The Metro Outer Joint Development Assessment Panel unanimously approved stage two of Bethesda Health Care’s proposed private mental health facility at 11 and 19 Legacy Way, Cockburn Central, on 21 January 2022. The plans called for a five-storey addition with 30 ensuite inpatient bedrooms. Bethesda Clinic opened in March 2023, but Bethesda announced in February 2024 that it would suspend services; its current website says the clinic is no longer operational.
What stage two approval covered
PerthNow reported the overall project value as $26 million and the value of stage two as $14.5 million. These were reported project values, not a verified final construction cost. The approval was granted at the panel’s 21 January 2022 meeting.

The proposal described a five-storey building with a sixth-level plant area and a 415-square-metre footprint, attached to the southern end of the main building. Stage two was to include:
- 30 individual ensuite inpatient bedrooms
- 14 consulting rooms
- Two recovery rooms
- Storage, toilets, lounge and waiting areas
The 2022 report described the overall facility as catering for 75 inpatients and 64 outpatients, with 74 day staff, 14 night staff, 18 consultants and four visiting psychiatrists. These are reported capacity and staffing categories, not a count of people served each day.

The site was described as close to Cockburn Arc, Cockburn train station, Cockburn Gateway shopping centre and nearby apartments. PerthNow reported that stage one construction began in June 2021, following development approval in February 2021. Its article said the planning approval was valid for four years; the subsequent status of that approval is not established here.
From approved plans to opening
On 8 March 2023, Bethesda Health Care announced that WA Health Mental Health Minister Amber-Jade Sanderson had officially opened Bethesda Clinic, with admissions due to begin on 13 March. Bethesda described it as a 75-bed facility offering inpatient care and day therapy through a Wellness and Recovery Centre.
The organisation also highlighted trauma recovery programs for defence personnel and veterans, a women-only ward, and plans for a neurostimulation suite offering ECT and rTMS. Its March 2023 announcement said stage two was expected to open in the middle of that year. These were Bethesda’s service descriptions and plans, not independent evaluations of treatment quality or outcomes.

In February 2024, Bethesda Health Care said it would stop accepting referrals from 8 February and suspend services from 23 February for the foreseeable future. Bethesda attributed the decision to financial non-viability, citing reimbursement levels from private health funds and difficulty finding psychiatrists willing to care for inpatients. Its current website says Bethesda Clinic is no longer operational.
The original report’s $26 million figure described the overall project value, while Bethesda’s 2023 opening announcement described a 75-bed service. Neither figure establishes the present operation of the approved stage-two plans.
A separate public mental health service in Cockburn Central
South Metropolitan Health Service currently lists Cockburn Health, at 1 Honour Way, Cockburn Central, as a 50-bed inpatient mental health facility for voluntary female patients.
