aztec 1000: what was planned, and what is verified
Hedges uses Beard’s redevelopment of Aztec 1000 as a practical example. The commentary describes a set of proposed interventions, not a completed, independently measured outcome.
| Project element | How the commentary describes it | What the cited material establishes |
|---|---|---|
| Existing structure | Retain the 1980s steel frame instead of replacing it. | The article presents retention as a way to avoid the embodied carbon associated with new structural materials. It does not quantify the saving. |
| Energy generation | Install photovoltaic panels on the roof. | The article describes this as a planned feature. No measured generation or post-occupancy result is supplied. |
| Building systems | Use efficient heating, cooling and lighting. | The intention is reported; system specifications, operating data and measured reductions are not provided. |
| Operational target | Target net zero carbon in operation. | This is a project target in the commentary, not evidence that the target was achieved. |
| Ratings | Aim for BREEAM Excellent and an EPC A rating. | These are stated aims. The cited source does not independently confirm certification or the final EPC. |
Keeping a sound frame can be a powerful carbon decision because it may avoid producing and transporting replacement steel, but the real benefit depends on what is retained, what must be repaired, the alternatives considered and the calculation method. A proper comparison would show the original and proposed structural quantities, the emissions factors used, transport assumptions, and the treatment of future maintenance and eventual demolition.

The 9% figure is a company-reported result, not a sector statistic
Hedges writes that “over the last two years, we have achieved a 9% reduction in carbon intensity.” The statement refers to Beard Construction and appears in the 2022 commentary. The material cited with it does not provide the baseline year, organisational boundary, activity measure, emissions scopes, calculation method, exclusions or independent assurance.
That makes the figure useful as a claim to investigate, but not as an independently verified benchmark for construction. “Carbon intensity” could mean emissions per employee, per unit of revenue, per square metre, per project value or another denominator. A percentage reduction can also coexist with rising absolute emissions if activity grows. Readers should ask for the underlying inventory and denominator before comparing the number with another contractor’s result.
Why operational energy is only half the question
The current policy discussion makes the central issue clearer. In a House of Commons debate on 13 July 2026, embodied carbon is described as greenhouse-gas emissions from extracting raw materials, processing them into building materials and using those materials in construction.

Operational carbon covers energy consumed after occupation: heating, cooling, lighting, hot water, ventilation and other building services. Whole-life carbon adds the emissions that occur before handover and throughout the asset’s life, including manufacture, transport, installation, maintenance, replacement, refurbishment and end-of-life. A building can therefore have efficient operations and still carry a large upfront carbon burden, or reuse materials successfully while performing poorly in use.
The same Commons debate records UK Green Building Council estimates that the built environment accounts for around 20% of the UK’s total greenhouse-gas emissions and could represent half of built-environment emissions by 2035. Those figures are reported in Hansard as UKGBC estimates; the original publication should be consulted before using them as primary statistical evidence.
What the 2026 policy debate says about measurement
The July debate does not present embodied-carbon accounting as settled. Participants identify practical obstacles: inconsistent measurement methods, incomplete or uneven data, shortages of specialist skills, and limited tools. They also discuss a UK Net Zero Carbon Buildings Standard and RICS methodology as existing industry frameworks. In this context, “framework” does not mean that every project is legally required to use it.

Parliamentary evidence on 23 June 2026 from the Built Environment Committee adds another layer. The oral-evidence transcript is marked uncorrected, so quotations should be treated as witnesses’ evidence rather than a final, corrected record.
Regulation and material choices
David Hopkins, chief executive of Timber Development UK, told the committee: “We are strong proponents of Part Z.” His statement indicates support for embodied-carbon regulation; it is not itself a description of law currently applying to every project.
Katherine Adams, technical director of the Alliance for Sustainable Building Products, said: “We need to measure it.” She argued for whole-life carbon assessments and benchmarks and drew attention to responsible sourcing, biodiversity and land-use effects. Those points prevent a narrow definition of success in which a lower carbon number automatically means a lower overall environmental impact.

