Nuvama’s October 2026 view is neutral on India’s cement sector, not because demand has failed but because higher fuel costs could absorb the benefit of better volumes and prices. October demand improved after the monsoon, government capital expenditure accelerated and cement producers raised prices. However, petcoke reached about $187 per tonne, while residential project launches continued to fall. Nuvama still rates JK Cement a Buy and calls it the sector’s top pick. For investors, the central question is whether further price increases can offset fuel inflation while infrastructure demand compensates for weak housing construction.
What exactly is Nuvama saying about cement stocks?
Nuvama is separating its sector view from its stock preference. Its October 2026 assessment is neutral for cement stocks as a group, while JK Cement remains its preferred name with a Buy rating. That means Nuvama sees a mixed industry setup but believes JK Cement is better placed than peers to benefit if volumes recover and pricing holds.

Mint’s 22 October 2026 report said Nuvama’s channel checks found month-on-month demand improvement across most regions after the monsoon and ahead of the festive season. Eastern markets were weaker because rainfall and festival disruptions continued. The brokerage’s earlier reports also repeatedly retained JK Cement as its top pick as it tracked capex, volumes and pricing.
What is supporting cement demand in October 2026?
Monsoon withdrawal improved dispatch conditions
Demand improved in October as construction activity resumed after the monsoon. The recovery was uneven rather than nationwide: eastern India continued to lag because rain and festive interruptions affected buying and project execution.

Government capex is the strongest volume support
Combined capital expenditure by the central government, states and public-sector enterprises rose about 40% year on year during April-August 2026, according to Nuvama. Central-government capex increased 64% year on year over the same period, and August central spending was nearly three times the year-earlier level. Public-sector enterprise capex rose about 12% year on year to ₹4.3 lakh crore in H1FY27.
Roads, railways, urban works and other public projects typically consume large volumes of bulk cement. Sustained public spending therefore gives producers a demand base that is less dependent on private homebuilding.
Housing remains a material constraint
Pan-India residential project launches fell 10% year on year in April-August 2026. That followed declines of 8% in FY25 and 4% in FY26. With housing launches weakening for a third reporting period, infrastructure demand has to carry more of the sector’s volume recovery.
Why are cement stocks under pressure if prices and demand are improving?
The problem is input-cost inflation. Petcoke, a major kiln fuel, was about $187 per tonne—roughly $39 per tonne higher than the previous quarter. Nuvama’s checks found October price increases of ₹10-15 per trade bag and ₹15-20 per non-trade bag, but the brokerage believes additional hikes may be needed to defend margins.

| Indicator | October 2026 evidence | Interpretation |
|---|---|---|
| Demand | Improved month on month after the monsoon; eastern India remained softer | Volume recovery is real but regional and uneven |
| Government capex | Combined capex up about 40% year on year in April-August; central capex up 64% | Infrastructure is supporting cement consumption |
| Residential launches | Down 10% year on year in April-August 2026 | Private construction is still a drag |
| Cement pricing | Hikes of ₹10-15 per trade bag and ₹15-20 per non-trade bag | Producers are attempting to recover higher costs |
| Petcoke | About $187 per tonne, up about $39 quarter on quarter | Fuel inflation threatens EBITDA per tonne |
A price increase improves realisation only if competitors follow it and customers accept it. If hikes are rolled back or volumes suffer, the higher petcoke bill can reduce operating profit even while reported demand looks healthier.
Why does Nuvama still prefer JK Cement?
Nuvama’s quoted position is explicit: “JK Cement (BUY) remains our top sector pick.” The preference reflects relative positioning, not an exemption from industry-wide fuel risk. JK Cement still needs successful price retention and healthy volumes to convert the favourable view into higher margins.

How should investors compare cement stocks now?
A sector-wide demand headline is not enough. Compare companies on the factors that determine whether volume growth becomes cash profit:
- Volume exposure: Check expected growth and the regions in which each producer sells. A company concentrated in weaker housing markets may not match a national infrastructure recovery.
- Pricing power: Track whether October hikes remain in place and whether competitors add capacity that forces discounts.
- Fuel sensitivity: Compare exposure to petcoke, coal and power costs per tonne, including the extent of captive generation and alternative fuels.
- Cost efficiency: Freight distance, captive power, logistics and operating efficiency can determine which producer protects margins when fuel prices rise.
- Demand mix: Infrastructure, trade retail and non-trade institutional sales have different volume and pricing characteristics.
- Estimate revisions and valuation: Read target prices alongside changes to EBITDA and earnings estimates. A higher target is less useful if assumptions are being cut elsewhere.

- Whether central, state and public-sector capex remains strong after August’s surge.
- Whether residential launches stabilise after the 10% April-August decline.
- Whether new capacity intensifies competition and limits further price increases.
For JK Cement specifically, the bullish case requires volume growth and realisation gains to outweigh fuel inflation. The main risk is a reversal of prices at the same time that petcoke stays elevated and housing remains weak.

What does a neutral rating on the cement sector mean?
A neutral sector rating generally means the analyst does not expect the group to materially outperform or underperform its benchmark over the relevant horizon. It is not the same as a sell call, and it can coexist with positive ratings on individual companies that have stronger relative prospects.

What is petcoke, and why does its price matter to cement makers?
Petcoke is a carbon-rich by-product of oil refining used as kiln fuel. Because fuel is a significant operating input, a sharp rise in petcoke can reduce profit per tonne unless producers raise prices, improve efficiency or switch part of their energy mix.
How should I read a brokerage target price?
A target price is the output of an analyst’s assumptions about volumes, prices, costs, capital spending and valuation multiples. It is a scenario estimate that can change when fuel prices, demand or earnings forecasts change, rather than a promised market price.
