Neutral carries normal return current; the equipment grounding conductor provides a safety path during a fault. If you suspect an improper connection or are planning a wiring change, have a qualified electrician assess it.
What neutral and ground do
On a typical household circuit, current travels out on the hot conductor and returns through the neutral. The neutral is therefore a normal current-carrying conductor. The equipment grounding conductor connects receptacles and metal enclosures to a safety path intended to carry fault current, rather than ordinary load current. The grounding conductor and grounding electrode are not substitutes for a neutral.
The two conductors have different jobs even though they are bonded at a designated point. NEMA describes the neutral-ground bond at service equipment in a grounded system; at that point, the grounded neutral and grounding conductor are at the same potential. Where the connection belongs
In typical U.S. premises wiring, the neutral-ground bond belongs at the system’s designated service bonding point. A downstream panel, outlet, or branch circuit is not another place to join them. The exact arrangement depends on the service and equipment, so a general explanation cannot confirm whether a particular installation is correct.

Why an extra downstream tie is a problem
If neutral and ground are joined again downstream, some normal neutral return current can divide onto parallel grounding paths and bonded metal equipment. That undermines the intended separation between the normal current-carrying path and the equipment safety path. The precise consequences depend on the system layout and operating condition; a particular symptom or outcome cannot be inferred from appearance alone.
A GFCI compares the current leaving a circuit with the current returning and interrupts power when it detects an imbalance. That protective function does not make an improper neutral-ground connection acceptable or replace correct conductor arrangement. ESFI’s NEC overview

How U.S. code requirements vary by location
The National Electrical Code (NFPA 70) is commonly adopted through state or local law, but adoption dates, editions, and amendments vary. ESFI notes that the code is revised every three years and that local adoption can lag or differ. Without the installation location and details, it is not possible to identify the applicable edition or give a code ruling. - Do not add a bond, move conductors, or alter a panel based on a general explanation.
- Do not touch exposed energized parts. Arrange for a qualified electrician to assess the panel or circuit and make any needed repairs.
- Ask the electrician to evaluate the installation against the locally adopted requirements and the equipment instructions.
