Yes—but only as a controlled, non-potable supply. Treated sewage from a Hyderabad gated community’s sewage-treatment plant (STP) can serve suitable construction tasks and landscaping when its quality is verified at the point of use, delivered through segregated tanks and pipes, metered, disinfected as required, and managed under a written operating and monitoring plan. It must never be represented or connected as drinking water. Every construction use, especially concrete-related work, needs the project engineer’s approval against the applicable water specification.

Hyderabad already has a reuse pathway

The Hyderabad Metropolitan Water Supply and Sewerage Board (HMWSSB) has recorded treated-water supply for gardens and has surveyed demand from construction, industry, horticulture, GHMC and HMDA users. In 2025, HMWSSB records cited in Central Pollution Control Board (CPCB) and National Green Tribunal (NGT) proceedings included a request for 200 kilolitres per day (KLD) from the Nankramguda STP for a golf course. That is evidence of an operating reuse direction, not a blanket approval for every apartment STP or every end use.

The NGT monitoring direction reproduced in those proceedings says: “HMWSSB shall prepare action plan for utilization of treated sewage and utilize the treated sewage to the maximum extent instead of discharging into River Musi.” A gated community seeking to supply water should therefore treat reuse as a documented utility service: establish the STP’s compliance, define the customer’s permitted uses and provide traceable quality records for each load or pipeline transfer.

Quality limits to put in the supply agreement

Use the quality at the transfer point—not the STP’s design intent—as the acceptance test. The following metro-city values are cited in a 2025 CPCB reuse guideline summarising NGT-direction limits. A Telangana consent order, the receiving project’s engineer or a regulator may require stricter values or additional parameters.

Parameter Cited value Why it matters
pH 5.5–9.0 Protects equipment, soils and construction materials from unusually acidic or alkaline water.
Biochemical oxygen demand (BOD) 10 mg/L Indicates residual biodegradable organic load.
Chemical oxygen demand (COD) 50 mg/L Shows the broader oxidisable load that can affect odour and receiving environments.
Total suspended solids (TSS) 20 mg/L Limits sediment, clogging and surface deposits in irrigation and pumping systems.
Total nitrogen 10 mg/L Controls nutrient loading, which is important for landscaped soils and water bodies.
Faecal coliform 100 MPN/100 mL desirable; 230 MPN/100 mL permissible Drives public-health controls, worker-exposure decisions and irrigation restrictions.

Require a recent laboratory report for these parameters and any conditions in the STP’s consent. The sample should be taken at the outlet or tanker handover, identified with date, time, location and sampler, and retained with chain-of-custody records. A single old report does not prove that a load delivered today is compliant.

Construction uses: approve the task, not just the water source

Dust suppression and site cleaning

These are usually the simplest non-potable applications, provided spray drift, runoff and worker contact are controlled. Keep reclaimed water in labelled tanks, use fittings that cannot be mistaken for drinking-water points, and prevent discharge to storm drains or neighbouring properties.

Curing and concrete-related work

Do not assume that “tertiary treated” means suitable for concrete. The project engineer should approve the water against the concrete, mortar or curing specification, considering salts, chlorides, sulphates, alkalinity, suspended matter and any admixture interaction required by the project standard. Record the approved use in the method statement and stop use if a new test falls outside the acceptance criteria.

Equipment and wheel washing

Define where wash water goes and whether workers will have skin or aerosol exposure. Reclaimed water may be acceptable for a controlled wash bay, but the risk assessment must address pathogens, splashing, drainage and sludge handling. It should not be used for drinking, cooking, hand-washing or any personal-hygiene point.

Landscaping and irrigation controls

Hyderabad planning guidance favours water-conserving landscaping and irrigation efficiency. Select plants for the site’s climate and reclaimed-water characteristics, use drip or other low-loss systems where practical, and provide drainage so salts and nutrients do not accumulate in the root zone. Keep storage covered against debris and mosquito breeding, and maintain disinfectant performance appropriate to the irrigation method.

Avoid sprays that can create inhalable aerosols near residents, play areas or workers unless the disinfection regime and risk assessment specifically support that method. Use signage and physical separation so gardeners and maintenance teams can distinguish reclaimed-water outlets from potable taps.

