There is no verified, model-by-model “best shower head without a flow restrictor” list here—and removing a restrictor is not a reliable way to choose a better shower. Compare the exact showerhead’s rated maximum flow, performance evidence, spray style, plumbing fit, and the rules where it will be installed. In the United States, the federal maximum is 2.5 gallons per minute (gpm); EPA WaterSense certification is a separate, voluntary standard for qualifying showerheads rated at 2.0 gpm or less.
What “without a flow restrictor” actually tells you
Very little by itself. The phrase may refer to a product marketed without a flow-limiting component, or to a showerhead whose component has been removed. Neither description establishes the showerhead’s actual rated flow, how it performs at your home’s water pressure, or whether its configuration complies with local requirements.
Compare the showerhead as manufactured and rated. EPA WaterSense specifications require labeled products to meet rated maximum-flow criteria and include maintenance instructions intended to return the product to its intended maximum flow. Know the flow limits and certification standards
Federal maximum: 2.5 gpm
The U.S. Department of Energy (DOE) identifies 2.5 gpm as the federal showerhead maximum, measured under the applicable DOE test procedure. On May 15, 2025, a DOE rule took effect restoring the 1992-law definition of “showerhead” after a 2021 regulatory definition had changed how certain outlets were counted. WaterSense: up to 2.0 gpm, with performance requirements
EPA WaterSense Version 1.1, dated July 26, 2018, sets a maximum rated flow of 2.0 gpm for certified showerheads. It is a voluntary performance specification, not the federal maximum. It covers fixed, rain, and handheld showerheads; body sprays are outside its scope. WaterSense evaluates more than the headline flow rate. The specification tests at 20, 45, and 80 pounds per square inch (psi), with minimum-flow criteria of 60% of rated maximum at 20 psi and 75% at 45 and 80 psi. It also sets minimum spray-force and spray-coverage requirements. These criteria are designed to address performance across household conditions, but they cannot guarantee that every user will prefer a particular spray or that every home will deliver the same experience. Local rules may be stricter
Some jurisdictions set lower flow limits than the federal maximum. An EPA technical guide published in May 2023 cited 2.0-gpm-or-less rules in some locations and 1.8-gpm-or-less examples in California, Hawaii, and Washington at that time. Those examples are dated, not a complete or current survey of law. Confirm the rules that apply at the installation address; federal standards, state or local requirements, and WaterSense certification are distinct checks. EPA, WaterSense at Work

1. Check the exact model’s rated maximum flow
Look at the model label and manufacturer’s specification sheet. Do not infer a flow rate from marketing language such as “high pressure,” “power spray,” or “without restrictor.” EPA’s WaterSense product search lets you look up brands and models; its displayed maximum-flow value is manufacturer-specified and test-verified for WaterSense compliance. 2. Look for performance evidence, not just a number
If you want a WaterSense-certified product, confirm the exact model in EPA’s product search rather than relying on a general claim about a brand or product family. Certification indicates that the model meets the specification’s flow, pressure, force, and coverage criteria; it is not a promise that its spray pattern will suit everyone. 3. Match the form factor and spray modes to the task
Fixed heads, handheld heads, and rain-style heads serve different preferences and routines. Choose the format and modes that fit the people using the shower and how it is used. WaterSense’s showerhead specification includes those three types but excludes body sprays.

4. Consider pressure and plumbing compatibility
A showerhead’s listed rating does not tell you the pressure or flow available in your particular home. Check compatibility with the existing plumbing, and consult a plumbing professional if you are unsure. Before you buy or change a showerhead
- Identify the exact make and model, then check its rated maximum flow.
- If WaterSense performance matters to you, verify that exact model in EPA’s product search.
- Check current local requirements for the installation location.
- Choose a form factor and spray pattern that match your needs; do not treat a “high pressure” claim as a performance test.
- Do not assume that removing or altering a component preserves the showerhead’s rating, certification, or compliance.
