How a New Post-Occupancy Evaluation Approach Turns Building Feedback Into Action

A post-occupancy evaluation (POE) is most useful when it does more than collect a satisfaction score. It combines what occupants report with what the building is actually doing, then assigns corrective actions and checks whether those actions worked. The approach reported for Advocate Health Care in 2013 is a practical example: web-based surveys, walkthroughs, group interviews and building-performance documentation were gathered at different project stages to give the owner a clearer view of project success.

This article explains that case, the three levels of POE defined by the National Research Council, and a repeatable way to plan an evaluation that improves the current facility and informs the next one.

What a post-occupancy evaluation is—and what it is not

POE examines a building after people begin using it. The questions can cover whether spaces support the intended work, whether systems perform as designed, how occupants experience comfort and usability, and where the completed project differs from its functional goals. A sound evaluation uses two evidence streams:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Subjective evidence: occupants’ perceptions, complaints, preferences and descriptions of how they use the space.
  • Objective evidence: walkthrough observations, records and measured building-performance information.

The National Research Council’s Learning from Our Buildings: A State-of-the-Practice Summary of Post-Occupancy Evaluation describes POE as a feedback loop. Evaluation produces findings; findings become recommendations; an owner decides what to implement; and a follow-up review tests whether the intervention helped. Results can correct the existing facility and feed requirements into programming and design for later projects. See the 2001 review at National Academies Press.

That distinction matters because a survey by itself is not a POE programme. Without an accountable owner, a decision process and outcome review, feedback can become a list of unresolved opinions.

The Advocate Health Care approach reported in 2013

In an Aug. 30, 2013 report, Building Design + Construction described a detailed post-occupancy assessment process instituted by Advocate Health Care as healthcare organizations became more customer-focused. The report covered its application to the recently completed Advocate BroMenn Medical Center and a continuing-education class co-hosted by Advocate construction project manager Tim Bassett and design professionals from VOA Inc. The article is available at Building Design + Construction.

BD+C calls the process three-part and says it combines several techniques at different project stages:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Web-based occupant surveys
  • Walkthroughs
  • Group interviews
  • Building-performance documentation

The article does not define a one-to-one mapping between those methods and the three parts. It also does not publish the survey questions, exact timing, response rates, operational metrics or quantified outcomes. Nor does it establish that the approach remains Advocate’s current policy. The defensible conclusion is narrower: Advocate had a structured way to gather user feedback and building-performance information across stages, rather than relying on a single inspection or anecdotal complaint.

Why the combination is stronger than one method

A survey can reveal that a waiting area feels confusing, but not whether signage, circulation, staffing or room layout causes the problem. A walkthrough can identify a blocked sightline or a door that conflicts with a traffic route, but not how often users encounter it. Interviews explain workarounds and priorities, while performance documentation can show whether the physical conditions support or contradict those accounts. Looking at the streams together helps an owner distinguish a one-off preference from a recurring design or operational issue.

Choose the POE level that matches the decision

The National Research Council distinguishes three levels of effort. They are not quality rankings; they are different depths of inquiry for different decisions.

POE level Best fit Typical evidence What it can answer
Indicative Early scan when the owner needs a broad picture of strengths and weaknesses Selected interviews and a walkthrough Where are the most visible successes, problems and priorities?
Investigative A recurring or consequential problem that needs explanation Evidence tested against explicit criteria from the functional programme or relevant guidance What causes the problem, and how does it affect users or operations?
Diagnostic A decision requiring confidence about physical causes Measured physical conditions correlated with occupants’ subjective responses Which measured conditions correspond to reported experience, and what intervention is justified?

For example, an indicative review may establish that staff find a clinical department difficult to navigate. An investigative review would examine the intended circulation criteria, observe routes and interview different user groups to identify causes. A diagnostic study would add measurements—such as relevant environmental or system data—and correlate them with the reported experience. The exact measures should be selected for the decision; the framework does not prescribe a universal instrument list.

