For most U.S. homes, start with an EPA WaterSense-labeled residential toilet, then rule out models that do not fit the bathroom or installation. Compare rough-in, clearance, bowl shape, seat height, flush controls, model-level performance information, and total installed cost. There is no universal best toilet: the right choice depends on the room, plumbing, and people using it.
How to choose a toilet
Treat fit as a purchase gate, not a detail to sort out after choosing a style. Once a toilet fits the space and plumbing, compare water efficiency and performance evidence, then comfort, controls, and installed cost.

- Check the installation. Measure the existing rough-in and available clearance; note the bowl shape, overall dimensions, water-supply location, and drain configuration. Confirm whether the tank and bowl are sold as a certified combination if components are sold separately.
- Filter for efficiency. Look for the WaterSense label and check the model’s marked gallons per flush. EPA’s live product search can help confirm an individual model’s listing.
- Compare performance information. WaterSense certification provides a useful baseline. Treat any additional flush test, such as MaP, as a separate measure rather than a complete prediction of everyday satisfaction.
- Check comfort and operation. Compare bowl shape and seat height, and make sure the flush control is easy for intended users to understand. For dual-flush models, check that the controls are intuitive and that instructions are provided.
- Estimate the full project cost. Include the fixture, installation, any plumbing changes, and rebates or vouchers available locally.
What does WaterSense tell you?
EPA says WaterSense-labeled tank-type toilets use no more than 1.28 gallons per flush and are independently certified for efficiency and performance. The label is a useful first filter when replacing an older toilet or choosing one for a new installation; it does not identify a universal winner for every bathroom.

Specification status matters when checking claims: EPA’s current product-background page says the effective date for tank-type Specification Version 2.0 is paused and Version 1.2 remains in effect until further notice. Check EPA’s current product-background page and product search when verifying a model, since status and listings may change.

Which toilet has the best flush?
No single test settles that question for every household. EPA’s 2022 performance overview describes a 350-gram waste-extraction requirement for WaterSense-certified tank-type toilets. That requirement is a defined certification floor, not a guarantee that every user’s experience will be identical.
MaP is a voluntary additional test that measures the maximum amount of soybean-paste test media removed, up to 1,000 grams. A MaP result can add context when comparing models, but it is not the WaterSense label or a complete measure of customer satisfaction. Read what the test measures rather than treating its number as a universal real-world ranking.

What should you measure before buying?
- Rough-in: Measure from the finished wall to the center of the floor drain or closet bolts, as appropriate for the existing installation. Confirm the measurement against the candidate toilet’s installation specifications.
- Clearance and dimensions: Check room in front of the bowl, side clearance, and space around the tank, door, and nearby fixtures. Compare the model’s complete dimensions with the actual bathroom.
- Bowl and seat: Choose a bowl shape and seat height that suit the room and the people who will use it.
- Connections: Verify the water-supply and waste connections and whether the existing plumbing needs alteration.
- Model pairing: If tank and bowl are sold separately, confirm that the exact combination is identified as certified. EPA’s WaterSense specification requires certified component combinations to be identified by model.
The EPA sources used here do not establish dimensions for specific models, so verify measurements in the current manufacturer specifications rather than relying on a general style label.
How to compare cost and water use
Compare total installed cost, not just the fixture price. Installation and plumbing changes can affect the project total, and EPA notes that rebates or vouchers are available in many areas. Program rules and availability vary by location, so check with the local water utility or municipality before counting on a rebate.

Water savings depend on the toilet being replaced, the replacement’s flush volume, and how often it is used. EPA’s estimate of 39 billion gallons saved per year describes a nationwide hypothetical replacement of older, inefficient commercial flushometer-valve toilets with WaterSense models. It is not a household savings forecast; residential and commercial toilet figures should not be conflated.
Check for leaks before replacing a toilet
A toilet that runs or leaks may waste water independently of whether the fixture is otherwise a good fit. EPA describes a dye-tablet test: place dye in the tank, wait without flushing, and check whether color appears in the bowl. A misaligned or warped flapper, flush valve, or other flushing mechanism can cause a silent leak. Check components during installation, and use a replacement part compatible with the specific toilet rather than assuming flappers or flush mechanisms are universal.

Residential and commercial toilets are different decisions
This guide is for U.S. residential tank-type toilets. EPA’s WaterSense program also covers commercial toilets that use flushometer valves, but those installations involve a different context. For commercial projects, EPA notes that building drainline and plumbing conditions can matter; in older buildings or where system problems exist, it recommends consulting a plumbing engineer. That is not a blanket requirement for an ordinary residential tank-toilet replacement.
