Joondalup Replaces Beach-Groyne Plan After Strong Public Opposition

After strong opposition to a draft plan for 17 new groynes, Joondalup Council began a replacement coastal adaptation process. The plan remains in development, with completion listed for 2027.

Joondalup Council did not approve the 17 new beach groynes proposed in its 2023 draft coastal plan. After strong public opposition, it resolved in December 2023 to prepare a replacement Coastal Hazard Risk Management and Adaptation Plan (CHRMAP), establish a community reference group and investigate alternatives. As of 8 October 2026, the replacement plan remains in development, with the City listing completion in 2027.

What was proposed, and what changed?

The 2023 draft CHRMAP proposed 17 new rock groynes along roughly five kilometres of coast between Hillarys and Mullaloo. Groynes are structures built out from the shore, generally perpendicular to it, to retain sand in a particular area. The draft presented them as one response to long-term erosion risk. ABC reported projections that some parts of the coastline could recede hundreds of metres over the coming century; that is a reported projection, not a certainty that those changes will occur.

Consultation produced substantial opposition. ABC reported more than 5,000 comments on the draft and said 97 per cent opposed the groyne proposal. PerthNow later reported that nearly 98 per cent of consultation respondents opposed or strongly opposed the draft. Those figures use different descriptions and should not be treated as identical measures.

At its 12 December 2023 meeting, Council resolved to prepare a new draft plan, establish a community reference group and explore other adaptation options. The change was a replacement planning process, not an end to coastal hazard planning.

Were all the groynes cancelled?

The 17-groyne proposal belongs to the replaced 2023 draft. Council’s decision does not establish a permanent ban on every possible groyne or other hard structure. The City’s ongoing planning work is assessing alternatives, and the consultants’ 2026 report leaves room for targeted structures where evidence shows they would materially improve performance.

Nor did the City abandon coastal management while it revises the plan. Its work includes monitoring, dune and sand-trap measures, maintenance of existing infrastructure and sand bypassing. A March 2026 community reference group report says approximately 10,000 cubic metres of sand are moved annually from Sorrento Beach to Hillarys Beach, aiming to mimic natural sand movement interrupted by Hillarys Boat Harbour.

What is the replacement plan considering?

The City commissioned International Coastal Management and Griffith University to assess alternatives. Their report, dated 19 February 2026, compares options against technical, environmental, economic and social criteria. It considers sand management, submerged or low-crest structures, emerged hard structures and hybrid approaches.

The report’s broad preferred direction is a sand-and-dune-led portfolio supported by ongoing sediment management. It does not rule out selective control points or hybrid hard structures, including buried seawalls, where evidence indicates they would make a material difference.

Why groynes remain contested

In the consultants’ assessment for Joondalup, groynes can retain sand locally but also substantially alter alongshore sediment movement. That can shift adjustment pressures to neighbouring coastal reaches; without continuous bypassing, downdrift erosion hotspots may develop. The report also identifies high capital and maintenance needs, visible changes to the beach, interference with walking, surfing and swimming patterns, and poor fit with community preferences for natural sandy beaches. These are findings about the options assessed for Joondalup, not a universal verdict on every groyne project.

The trade-off is therefore broader than whether a structure holds sand at one beach. The City’s comparison considers how well an option manages erosion and sediment, its environmental and habitat effects, capital and ongoing costs, effects on beach amenity and community acceptance, and consequences for adjacent coastline.

What is the current timeline?

The City’s current CHRMAP page says the replacement work is in development and lists 2027 as its completion date. The community reference group was established in 2025 and comprises 10 community representatives and five elected members. Its listed meetings through July 2026 have covered engagement, coastal values, alternative adaptation research and coastal hazard assessment.

In a March 2026 meeting report, City staff said an updated coastal hazard assessment was likely to begin in 2026–27, pending updated sea-level-rise information connected with the review of State Planning Policy No. 2.6. A July 2026 report describes the assessment’s purpose and proposed scope. The 2027 date is a listed project milestone; it does not mean a final plan has already been endorsed.

Are the Sorrento groynes part of the proposal?

No. In April 2026, the City carried out repairs to two existing groynes at Sorrento Beach, addressing deterioration by adding limestone and granite and reshaping rock. Those maintenance works were separate from the 17 new groynes proposed between Hillarys and Mullaloo in the replaced 2023 draft.

What the reported cost estimate means

During the debate, PerthNow attributed an estimate of more than $120 million and a 30-to-40-year lifespan for the proposed 17 groynes to Councillor Daniel Kingston. These were reported estimates, not an approved current budget or a final engineering specification for the replacement plan.