Voluntary standards, public procurement and legal duties
BREEAM, Passivhaus, the UKGBC roadmap, the UK Net Zero Carbon Buildings Standard and RICS methods can help teams define targets, collect data and make design choices. They should be identified by name and edition in project documents, with the assessment stage and certification status stated clearly.
A 2023 government response to the Climate Change Committee’s progress report says the Construction Playbook provides that public construction projects should have whole-life carbon assessments. The response also records earlier policy exploration and consultation on embodied-carbon assessment. It is a dated account of government policy, not proof that all public or private projects now face one universal mandatory requirement.
A practical test for a “more than greenwashing” claim
Use the following sequence when reviewing a contractor statement, planning document, sustainability report or project case study.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems- Define the boundary. Establish whether the claim covers the company, a construction phase, a completed building or a whole portfolio. Identify included emissions scopes and whether subcontractors, purchased materials, transport and waste are included.
- Separate operational and embodied carbon. Request two figures, not one blended headline: predicted or measured operational emissions and embodied emissions across the stated life-cycle stages.
- Demand a baseline and denominator. For an intensity reduction, identify the baseline year, activity denominator, organisational changes and absolute emissions. For a project saving, identify the reference design against which the saving is calculated.
- Check the method and data. Ask which whole-life-carbon methodology, emissions-factor database, software version and assumptions were used. Note whether product-specific environmental product declarations replaced generic factors and how data gaps were handled.
- Quantify reuse decisions. If an existing frame, façade or building is retained, require quantities, condition surveys, repair assumptions and the replacement scenario. “Reuse saves carbon” is a hypothesis until the alternatives are modelled.
- Separate reductions from offsets. Direct reductions, purchased renewable electricity, biogenic storage and offsets should appear in separate lines. An offset must not be presented as if it were a reduction in the project’s own emissions.
- Verify targets and outcomes. Distinguish “target,” “designed to achieve,” “certified,” “measured” and “assured.” Look for a named independent verifier, assurance level, reporting period and published findings.
- Test wider impacts. Review responsible sourcing, biodiversity, land use, toxicity, water and extraction impacts alongside carbon. A lower-carbon material can still create serious impacts elsewhere.
Questions a useful project disclosure should answer
| Question | Why it matters |
|---|---|
| What is the functional unit or denominator? | It makes an intensity claim reproducible and comparable. |
| Which life-cycle stages are included? | It prevents an upfront-material saving being confused with a whole-life result. |
| What is the baseline design? | It shows whether a claimed saving is measured against replacement, a regulatory minimum or another option. |
| Who checked the calculation? | Independent assurance reduces the risk of selective boundaries or arithmetic errors. |
| What happened after occupation? | Measured energy and maintenance data test whether design predictions became real performance. |
| Are offsets reported separately? | Readers can see how much comes from reducing emissions and how much comes from compensation. |
How to interpret the headline fairly
The evidence supports a qualified conclusion. Construction practice includes real mechanisms that go beyond offsets: retaining existing structures, reducing energy demand, specifying efficient systems, measuring whole-life impacts and using frameworks that make carbon visible in design decisions. The Aztec 1000 description illustrates those mechanisms, but its targets and proposed features are not independently verified in the cited material.
At the same time, the unresolved measurement debate means that a polished sustainability narrative is not enough. Consistent boundaries, reliable data, trained practitioners, usable tools and credible regulation are still being worked out. The 9% Beard figure should be read as an attributed company result, while the parliamentary testimony should be read as evidence of an active policy and technical debate, not as a completed consensus.
For clients, designers and contractors, the strongest position is neither automatic trust nor automatic dismissal. Publish the baseline, disclose the whole-life boundary, show the calculation, report operational and embodied results separately, explain material and sourcing trade-offs, and obtain independent assurance. Those details are what turn an environmental promise into evidence that can be checked.
