The City of Belmont’s residential kerbside service uses three bins: a 240 L lime-green-lid FOGO bin collected weekly, a 240 L yellow-lid recycling bin collected fortnightly, and a 140 L red-lid general-waste bin collected fortnightly. The rollout began in 2024, but service arrangements can vary by property; use the City’s address lookup to check your collection details.
Belmont’s three bins at a glance
| Bin | Capacity | Collection | What belongs in it |
|---|---|---|---|
| Lime-green lid: FOGO | 240 L | Weekly | Food scraps and garden organics |
| Yellow lid: recycling | 240 L | Fortnightly | Clean, empty accepted containers and paper or cardboard |
| Red lid: general waste | 140 L | Fortnightly | Residual waste that cannot be composted or recycled |
These are the City’s published service specifications. Check the City’s bin-collections page for the address-specific collection information rather than relying on old rollout dates.
What goes in Belmont’s FOGO bin?
FOGO means food organics and garden organics. Belmont’s examples include bread and dairy, fruit and vegetables, meat, bones and seafood, as well as garden trimmings. Put food scraps and garden material in the lime-green-lid bin; keep recyclable items and residual rubbish in their separate bins. For less common items, check the City’s current item guide.
Compostable packaging is not accepted
Belmont’s current guidance excludes compostable packaging, including compostable coffee cups, wooden cutlery and food-soiled products. A product labelled “compostable” is not automatically suitable for the City’s FOGO stream: some materials may not break down within the processing timeframe, and the City cites concerns about PFAS and finished-compost quality. Follow the City’s current instructions rather than the product’s marketing.

Use a caddy liner—or don’t
A liner is optional. You may use a City-permitted compostable liner or put scraps into the kitchen caddy without one; food scraps can also go loose into the FOGO bin. The City’s waste guide specifies certified Australian Standard compostable liners. It says residents can redeem two free rolls each year using tokens in the printed guide. Do not use ordinary plastic bags or compostable packaging as substitutes.
How the service began—and why property details matter
Belmont’s standard-household rollout started in February 2024 and took place in stages through April. The City’s project material treated multi-unit and high-density properties separately, with a 2025/2026 phase listed for high-density arrangements. Those dates describe rollout history, not a guarantee of the service at a particular address. Residents in shared-bin complexes should check directly with the City or Veolia about their property’s arrangement.

Where Belmont’s FOGO material goes
The City says kerbside FOGO is taken to North Bannister Resource Recovery Park. There it is shredded, placed in piles and screened to remove non-FOGO items. An automated Mobile Aerated Floor system pumps air through the screened material. After several weeks, the resulting compost is sent to an accredited laboratory for testing against Australian Standards. The City’s published explanation does not identify the laboratory or report specific test results.

What Belmont says about the reason for FOGO
The City attributes a figure of approximately 56% organic material in Belmont general-waste bins to its waste audits. The cited City page does not state the audit year, so the figure should not be read as a current-year result or as a statistic for Western Australia as a whole.
In a 10 November 2023 rollout announcement, Mayor Robert Rossi said: “This initiative aligns perfectly with our commitment to creating a more sustainable community. A three bin FOGO system will significantly reduce waste to landfill, decrease greenhouse gas emissions and improved soil health with FOGO derived compost.” This was a promotional statement, not a reported independent measurement of the program’s outcomes.