Plan the evaluation before collecting data

Planning is the first of the National Research Council’s three process phases. A written plan prevents an evaluation from becoming an unfocused collection of comments.

1. State the decision and success criteria

Write the decision in operational terms: approve a layout change, adjust a control sequence, prioritise maintenance, validate a handover, or revise the brief for the next project. Define what “better” would mean. Criteria may come from the facility’s functional programme, operational requirements or applicable guidance. If the question is only “Are people satisfied?”, the team may miss a performance problem that occupants have normalised.

2. Set the scope and timing

Identify the areas, systems, user groups and project stages to be reviewed. A newly occupied building may need an early check for obvious usability issues, followed by a later review once routines stabilise. A repeat-project owner can schedule comparable reviews at consistent intervals so lessons can be carried into the next brief. The Advocate account confirms that information was collected at different stages, but it does not specify a universal timetable.

3. Define occupants and sampling

List the groups whose needs differ: patients and visitors, clinical or facilities staff, office users, students, contractors or managers. Decide how each group will be reached, how many responses are needed for the decision, and how non-response or access restrictions will be recorded. Do not treat a convenient group of respondents as representative without stating the limitation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Match methods to questions

  • Use a web-based survey for broad coverage of comparable perceptions.
  • Use group interviews when interaction can reveal workarounds, conflicts or priorities.
  • Use a walkthrough to document conditions, routes, interfaces and observed behaviour.
  • Use building-performance documentation or measurements when a physical condition must be verified.

Combining methods is useful only when each has a defined purpose. Agree in advance how conflicting findings will be investigated rather than averaging them into a meaningless score.

5. Assign resources and responsibilities

Name the evaluation lead, data analyst, facilities contact and decision owner. Allow time for access, participant recruitment, data protection, analysis and feedback to occupants. Decide who can see raw comments and how sensitive operational information will be handled. A report without an owner for each recommendation is unlikely to change the building.

Conduct the evaluation and analyse the evidence

The conducting phase gathers and analyses information consistently.

Use a traceable walkthrough

Prepare a route and recording sheet tied to the evaluation criteria. Record location, observed condition, affected users, frequency or severity when it can be established, and supporting photographs or documents where permitted. Separate direct observation from interpretation. A note that a queue blocks a doorway is evidence; an assumption about why it happens is a hypothesis to test.

Design surveys and interviews for decisions

Questions should map to the criteria and user tasks. Ask respondents to identify locations or situations, not only to rate the whole building. Interviews can probe why a reported difficulty occurs and whether people have adopted a workaround. Keep the groups distinct when roles, access or risk differ; combining them can hide a problem experienced by a minority.

Bring performance records into the same analysis

Collect the building information needed to test the stated question. Depending on the project, that may include documented system operation, maintenance records, commissioning information or targeted measurements. The diagnostic level specifically requires correlation between measured physical conditions and occupants’ responses; simply placing a measurement beside a comment does not establish a relationship.

Triangulate, then rank issues

Compare evidence by location, time, user group and criterion. Rank findings using an agreed combination of impact, urgency, feasibility, risk and cost information available to the owner. Mark what is established, what is plausible and what needs additional investigation. This protects the final recommendations from overclaiming what the data can prove.

Apply findings: the step that creates value

The applying phase turns analysis into accountable change.

  1. Write a recommendation for each material finding. Describe the condition, affected users, evidence, proposed action and expected result.
  2. Assign an owner and decision date. The owner may be facilities, operations, the design team, a contractor or another named role.
  3. Choose the response. Options include an immediate operational adjustment, maintenance, a minor alteration, a capital project, a policy change or a requirement for future programmes.
  4. Record the decision and rationale. If an action is deferred or rejected, document why, what risk remains and when it will be reconsidered.
  5. Review the outcome. Revisit the affected users and conditions after implementation. Check whether the intended result occurred and whether a new problem was introduced.
  6. Transfer the lesson. Update the organisation’s brief, standards, room data, details or handover requirements so the next project can avoid repeating the issue.

