Yes—but only as part of a new, engineered reinforcement design. Glass-fiber-reinforced polymer (GFRP) bars are a recognized option for structural concrete, and other systems—including welded wire fabric, fibers, corrosion-resistant steel, prestressing tendons, and externally bonded fiber-reinforced polymer—have specific uses. None is a universal, field-for-field replacement for conventional reinforcing bars.
The structural engineer must select the system, check the locally adopted code, redesign the member, and obtain the required approval. ACI’s GFRP handbook states: “Most importantly, it is not appropriate to simply replace steel reinforcement with an equal amount of FRP reinforcement.”

What “substitute” means in a concrete project
Reinforcement is selected to perform a defined structural job: carrying tension, controlling cracks, resisting shear or punching, tying a cage together, distributing loads, or applying a deliberate prestressing force. Conventional steel rebar is only one way to perform those jobs. Changing the material or arrangement changes the member’s behavior, so the replacement must be designed around the required function rather than around the number of bars on an existing drawing.
Recommended Free Tools
A valid substitution normally includes a revised design, calculations, drawings, specifications, installation details, and approval under the governing building or infrastructure code. The design professional also has to account for the concrete member, loads, exposure, fire and serviceability requirements, construction sequence, inspection, and the authority having jurisdiction. A contractor should not make an on-site material swap because a different product is available or appears to have a similar diameter.

ACI describes fiber-reinforced polymer (FRP) bars as noncorroding, with some types also nonconductive, but emphasizes that their physical and mechanical behavior differs from steel. That difference is why material-specific design and construction guidance is required.
GFRP bars: the principal code-based alternative
What GFRP is used for
Glass-fiber-reinforced polymer bars combine glass fibers with a polymer matrix. Their corrosion resistance can be valuable where conventional steel would be exposed to aggressive moisture, chlorides, or other conditions that threaten reinforcement durability. Some FRP types also provide a nonconductive reinforcement option, which can matter in projects with electrical or magnetic constraints.
ACI CODE-440.11-22 is a building code for structural concrete reinforced with GFRP bars. ACI describes it as based on ACI 318 provisions but modified for GFRP, with scope covering structural systems, members, and connections. That gives engineers a recognized design framework; it does not automatically mean the code is adopted for your location or project.
Why an equal-bar replacement is unsafe
GFRP does not behave like steel under load. The strength, stiffness, bond, durability, failure behavior, detailing rules, and serviceability checks must be evaluated using the applicable GFRP provisions. The required bar size, spacing, development details, laps, cover, and quantity may differ from the steel layout. A visually similar bar is not evidence of equivalent capacity.
“Most importantly, it is not appropriate to simply replace steel reinforcement with an equal amount of FRP reinforcement.”

When GFRP still may not be the right choice
Corrosion resistance alone does not settle the selection. The engineer must confirm that GFRP satisfies the project’s strength and serviceability requirements, construction details, exposure conditions, and local approval path. A project may require a different system because of its loading, member type, detailing, fire strategy, electrical requirements, or construction methods. GFRP is an engineered option, not a default “better rebar.”

