Where is Browne Education Campus, and what is the project?
Browne Education Campus is a DC Public School at 850 26th Street NE, Washington, DC 20002, in Ward 5. DCPS describes the campus as a group of wings built between 1932 and 1971. Its modernization overview says the project covers 127,000 square feet, updates all campus areas except the 1953 wing, adds a gym, and updates the playground. DCPS’s project overview names MCN Build and Perkins Eastman DC as the design-build team.
What happens to the historic school buildings?
Browne Junior High School is a contributing property in the Young, Browne, Phelps and Spingarn Educational Campus Historic District, listed in both the DC Inventory of Historic Sites and the National Register of Historic Places. The district’s significance includes its architecture and its connection to the education of African American students.
The Historic Preservation Review Board staff report, dated December 21, 2023, describes rehabilitation of the historic school and replacement of a 1970s gym addition with a smaller facility. The Board approved the modernization concept as compatible with the historic district, while requesting further discussion of the connector cladding element. That action should not be read as final approval of every design detail. The HPRB staff report provides the preservation context and review details.

Why do project descriptions emphasize the gym and site work?
The broad DCPS program covers campus modernization, but several design reviews address a narrower package. The National Capital Planning Commission’s December 2023 staff report says, “The project primarily includes the addition of a new gym and surrounding site work.” It recommends approval of final site and building plans and notes coordination with the DC State Historic Preservation Office, the U.S. Commission of Fine Arts, and NCPC staff. Landscape improvements include native and pollinator plantings. NCPC’s December 2023 report describes that reviewed scope.
The Commission of Fine Arts separately recorded no objection to the final gymnasium and landscape design in November 2023, finding it consistent with the approved concept. This was a distinct design-review action, not the same as NCPC’s approval of final site and building plans. The Commission of Fine Arts record summarizes its action.

What budget and schedule figures are published?
The District of Columbia Office of the Chief Financial Officer’s FY2024 DCPS capital budget lists an estimated full funding cost of $113.072 million. This is a fiscal-year budget estimate, not a confirmed final project cost. The budget description says potential elements “may include” classroom and core-space renovation, mechanical-system upgrades, new windows, exterior restoration, new roofing, interior and site improvements, technology infrastructure, and space for a child development center serving a limited number of infants and toddlers. Those are listed as possible project elements, not a record that each was completed. The FY2024 DCPS capital budget provides the estimate and description.
The DCPS project page lists a Fall 2022 start, a Phase I target of December 2024, and a Phase II target of Summer 2025. These are published schedule targets; the page does not establish actual phase completion, opening, or closeout.

DCPS says the project pursued LEED Gold and WELL certifications. The available project records cited here do not confirm that either certification was awarded, so they should be described as goals rather than achieved credentials.

The records show a campus-wide modernization alongside specific design and preservation reviews for the gym and its setting. The central design considerations documented in those reviews are the rehabilitation and retention of historic fabric, the scale and placement of the replacement gym, its relationship to the historic wings, and improvements to the surrounding site. The published sources do not establish a set of competing design alternatives or report post-construction performance outcomes.
