Where and when is the work scheduled?
The affected segment is Carpinteria Avenue between Maple Avenue and Eugenia Place. CVWD estimates pipeline installation will take approximately four nights during the October 12–16 window, with work scheduled nightly from 8:30 p.m. to 6:30 a.m. Daytime paving is scheduled for October 19–20 and is estimated to take one to two days. These are planned dates, not a guarantee; check the district’s construction update for schedule changes.

What should nearby drivers and residents expect?
CVWD says construction may bring noise, dust, intermittent lane closures, temporary parking impacts, and occasional waits while traffic is controlled. The district says crews will keep access open when possible, control dust, and restore streets after the work. The exact timing and duration of delays are not specified in the update. More information is available in the district’s June 29 project announcement.
Why is a new pipeline being installed?
The pipeline is part of the Carpinteria Advanced Purification Project (CAPP), a partnership between CVWD and the Carpinteria Sanitary District. It will convey purified water from a new Advanced Water Purification Facility at the sanitary district’s existing wastewater treatment plant to groundwater injection wells. Injected water will replenish the Carpinteria Valley groundwater basin for future drinking-water supplies.

CVWD says the planned treatment process uses membrane filtration, reverse osmosis, and ultraviolet/advanced oxidation, with water intended to meet or exceed state and federal drinking-water standards. That describes the project’s planned process and target; it does not establish current operating performance. The district describes the project and its intended benefits in its construction announcement.
What is the planned project capacity?
The California State Water Resources Control Board describes CAPP as able to inject up to 1 million gallons per day into groundwater and as creating a new drinking-water source for 16,000 residents. CVWD’s June 2026 announcement says the project will meet 25% of the district’s annual water needs. These are descriptions of planned capacity and contribution, not current production or proof that the facility is operating. The figures are attributed to the State Water Resources Control Board and CVWD.

How does the pipeline work fit into the larger build?
The October street segment is one part of a broader project, not the full conveyance system. CEQAnet’s 2025 project determination describes the planned infrastructure as follows:
