Hydrogen can help decarbonise parts of the UK economy that are difficult to electrify, but it is not a single, automatically clean fuel. Its value depends on how it is produced, how residual emissions are managed, whether pipelines and storage arrive on time, and whether industrial users are ready to convert. HyNet North West illustrates both the opportunity and the delivery challenge: a linked programme of production, carbon management, networks and fuel-switching projects whose published milestones extend into 2030.
What hydrogen can—and cannot—do for a low-carbon UK
Hydrogen is an energy carrier and an industrial feedstock. It stores and moves energy made elsewhere, rather than being a primary energy source like wind, sunlight or natural gas. That distinction matters because the climate result depends on the production route, the electricity or feedstock used, and what happens to associated carbon emissions.

Hydrogen is most relevant where direct electrification is technically difficult, expensive or disruptive. Industrial heat, some chemical processes, refining and certain transport or energy-storage applications may need a molecule rather than electrons. The UK strategy therefore supports both electrolytic production and production associated with carbon capture, usage and storage (CCUS).
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Thomas Hawley, a director at Gleeds, wrote in a sponsored Building feature published on 21 September 2022 that “the UK government is turning to the most abundant element in the universe, hydrogen, to provide a cleaner power source to industries that are hard to electrify.” That is a claim from commercial sponsored content, not independent reporting, and its statistics should be read with that attribution.
The scale reported in the 2022 feature
The feature reported that about 90 million tonnes of hydrogen were used worldwide in 2020 and that 90% came from unabated fossil fuels. It also reported an International Energy Agency forecast that hydrogen could represent approximately 12% of global net-zero electricity capacity by 2050. The feature did not provide independently verified IEA source and scenario assumptions, so these figures should not be treated as a new measurement or a current operating total.

How the main production pathways differ
“Clean hydrogen” is not a complete technical description. A project should identify its production route, electricity or gas inputs, carbon capture performance where relevant, transport arrangements and the system boundary used for emissions accounting.
| Pathway | How it is made | What determines its climate performance | UK policy position in the cited material |
|---|---|---|---|
| Electrolytic hydrogen | Electricity splits water into hydrogen and oxygen in an electrolyser. | The source and carbon intensity of the electricity, plant efficiency, operating profile and full lifecycle boundary. | Supported by the UK strategy; the later 2030 ambition requires at least half of target capacity to be electrolytic. |
| CCUS-enabled hydrogen | Hydrogen is produced from a feedstock while carbon dioxide is captured for use or storage. | Capture performance, residual process emissions, methane supply-chain emissions where gas is the feedstock, and dependable CO2 transport and storage. | Supported as a production route under the UK strategy; “blue” is not automatically zero-emission. |
Published HyNet information does not quantify project-specific lifecycle emissions for either route. A serious investment case therefore needs more than a colour label: it needs a declared boundary, measured or modelled emissions, and evidence that electricity, gas, CO2 transport and storage will be available when the plant operates.
UK targets: the number changed from 5 GW to 10 GW
The 2021 UK hydrogen strategy set an ambition for 5 GW of low-carbon hydrogen production capacity by 2030, including 1 GW by 2025. Those are historical targets repeated by the 2022 feature, not evidence that the capacity was delivered.
The government’s strategy page, last updated on 17 December 2024, later stated an ambition of up to 10 GW of low-carbon hydrogen capacity by 2030, with at least half from electrolysis. The production delivery roadmap qualifies that ambition: delivery is subject to affordability and value for money. The two figures should therefore always carry their dates and qualifications.

What is HyNet North West?
HyNet is not one hydrogen plant. It is a cluster of interdependent industrial and energy projects intended to connect production, carbon management, transport infrastructure, storage and industrial demand across North West England and North Wales.
The sponsored 2022 feature described upgrades to petrochemical refining, conversion of parts of the gas grid and new infrastructure serving the region. It also said Gleeds was providing contract and procurement support. Those statements describe the feature’s case study and commercial role; they do not establish that every element is operating today.

The industrial demand side
Hydrogen infrastructure only has value if a real user can switch safely and economically. The 2022 feature said PepsiCo, Heinz, Kellogg’s, Essity and Novelis had been selected for feasibility work on industrial fuel switching. That is a historical statement from the article. Current participation, final investment decisions and operating results should be verified separately before those companies are described as present-day HyNet users.
The network is an interface problem
HyNet’s dependencies run in both directions. Production needs electricity or feedstock, equipment and permits. CCUS-enabled production needs capture equipment and a functioning CO2 transport and storage chain. Pipelines need route consents, land access, construction and commissioning. Industrial sites need burners, process equipment, controls, training and a safe tie-in. A delay in any critical interface can leave the other assets underused.
HyNet’s published schedule—and what it does not prove
The HyNet North West Hydrogen Pipeline project’s own schedule lists detailed design during 2026–2027, with commissioning complete and operation commencing in 2030. These are the project’s planned milestones, not independent confirmation that the work will finish on those dates or that hydrogen production is already operating.

