Reused and recycled materials are becoming a documented part of construction supply, driven by rising demolition waste, infrastructure demand and procurement rules. The distinction matters: recycling processes waste into a new secondary material, while direct reuse keeps a beam, brick, tile or modular component in service. Australia recycled 23.2 million tonnes of building and demolition material in 2024–25, but direct component reuse is not captured reliably in waste statistics. That means the market is advancing faster than the headline reuse figures suggest, while verification, logistics and code acceptance remain essential.
Why are reused materials gaining ground in construction?
Three forces are pushing adoption: more material is available, infrastructure programs need enormous volumes, and public buyers are beginning to require proof of recycled content and circular practices.

Australia generated 79.0 million tonnes of waste in 2024–25, with construction and demolition responsible for 39%, according to the Department of Climate Change, Energy, the Environment and Water (DCCEEW, 2026). Building and demolition materials were the largest category at 27.4 million tonnes; 23.2 million tonnes were recycled, an 86% recovery rate.
The category grew by 7.6 million tonnes, or 32%, between 2016–17 and 2024–25. Its recovery rate rose from 76% to 86% over the same period. Much of that recovered stream—such as asphalt, concrete, bricks, pavers, plasterboard, cement sheeting and rubble—goes into civil engineering and road-base applications rather than back into an equivalent building product.

Infrastructure demand makes secondary materials commercially relevant
Infrastructure Australia says projects planned over five years will require more than 192 million tonnes of construction materials. Concrete, asphalt and steel also carry substantial embodied emissions, so substituting recycled or recovered inputs can reduce the carbon associated with new infrastructure when collection, processing and transport are well controlled.
Procurement is starting to reward traceable content
Infrastructure Australia reports that Australia is developing a National Framework for Recycled Content Traceability, alongside procurement changes intended to support recycled-content use in land-transport projects. In an OECD survey of public procurement, construction was the leading sector for circular criteria: 61% of responding cities and regions reported using them. These requirements give suppliers a reason to document origin, testing and chain of custody instead of treating recovered material as an informal alternative.
What is the difference between reused and recycled building materials?
Direct reuse keeps a component as a component; recycling breaks material down and processes it into a new feedstock. The Welsh circular-economy definition is to keep “resources and materials … in use for as long as possible and all waste … avoided.”
| Aspect | Direct reuse | Recycling | Virgin material |
|---|---|---|---|
| What happens | A beam, brick, tile, timber member or module is removed and installed again. | Waste is sorted and processed into a secondary aggregate, binder, pavement input or other product. | Raw material is extracted and manufactured for the project. |
| Typical preparation | Early surveys, careful deconstruction, storage, inspection and matching to a new use. | Collection, sorting, contamination control, processing and performance testing. | Manufacturing to a specified grade and delivery schedule. |
| Main advantage | Can avoid both disposal and reprocessing of an existing product. | Can divert large waste volumes and replace part of virgin production. | Usually has the most predictable specification and supply. |
| Main risk | Incomplete records, damage, uncertain capacity and difficulty finding a matching project. | Contamination, variable quality and energy or transport impacts from processing. | Virgin extraction and manufacture can increase embodied emissions. |
The Welsh assessment says direct reuse is undercounted because components that remain products do not enter ordinary waste statistics. It estimates UK construction-material reuse at below 2%; that is a UK estimate, not a global rate.

Which construction materials are being reused or recycled?
Supplementary cementitious materials
Supplementary cementitious materials (SCMs) replace part of the cement in concrete mixes. Infrastructure Australia measured 13.9% national uptake in Australia in 2022–23. Their carbon benefit depends on the material source, processing and transport, as well as the cement they displace.
Reclaimed asphalt pavement
Reclaimed asphalt pavement (RAP) replaces part of the asphalt mixture used in roads. Australia’s national uptake was 9.3% in 2022–23, according to Infrastructure Australia. Designers still need mix-specific performance data and controls for reclaimed binder and aggregate.
Recycled crushed concrete
Recycled crushed concrete is used primarily as aggregate in road pavements. Infrastructure Australia recorded 1.5% national uptake in 2022–23. The appropriate application depends on grading, contamination limits, moisture and the governing pavement specification.
Components reused without being reprocessed
Documented direct-reuse examples include salvaged bricks, timber, steel sections, concrete tiles, marble floors and modular components. A component must be surveyed, removed without unacceptable damage, stored safely and assessed for its proposed load, fire, moisture and durability requirements. A material that looks reusable is not automatically suitable for structural work.