Implementation: an eight-step operating plan

  1. Verify the source. Obtain the STP consent, approved design capacity, actual operating hours, treatment train, operator details and recent outlet laboratory reports. Confirm whether the plant is running within its design load.
  2. Define the end use. List each construction activity or landscaped zone. Obtain written engineer approval for concrete, mortar, curing and any worker-contact activity; do not rely on a generic “construction use” label.
  3. Set acceptance limits. Put the applicable pH, BOD, COD, TSS, nitrogen, faecal-coliform and any project-specific chemical limits in the purchase or supply agreement.
  4. Sample at transfer. Test the water at the STP outlet, pipeline delivery point or tanker handover as appropriate. Retain laboratory reports, sample IDs, dates and chain-of-custody documentation, and reject or quarantine non-compliant loads.
  5. Physically segregate systems. Use dedicated, clearly labelled reclaimed-water tanks, pipelines, valves and hose connections. Install backflow protection and keep potable and reclaimed networks separated in drawings and on site.
  6. Meter every movement. Measure STP outlet production, storage dispatch and each end-use branch. Keep daily operating, maintenance, tanker, spill, odour and reuse logs.
  7. Control delivery. For tankers, specify vehicle cleanliness, loading point, volume, sealing, sampling responsibility and unloading procedure. For a pipeline, specify pressure, storage capacity, outage response and ownership of pumps and meters.
  8. Assign accountability. Name the qualified STP operator and the parties responsible for sampling, disinfection, non-compliant water, spills, odour complaints and emergency switching to another source.

Tanker or pipeline: choose the logistics that fit the site

Delivery mode Advantages Controls and costs to verify
Dedicated pipeline Continuous supply can reduce repeated vehicle movements and simplify metering once installed. Confirm route, storage, pumping head, power backup, cross-connection protection, maintenance and outage arrangements. Capital and lifecycle costs are site-specific and not stated in the cited HMWSSB material.
Tankers Flexible for dispersed projects or sites without a fixed connection. Confirm tanker volume, hygiene, loading frequency, travel time, unloading losses and sampling. A quoted price per tanker is not comparable until the actual volume is known.

The Times of India reported a planned HMWSSB purchase range of ₹50–₹100 per tanker in 2026. This is a provisional planning indication, not an authoritative Hyderabad-wide tariff; the report did not establish a standard tanker volume or final quality protocol. Ask HMWSSB for the current tariff, tender terms, approved tanker capacity, testing frequency and acceptance procedure, then convert the quote to delivered cost per kilolitre.

Compliance duties for the gated community

Telangana consent orders commonly require 100% on-site reuse, impervious STP units, closed-circuit operation, flow meters, qualified operators, daily logs and records of reuse. The society’s STP committee should reconcile produced, stored, dispatched and consumed volumes and retain maintenance and laboratory files for inspection. Any overflow, bypass or discharge should be treated as an incident requiring investigation rather than as normal operation.

How to decide whether the project saves money and potable water

Build the business case from measured volumes. Compare the delivered reclaimed-water cost—including treatment operation, testing, storage, pumping, tanker trips, labour, maintenance and downtime—with the full cost of the potable or alternative source. Separately record potable-water displacement by end use; irrigation efficiency and plant demand can change the result as much as the water price.

No authoritative Hyderabad-wide study has quantified potable-water savings or return on investment for this exact gated-community construction and landscaping application. A project-specific meter trail is therefore essential before claiming savings or committing to new storage and pipelines.

Acceptance checklist for a buyer or site manager

  • Current STP consent, capacity and qualified-operator details.
  • Recent outlet and handover laboratory results with chain of custody.
  • Written end-use approvals, especially for concrete, curing and worker-contact tasks.
  • Separate, labelled potable and reclaimed-water networks with backflow protection.
  • Calibrated meters and daily production, dispatch, consumption and maintenance logs.
  • Defined tanker or pipeline responsibilities, including hygiene, spills, odour and rejected loads.
  • Disinfection, aerosol, drainage and soil-salinity controls for landscaping.
  • Contingency arrangements when quality, quantity or delivery reliability fails.

Bottom line

Hyderabad’s gated-community STPs can be credible sources for non-potable construction and landscaping water, and HMWSSB’s garden-reuse work and bulk-user planning show an institutional route for expansion. Proceed only when quality is demonstrated at the point of use, the task is approved by the responsible engineer, networks are segregated and metered, and the supplier’s operating and regulatory responsibilities are written down. Treat the ₹50–₹100-per-tanker figure as provisional until HMWSSB confirms the tariff, tanker volume and acceptance rules.
