Building a Farm Pond: Planning, Site Selection, Design and Construction

A farm pond’s feasibility depends on its purpose, land, soil and water supply. Learn how to assess sites, involve NRCS or an engineer, and check safety and permitting before construction.

Building a farm pond starts with deciding what it must do, then confirming that the land, soil and water supply can support it. Before earthwork, have the site assessed, obtain a design suited to its drainage and soil conditions, and check local permits and dam-safety requirements. The right pond type, dam and spillways depend on the property; general guides are useful for planning, not for choosing construction dimensions.

Start with the pond’s purpose and constraints

List the intended uses before comparing sites. Livestock water, irrigation, fire protection, recreation, aquaculture and wildlife habitat can call for different locations, depths, water access and management. If the pond will serve several purposes, tell the designer; one use may affect how the others can be accommodated.

Also identify property boundaries, equipment access, existing watercourses or wetlands, and what lies downstream of a potential dam. These details can affect the layout, construction approach, safety review and permitting. NC State Extension’s Pond Management Guide and Oklahoma State University Extension’s Building a Pond both emphasize site-specific planning and early local assistance.

Choose a pond form that fits the land

Two common forms are watershed or embankment ponds, which impound incoming water behind a dam, and excavated ponds, which are dug into the ground and are often considered on relatively flat terrain. Neither is automatically simpler or less expensive: topography, water source, soil and required earthwork determine feasibility.

Compare candidate sites by storage potential, likely earthwork, soil conditions, water supply, sediment or contamination exposure, equipment access, downstream consequences and local requirements. A site that looks convenient to excavate may have poor water retention or unsuitable drainage.

Investigate soil and water before settling on a site

Check soil conditions across the project area

Use a soil survey for initial screening, then arrange site-specific investigation where needed. Conditions may differ between the pond basin, dam foundation, borrow area and spillway. Soil must retain water when properly prepared and compacted, while also supporting a stable embankment. The NRCS handbook addresses soils investigation; the Southern Regional Aquaculture Center’s Watershed Production Ponds: Guide to Site Selection and Construction discusses soil suitability and subsurface probing.

A soil sampling auger can help with preliminary observations, but sampling with one does not establish permeability, dam safety or the engineering properties needed for design. Ask NRCS or a qualified civil engineer what investigation is appropriate for the proposed site.

Map the drainage area and assess the water balance

Identify the land that drains toward the pond, its cover, soil and slope, and the local precipitation pattern. Include any springs, streams or pumped sources being considered. The supply must be adequate for the intended use, but excessive inflow can increase erosion, sediment and flood risks. Oklahoma State University Extension discusses these hydrology and spillway considerations.

The Southern Regional Aquaculture Center guide gives examples of roughly 5 acres of pasture watershed per surface acre of pond in some heavy-clay settings and as much as 30 acres per pond acre in some sandy, wooded settings. These are regional rules of thumb reported in the guide, whose publication date is not established here—not design ratios. Do not use them to size a pond or spillway without local analysis.

Get an engineered layout before construction

Ask the local USDA Natural Resources Conservation Service (NRCS) office or a qualified civil engineer to assess the site and help determine the design path. Oklahoma State University Extension recommends NRCS or a private civil engineering firm for site assessment and design, including hydrology and spillway capacity. NRCS Handbook 590 covers planning, soils, spillways, pipes through dams, construction, sealing, vegetation, maintenance and safety.

A site-specific design should address the dam alignment and dimensions, foundation and fill, normal water level, inlet and outlet arrangements, principal spillway, emergency spillway and construction inspection. Both ordinary overflow and larger runoff events must be managed safely. Pipe, dam and spillway dimensions depend on site conditions and engineering; generic measurements are not safe construction instructions.

NRCS’s national Pond (No. 378) Conservation Practice Standard was issued in July 2022, but NRCS says national conservation practice standards should not be used alone to plan, design or install a practice. Consult the applicable local Field Office Technical Guide and current requirements for the project.

Check permits and dam-safety requirements before earthwork

Requirements vary by jurisdiction and project details, including location, dam characteristics and whether watercourses or wetlands are involved. Oklahoma State University Extension identifies wetlands, Clean Water Act requirements and dam safety as possible considerations; NC State Extension points readers to the state dam-safety program. These references do not establish a universal permit threshold.

Before clearing or excavation, contact the local authorities responsible for permits and dam safety, and speak with NRCS or the project engineer. Confirm which approvals apply to the actual property and design rather than relying on a threshold or checklist from another state.

Build to the approved plans and protect the site

Coordinate excavation and earthwork with the designer’s plans and specifications. Soil placement and compaction, drainage, spillway construction and erosion protection all affect whether the completed pond performs as intended. Have the required construction inspections arranged; do not substitute a contractor’s customary dimensions for the site design.

  • Keep debris that could float into and clog principal-spillway piping out of the pond area. Alabama Cooperative Extension System’s Pond Building: Pond Construction gives this construction guidance.
  • Construct the principal and emergency spillways as designed. Alabama Extension discusses an emergency spillway in undisturbed soil with maintained grass cover, but the project engineer’s plans and local standards govern the actual site.
  • Protect disturbed ground and pond edges from erosion according to the design, and plan for how the pond will be operated and maintained after construction.

Plan for upkeep and budget from site-based estimates

Maintenance is part of pond ownership, not an optional final step. NRCS Handbook 590 includes dedicated topics on protecting, operating and maintaining ponds, as well as pond safety before, during and after completion. Keep spillways clear of debris and maintain protective cover and erosion controls in line with the design. Ask the designer what inspections and maintenance are appropriate for the completed pond and its particular components.

No current general construction cost figure is established for a new farm pond. Costs depend on the property, design, soils, water supply, access, earthwork and applicable requirements. Obtain estimates based on the assessed site and completed design from local professionals; NC State Extension notes that NRCS can help with site planning and cost-estimation assistance.
