Western Australia’s Centre for National Resilience at Bullsbrook was reported complete in September 2022, but Premier Mark McGowan said it would not be used for short-term accommodation for interstate and overseas skilled workers. He cited the isolated location, limited nearby services and amenities, and design constraints tied to its quarantine purpose. The decisions and plans below are those reported in 2021–22; the cited sources do not establish the facility’s current use or operating status in October 2026.
What was completed at Bullsbrook?
PerthNow reported on September 20, 2022, that construction of the Centre for National Resilience was complete. The Federal Finance Department had confirmed the project price and the issue of occupancy certificates on August 31, according to the report. It put the cost at about $400 million, which the Commonwealth paid; the amount had previously been thought to be $200 million. The Commonwealth and Western Australian governments agreed in August 2021 to build the facility as a purpose-built quarantine and emergency-response centre. WA’s announcement described a planned capacity of 1,000 beds, with the first 500 targeted for completion by the end of March 2022. The Commonwealth’s contract announcement said it would build and own the facility on Commonwealth land within the Bullsbrook Training Area. Multiplex was named as the builder, and the WA Government as operator during the pandemic. The announcement also envisaged future use in disasters or health crises. Why was skilled worker housing ruled out?
In July 2022, the State had asked business groups about using the centre for short-term accommodation for interstate and overseas workers, particularly in industries facing labour shortages. McGowan said the proposal was unsuitable primarily because Bullsbrook was isolated, nearby services and amenities were limited, and the facility’s design reflected its short-stay quarantine purpose. Some rooms had features associated with self-contained stays, but those did not resolve the wider location and access concerns. PerthNow described two accommodation “villages” with rooms for singles, couples and families. Each room reportedly had a television, internet, kitchenette, ensuite bathroom and small balcony. The site had about 400 car bays but no direct public transport. It also included a new water connection from Ellenbrook, a gatehouse, health centre, staffing and administration hubs, and kitchen, waste, logistics and laundry facilities. What other uses were considered?
A parliamentary answer on August 10, 2022, listed several options under consideration: short-term accommodation for international and interstate skilled labourers, crisis accommodation for people at risk of homelessness, and emergency accommodation for natural-disaster response. The parliamentary question also asked why the centre could not assist Western Australians struggling with rent and cost of living, including families living in cars or tents. The sources establish that crisis accommodation was among the options being considered, but do not establish that the centre was subsequently converted to general or crisis housing. What role did the Premier describe for the centre?
After ruling out the skilled-worker proposal, McGowan said the facility would remain available for emergencies such as cyclones, floods or fires, and for possible future quarantine or Commonwealth detention needs. The emergency-response purpose was also part of the original rationale. In the 2021 joint statement, then-Finance Minister Simon Birmingham said the centre would increase Australia’s ability to respond to future emergencies or disasters, as well as support continued management of the COVID-19 pandemic.
