Councillors voted 10â0 for the motion. The vote started a planning process; it did not mean an audit or upgrades had been completed.
What councillors asked the City to do
The motion called for a comprehensive look at PAW lighting and a list of where upgrades should come first, with community safety, existing requests and potential risks among the considerations. PerthNow reported the motion and the figure of more than 220 PAWs in November 2025. PerthNow
The aim is to help the City assess needs across its network rather than treat every request as proof of a confirmed lighting defect. A request signals a concern; it does not establish that a pathway is unsafe or that a light is missing or faulty.
Where the reported requests were concentrated

The same report put the PAW lighting budget at $50,000 at the time of the motion. That figure is historical context, not confirmation of a current allocation or of funding for 2026/27. PerthNow
Who handles public lighting requests
Responsibility depends on who owns or manages the light. The City says most streetlights are owned and managed by Western Power. The City handles requests for PowerWatch or Public Access Walkway lighting and lights that are not owned by Western Power or Main Roads WA. For an existing light that is faulty or out
- Report PowerWatch or PAW lighting issues, and lights outside Western Power or Main Roads WA ownership, to the City.
- Use Western Powerâs reporting route for its streetlights; the City says these make up the majority.
- For streetlights along Roe Highway, contact Main Roads WA.
For a new or upgraded light
Residents can submit a request to the City for a new or upgraded streetlight. The City says Engineering will investigate within 20 working days. That investigation may include a night audit. If the City determines an upgrade is required, it applies to Western Power; the City says this step can take several months. What happens nextâand what is not yet confirmed
A December 2025 report said a business case was expected to go to a strategic briefing in March 2026, with possible consideration during 2026/27 budget deliberations. The report also said the business case was expected to examine costs, options and potential state or federal funding. These were forecasts, not confirmation that the briefing occurred, that a final priority list was adopted or that funding was approved. Your Local Examiner