How the main alternatives differ
The word “reinforcement” covers systems that work in very different ways. The following distinctions prevent a common error: treating every product that contains steel, fibers, or polymer as interchangeable with internal reinforcing bars.
| Option | Structural role supported by the evidence | What must be checked before use |
|---|---|---|
| GFRP bars | Internal reinforcement for structural concrete under dedicated ACI GFRP requirements; corrosion resistance is a stated advantage. | Material-specific design, detailing, construction provisions, and local code acceptance. Equal-volume replacement is not appropriate. |
| Welded wire fabric | A steel reinforcement form, commonly arranged as a prefabricated grid. | It remains steel and may not perform the same structural role as specified bars. The engineer must verify capacity, spacing, development, placement, and the member’s design intent. |
| Fibers mixed into concrete | Distributed reinforcement within the concrete matrix; ACI lists fiber reinforcement as a reinforcement category. | Confirm the designed function. Fibers should not be assumed to replace structural bars in a beam, column, footing, wall, or slab without member-specific design and code support. |
| Epoxy-coated, galvanized, or stainless steel | Corrosion-resistant approaches that preserve steel as the reinforcement material. | These treatments do not automatically change the required structural layout. The engineer must specify the coating or alloy, detailing, handling, and durability provisions. |
| Pretensioning or post-tensioning | Prestressing tendons introduce compression into concrete regions that would otherwise be in tension, helping manage tensile stresses and cracking. | This is a complete prestressed-concrete system with specialized analysis, anchorage or stressing details, sequencing, inspection, and qualified installation—not a casual bar substitution. |
| Externally bonded FRP | Supplemental strengthening bonded to existing concrete members. | Use as part of an engineered repair or strengthening design. It is not a generic replacement for internal rebar in a new concrete pour. |
How to decide whether an alternative is possible
1. Identify the member and its actual job
Start with the structural member—not the product. A footing, mat, slab, beam, column, retaining wall, bridge deck, pavement, and repair jacket each have different load paths and detailing rules. Identify whether the reinforcement is intended for flexure, shear, crack distribution, temperature and shrinkage effects, confinement, load transfer, or a combination.
The same alternative can be appropriate in one application and unsuitable in another. FHWA research involving FRP reinforcement in continuously reinforced concrete pavement, for example, does not establish a basis for using the same approach in a building foundation, beam, or suspended slab.

2. Record the project constraints
- Design loads, spans, support conditions, and required service life.
- Concrete strength, member dimensions, cover, joints, openings, and connection details.
- Exposure to water, chlorides, chemicals, freeze-thaw cycles, heat, or other durability threats.
- Fire, electrical, magnetic, architectural, and vibration requirements.
- Construction access, available fabrication, placement tolerances, inspection, and sequencing.
- The contract documents, adopted code edition, permit conditions, and owner standards.
3. Match the system to the function
Choose a system because it performs the required job. Select GFRP when a properly designed internal noncorroding reinforcement system is acceptable. Consider corrosion-resistant steel when the objective is to retain a familiar steel layout while improving durability. Consider fibers only where the design explicitly assigns them a suitable distributed-reinforcement role. Consider prestressing when changing the concrete stress state is part of the structural concept. Consider externally bonded FRP for strengthening an existing member rather than reinforcing a new pour.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute4. Design the member with the applicable provisions
The engineer should recalculate strength and serviceability and produce revised details. For GFRP, that means using the applicable ACI GFRP provisions rather than simply applying steel-bar equations. For prestressed concrete, it means designing tendon forces, losses, anchorages, stressing stages, and construction controls. For strengthening, it means checking the existing concrete, substrate, bond, failure modes, and load history.
5. Confirm approval before materials are ordered
ACI CODE-440.11-22 provides a published framework, but publication is not proof of local adoption. The engineer and building authority should confirm the governing code, acceptable material standards, submittal requirements, inspection provisions, and any owner-specific restrictions. Secure approval of the revised drawings and specifications before demolition, fabrication, or placement.
Common alternatives in more detail
Welded wire fabric
Welded wire fabric can simplify placement where a regularly spaced steel grid suits the member. It is still steel reinforcement, so it does not solve a corrosion problem merely by changing from individual bars to a mesh. The design must address the required wire size, spacing, laps, anchorage, support, and continuity. Mesh also cannot automatically replace concentrated bars around openings, supports, edges, or connections.
Fibers
Fibers are dispersed throughout the concrete rather than assembled into a bar cage. Their performance depends on the fiber type, dosage, concrete mixture, orientation, and the structural function assigned by the design. A fiber specification in a mix ticket is not, by itself, proof that a member has the same flexural, shear, crack-control, or connection capacity as a rebar-reinforced member. If the drawings call for structural bars, obtain a design that explicitly permits a fiber-based system before omitting them.

