CARICOM assessment teams are scheduled to meet October 12–27, 2026, to examine whether regional production and supply can meet demand for paints and varnishes, hydraulic cement, glass bottles and petroleum bitumen. The findings will inform future tariff-treatment discussions, but the Secretariat’s October 9 announcement reports no supply findings, recommendations or tariff decisions.
What the CARICOM assessment covers
The four teams will assess whether the Community can meet its own demand for the products and how competitive intra-regional trade is compared with imports from outside the region. The review is intended to inform trade policy, not to announce a change in tariffs during the October meetings.

For construction businesses, the products most directly relevant are hydraulic cement, paints and varnishes, and petroleum bitumen. Glass bottles are included in the same regional supply exercise, although they are not a construction material.
What the teams will examine
CARICOM has named several factors for the assessment. They matter because regional production alone does not establish that supply is sufficient, competitive or dependable for users.

The October 9 announcement does not provide product-specific production volumes, demand totals, import shares, prices or quantified supply gaps. It also does not report the teams’ conclusions. Their work is scheduled for October 12–27, 2026, so their recommendations and any resulting tariff treatment remain unknown.

That distinction matters for construction procurement: the assessment should not be treated as confirmation that regional producers can—or cannot—meet demand, or that tariffs have changed. Any eventual findings will need to be considered product by product, including logistics costs, trade barriers, origin eligibility and supply reliability.
CARICOM’s trade-data portal describes its statistics as covering merchandise exports, imports, balances and trade shares, but the October announcement itself supplies no product-level figures for these four assessments.