Are reclaimed building materials actually cheaper?
Not necessarily. The EU policy brief identifies four recurring barriers: secondary materials can cost more than virgin alternatives; buyers may lack confidence in quality; recovered products can be polluted; and building-material inventories are often incomplete.
Compare delivered, installed cost rather than the purchase price. Direct reuse can add survey, selective-demolition, cleaning, repair, engineering, storage and extra installation labour. Recycled products can add sorting, crushing, testing and transport. A nearby, well-documented source may be economical, while a distant source requiring long storage can erase the savings.

Can reused materials reduce embodied carbon?
They can, but the result is project-specific. Reuse may avoid extraction, manufacture and disposal; recycling may reduce demand for virgin aggregate, asphalt or cement. Transport distance, processing energy, contamination treatment, failed matches and replacement of damaged pieces can eliminate the expected benefit. Infrastructure Australia links higher recycled-material uptake with lowering embodied carbon in the national infrastructure pipeline, not with an automatic reduction for every product.

- Define the intended use. State whether the material is structural, non-structural, a finish, fill or pavement input, and identify the applicable code or specification.
- Survey the source. Record dimensions, grade, age where known, condition, previous exposure, coatings and likely contaminants. For a building slated for demolition, complete the inventory early enough to plan selective deconstruction.
- Require performance evidence. Obtain test results, manufacturer or engineer statements, grading data and code acceptance for the proposed application. Do not infer strength from appearance.
- Document chain of custody. Track source location, removal date, processing steps, storage conditions, batch identity and destination. Use recycled-content traceability documentation where available.
- Control contamination and handling. Specify testing for hazardous coatings, salts, asbestos, hydrocarbons or other project-relevant pollutants. Confirm lifting, weather protection and storage capacity before material arrives.
- Compare whole-project impacts. Evaluate delivered cost, lead time, transport distance, processing energy and expected service life against a compliant virgin option.
- Plan the next recovery. Favor connections, labels and material records that allow future disassembly instead of another destructive demolition.
What do city projects show about practical reuse?
The Circular Cities Declaration report documents Malmö projects that reused concrete tiles and marble floors, and Leuven’s reclaimed-materials bank. The report attributes 41 tonnes of CO2 savings to Malmö material reuse. These examples show that reuse works best when cities identify materials before demolition, maintain a place to store them and connect supply with a defined project demand.
Where can buyers find reclaimed construction materials?
Supply usually comes through demolition contractors, specialist salvage yards, reclaimed-material marketplaces, recycled-aggregate and asphalt producers, or a project’s own deconstruction program. Availability is local and time-sensitive: confirm quantities, dimensions, test records, contamination controls, storage arrangements and delivery dates before designing around a source. For non-structural interior finishes such as reclaimed wood planks, verify seller grading, moisture condition, treatment history and installation suitability.

Frequently Asked Questions
Is recycled concrete as strong as new aggregate?
It can meet a specified performance level in the right application, but strength and durability depend on grading, contamination, attached mortar, moisture and the governing standard. Require project-specific test data and engineer approval rather than assuming recycled and virgin aggregate are interchangeable.
How do I verify reclaimed timber or bricks?
Ask for dimensions, species or product type where known, condition records, moisture information, previous treatments and any test or grading documentation. Check for pests, hazardous coatings, salts and hidden damage, then have the designer or engineer confirm that the proposed use is acceptable.
Can direct reuse be measured in a project’s waste report?
Often only partially. Components sold or transferred for reuse remain products and may never appear in ordinary waste statistics, so report quantities and destinations separately from recycled tonnage and retain chain-of-custody records.
What should a tender require for recycled content?
Specify the minimum content or approved secondary-material class, the applicable test and code requirements, contamination limits, source and batch records, and who bears the risk if a batch fails. Request delivered-cost and transport information so bids are compared on whole-project impacts.