Corrosion-resistant steel
Epoxy-coated, galvanized, and stainless steel approaches keep steel’s reinforcement role while addressing exposure concerns. They can be practical where the project already uses conventional steel detailing and fabrication, but the selected protection system must be specified. Coatings can affect handling, damage repair, bending, development, and inspection requirements; stainless steel introduces its own material and fabrication specifications. These choices are durability modifications, not automatic permission to reduce reinforcement.
Prestressing
Prestressing uses tendons to place concrete under compression before or during service. FHWA describes how this can reduce or eliminate cracking in bridge applications. Pretensioning and post-tensioning use different tendon installation and stressing sequences, and both require specialized design and construction controls. A prestressed member is therefore a different structural system, with different analysis, anchorage, sequencing, inspection, and safety requirements.
Externally bonded FRP
Externally bonded FRP sheets or systems can add supplemental strengthening to existing concrete. The system is bonded to the surface and works with the existing member after an engineered assessment and installation. It is useful for repair or strengthening, but it does not replace the internal reinforcement specified for a new slab, beam, wall, or footing. Treating a bonded sheet as a substitute for missing internal bars can leave unaddressed anchorage, fire, bond, and failure-mode issues.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Construction and inspection issues
Changing reinforcement changes more than the material schedule. The revised documents should state fabrication tolerances, supports and chairs, bend or shaping limits, lap and development details, cover, handling procedures, field cutting restrictions, and inspection criteria. The installer must know which details are material-specific and which remain governed by the concrete member.
Do not combine systems casually. A design that uses GFRP bars, steel mesh, fibers, or prestressing tendons needs explicit details for interfaces, continuity, joints, openings, embeds, and construction joints. The concrete placement plan must also preserve the designed position of the reinforcement; a theoretically adequate system can fail if it moves, is damaged, or lacks the specified cover.

Submittals should identify the exact reinforcement product, properties required by the design, certification, fabrication information, and installation instructions. Inspection should verify that the delivered material matches the approved documents and that the reinforcement is placed before concrete is poured. If field conditions require a change, stop and obtain a revised direction from the design professional rather than improvising.
Frequent mistakes and how to avoid them
- Replacing by diameter: A bar with a similar nominal size is not automatically equivalent. Use the engineered design for quantity, spacing, development, and detailing.
- Assuming corrosion resistance solves every requirement: Durability is only one design criterion. Strength, stiffness, crack control, connections, fire, and constructability still need checking.
- Confusing distributed fibers with a bar cage: Fibers have a different arrangement and function. They require explicit design authorization for the member.
- Using pavement evidence for buildings: An application studied for continuously reinforced concrete pavement does not automatically support a foundation, beam, wall, or slab.
- Calling a strengthening product a new-pour substitute: Externally bonded FRP is generally a supplemental repair or strengthening system for existing concrete.
- Assuming an ACI publication is locally adopted: Verify the code edition and approval path with the engineer and authority having jurisdiction.
- Ordering before approval: Product availability or a supplier’s recommendation cannot replace project-specific calculations and signed design documents.
What to give your structural engineer
To obtain a reliable answer, provide the engineer with the structural drawings, member dimensions, design loads, concrete and reinforcement specifications, exposure information, location, adopted code requirements, construction schedule, and the reason for considering a substitute. State whether the goal is corrosion resistance, nonconductivity, easier placement, a repair, or a different structural concept.
Ask for a written determination identifying the approved reinforcement system, design basis, revised details, inspection requirements, and any limitations. If the project is permitted, submit the change through the formal revision process required by the authority having jurisdiction. This documentation protects the structure and prevents a material change from becoming an undocumented change to the design.
Bottom line for a concrete project
Other reinforcement can replace conventional rebar in some projects, but “replace” means redesign and approval—not swapping products in the field. GFRP bars have a dedicated ACI code framework and a corrosion-resistance advantage, while wire fabric, fibers, corrosion-resistant steel, prestressing, and externally bonded FRP address different structural roles. The correct choice depends on the member, loads, exposure, construction, adopted code, and approval requirements. Have the structural engineer and local authority approve the complete system before concrete placement.
