The Labour Department in Chamba issued a show-cause notice to M/s Om Prakash Sharma & Sons over its application to engage 20 contractual workers for construction of the Bhatti Nullah bridge on National Highway-154A, according to The Tribune. The notice asks the contractor to explain differences reportedly found when officials compared National Highways Authority of India (NHAI) and Public Works Department (PWD) records. It is a pending administrative matter: the report does not establish wrongdoing, a rejected application or the outcome of the scheduled hearing.
What the notice concerns
The report says the firm, based in Daulatpur Chowk, Una, applied online on August 19, 2026, for a licence to engage 20 contractual workers at the bridge construction site. The application proposed a work period from January 1 through December 31, 2026, and named the Executive Engineer, National Highway, PWD Division, Chamba, as the principal employer.

The licensing authority reportedly sought information from NHAI’s Project Implementation Unit in Chamba on September 25. Labour Department officials then inspected the PWD National Highway division office on October 5 and examined records available there. Following a comparison of the two agencies’ records, the department sought an explanation from the contractor.

The Tribune attributed the notice to District Labour Officer Anurag Sharma, who said: “Discrepancies came to light when the records of the NHAI and the PWD were matched. Therefore, a notice has been issued to the contractor,” The report does not specify which entries differed or reproduce the notice itself.

The contractor’s account
The Tribune quoted firm partner Brij Kishore as saying the bridge had been under the PWD National Highway Division when the application was filed and had since come under NHAI. “The bridge has now come under the NHAI. We will submit a reply to the show-cause notice,” he said. This reported explanation has not been independently corroborated here, and the report does not establish when or on what terms responsibility for the bridge changed.
What happens next
The notice reportedly directed the contractor to appear before the District Labour Officer on October 16, 2026. It asked why the licence application should not be rejected under the Himachal Pradesh Contract Labour Rules, 1974. The report said failure to appear or provide a satisfactory explanation could lead to ex parte action and rejection of the application. Those are stated possible consequences, not a reported decision.

The available report does not establish whether the hearing took place, what response the contractor submitted or whether the department made a decision. Until an outcome is reported, the notice should not be treated as proof of a breach or as a final rejection of the licence application.