This loop is the practical meaning of “learning from buildings.” A report that ends with publication, rather than an implemented decision and a follow-up check, has not completed the POE process described by the National Research Council.

How to choose among approaches

Use these questions when scoping an evaluation:

  • What decision is pending? A broad priority list may need an indicative review; a disputed cause may require investigative work; a high-consequence physical issue may justify diagnostic correlation.
  • How much breadth is needed? Include more areas and user groups for organisation-wide priorities; focus narrowly when one space or system drives the decision.
  • What evidence is missing? If perceptions are available but the physical cause is unknown, add walkthroughs or measurements. If records exist but users report difficulty, add interviews or surveys.
  • When will the result be useful? Schedule collection early enough to influence operational changes, budgets or the next project brief.
  • Can the organisation act and check? Do not commission a deeper study than the owner can resource, assign and revisit.

Recent POE examples show why criteria must fit the building

Recent peer-reviewed studies illustrate adaptable mixed-method designs, not universal performance results.

A study of architectural design studios at Onaizah Colleges in Qassim, Saudi Arabia, published in Frontiers in Built Environment on March 7, 2025, used walkthrough inspections, semi-structured interviews and questionnaires. It organised criteria across technical, functional and behavioural dimensions. Read the case at Frontiers in Built Environment.

A 2026 Frontiers in Built Environment case study of an open-plan office building at Onaizah Colleges used a structured satisfaction survey, interviews with permanent occupants and walkthrough inspection, again spanning technical, functional and behavioural elements. Its respondents and setting are specific to that office case; they should not be treated as a benchmark for healthcare buildings or every workplace. The study is available at Frontiers in Built Environment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The transferable lesson is methodological: define criteria around the building type, its users and the decision at hand. A design studio, open-plan office and medical centre will not have identical tasks, risks, circulation patterns or success measures.

Costs, limitations and common failure modes

Do not reuse historical cost figures as a current budget

The National Research Council chapter includes cost estimates based on author experience in a 2001 report. They are historical figures, not current market quotes. Build a present-day budget from local professional rates, access requirements, participant recruitment, analysis, measurements and follow-up. The sources do not provide a defensible modern price for an Advocate-style evaluation.

Expect limitations and state them plainly

  • Low response or restricted access can bias occupant feedback.
  • Self-reported experience describes perception; it does not by itself identify a physical cause.
  • A walkthrough is a sample of conditions and behaviours, not continuous monitoring.
  • Correlations between measurements and survey responses support diagnosis but do not automatically prove causation.
  • Findings from one building, project stage or country may not transfer to another.

Fix the failures that make POEs ineffective

  • Collecting comments with no decision: tie every recommendation to an owner, date and action path.
  • Using one user group: sample everyone whose tasks, access or risk differs.
  • Choosing measures after seeing results: set criteria and analysis rules in the plan to reduce selective interpretation.
  • Reporting averages only: preserve location, user-group and severity differences that reveal targeted problems.
  • Stopping at the report: schedule an outcome review and update future project requirements.

A practical POE brief you can issue to a project team

A concise brief should contain:

  1. The building, areas and project stages in scope.
  2. The decision the evaluation must support.
  3. Success criteria and the source of each criterion.
  4. Occupant groups, recruitment method and sampling approach.
  5. Methods: survey, interview, walkthrough, document review and any measurements.
  6. Data-protection, access and safety requirements.
  7. Analysis method and how conflicting evidence will be handled.
  8. Report format, recommendation owners and decision dates.
  9. Follow-up timing, outcome measures and the process for transferring lessons to future projects.

This structure preserves the useful idea behind the Advocate case—multiple forms of evidence collected across stages—while adding the governance needed to turn evidence into improvement.