The pipeline project identifies the Hydrogen Transport Business Model as an enabling dependency for first regional pipelines. That is a reminder that commercial frameworks are part of the infrastructure, not an administrative detail added after construction.

Why the UK’s first hydrogen networks are difficult to finance
The government’s 2025 Clean Flexibility Roadmap describes the first regional hydrogen transport and storage network as planned from 2031. It also identifies constraints that affect developers, contractors and end users:
- Low-carbon hydrogen may cost more than higher-carbon alternatives, weakening early demand.
- First-of-a-kind commercial and technology risks make lenders and customers cautious.
- Demand uncertainty makes it difficult to size pipelines, storage and production without creating stranded capacity.
- Affordability and value-for-money tests can change which projects proceed and when.
These constraints create a sequencing problem. Users want confidence that supply and network access will exist before investing in conversion equipment; producers and network owners want firm demand before committing capital. Public support mechanisms, contracts and coordinated project phases are intended to bridge that gap, but they do not remove construction, consenting or operational risk.

- The Hydrogen fuel trolley uses zinc particles and food grade citric acid to synthesize hydrogen, and then uses the produced hydrogen and air to generate electricity to drive the trolley.
- During the experiment, please use 80℃ hot water for Combination reaction (if the water temperature is low, the amount of hydrogen and air pressure from the Combination reaction are insufficient, the fuel cell cannot be used for power generation), and then take off the plug of the vent pipe at the lower part of the fuel cell, release the gas in the rubber hose immediately, and then plug it back immediately, so that only pure hydrogen and air are in the fuel cell, so that the fuel cell can generate hydrogen air power.
What construction and engineering teams should plan for
For contractors, HyNet-style work is less about installing an isolated item of plant and more about managing interfaces across a programme. The following actions turn the published risks into practical project controls.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
1. Map every physical and commercial interface
Create an interface register covering production units, compression, pipelines, storage, CO2 systems where applicable, existing gas assets and each industrial customer. Assign an owner, required date, information exchange and acceptance criterion to every connection. Include the Hydrogen Transport Business Model or equivalent commercial dependency in the programme, not only in the risk log.
2. Freeze the design basis before procurement
Define hydrogen quality, pressure and flow ranges, operating modes, metering, materials compatibility, control philosophy and shutdown responsibilities before long-lead orders are released. If the specification is still moving, separate enabling works from equipment that depends on a final process design.
3. Coordinate consenting and survey updates
Environmental information can change route design, construction methods and mitigation. The pipeline project’s plan to refresh survey information through 2026 shows why route, ecology, land and construction assumptions need formal revision control. Do not let a bid or baseline programme rely on an outdated survey pack.

4. Treat conversion of existing assets as a plant modification
Converting part of a gas grid or an industrial process is not a simple fuel substitution. Verify equipment suitability, ventilation, detection, isolation, controls, maintenance access, emergency response and the effect on downstream process conditions. Record what remains in service, what is replaced and who owns each safety function at the tie-in.
5. Build commissioning around the whole chain
Commissioning should test the sequence from production and conditioning through transport to the customer’s equipment. A pipeline can be mechanically complete while the user’s burner, controls, metering or operating procedures remain unready. Use staged energisation, defined hold points and a clear handover between asset owners.
6. Keep the business case live
Recheck energy prices, carbon costs, support mechanisms, customer demand and storage availability at each investment gate. The government’s affordability and demand caveats mean that a technically sound design can still require resizing, resequencing or a different operating profile.
How to compare a hydrogen proposal
A construction client assessing a hydrogen scheme should compare alternatives on the same declared basis rather than selecting a colour label or headline capacity.
- Lifecycle emissions: identify electricity, feedstock, capture, methane, transport and storage assumptions.
- Affordability: show capital cost, operating cost, support requirements and exposure to energy-price changes.
- Infrastructure readiness: confirm when electricity, gas, CO2 transport, pipelines and storage can actually be connected.
- User readiness: document the industrial process, conversion scope, outage window, training and offtake commitment.
- Schedule credibility: distinguish design, consent, construction, commissioning and operation dates.
- Reversibility: explain what happens if demand arrives late or the selected production route changes.
This framework prevents a common error: treating announced capacity as delivered decarbonisation. A gigawatt target is a policy ambition; emissions savings occur only when a permitted, built and commissioned system supplies a user that has switched successfully.
Can hydrogen unlock a low-carbon future?
Yes, for selected sectors, if the UK delivers the entire chain rather than only production equipment. Hydrogen can complement direct electrification where industrial heat or feedstock requirements make a molecule useful. HyNet demonstrates the scale of coordination required: regional networks, carbon management where applicable, converted industrial assets, committed users and commercial support must arrive together.
Quick Recap
The evidence also argues for restraint. The 2022 Building feature is sponsored content; its global statistics and claims belong to that context. The 5 GW target belongs to the 2021 policy period, while the later ambition is up to 10 GW by 2030 and remains subject to affordability and value for money. HyNet’s 2026–2027 design and 2030 operation dates are planned milestones, and the government’s first regional transport and storage network is described as planned from 2031. None of those dates is proof of current hydrogen output.
