Bell’s 300 MW AI data-centre campus in the Rural Municipality of Sherwood, just outside Regina, was advancing through structural construction as of the Government of Saskatchewan’s October 1, 2026 update. Steel was rising, all four first-phase buildings were taking shape, and preparation had begun for the first building’s interior fit-out. Bell says its first data hall remains on track to come online in the first half of 2027; that is a company forecast, not confirmation of an opening.
What is happening at the Sherwood construction site?
The October 1 update describes the active project as a 300 MW first phase. Structural steel was rising and the shells of all four buildings in that phase were taking shape. Work was also moving toward interior fit-out in the first building. The province reported more than 500 people working on site, with the vast majority from Saskatchewan, and more than 30 local firms supporting the project. The reported scopes span construction and engineering, electrical systems, concrete and steel, transportation, logistics, safety and site services. The work therefore involves both building delivery and the electrical and site infrastructure needed to support the campus. The government update identifies examples of local participation, but does not provide a complete or current roster of suppliers.
When is the first data hall expected to open?
Bell’s stated expectation is the first half of 2027. The province repeated that forecast in its October 1 construction update; Bell had also given the same target in its May 4 contractor announcement. Which Saskatchewan firms and workers are involved?
The October update names several examples of local and Indigenous participation:
- Dynamo Electric, which has operations in Regina and Saskatoon, is to build the high-voltage substation connecting the campus to the provincial grid.
- Prairie Steel is completing most manufacturing work for the pre-engineered building systems at its Clavet operations. Saskatchewan contractors will assemble those systems on site; the structural steel is milled in Regina.
- Partner businesses of George Gordon Developments Ltd. are providing fencing, security, fuel, logistics, hydrovac and site-support services. Other Indigenous-owned and affiliated firms are contributing technical and safety services.
- A joint workforce steering committee is advancing training and education pathways.
Bell’s May 4 announcement named contractors for early phases, including Hipperson Construction for early works and building construction management; Maxie’s Excavating for earthworks; Behlen Industries for pre-engineered building supply; Soletanche Bachy Canada for piling; Ardel Steel for piling rebar; Amrize for piling concrete; Red Pelican for energy-code compliance; and WaterMark Consulting for well-water monitoring. Is the full 1.2 GW campus under construction?
No. The construction update concerns the 300 MW first phase. Bell and Saskatchewan announced a separate, non-binding memorandum of understanding on September 14 that creates a pathway to as much as 900 MW of additional phased capacity, or a potential 1.2 GW provincial hub in total. The additional capacity is proposed, not part of the currently reported construction phase. How the power arrangements differ
The province says the original 300 MW phase retains provincial-grid power. For additional capacity, Saskatchewan’s Bring Your Own Power principle applies. Bell says proposed expansion facilities would use partner-developed natural-gas power and closed-loop cooling that requires no municipal water. Those are descriptions of the proposed expansion, not a statement that the entire 1.2 GW is being built or powered under one arrangement. What do the investment and job projections include?
Saskatchewan says the investment associated with Bell AI Fabric’s provincial presence could exceed $50 billion if the broader plan is fully realized. The province estimates 800–1,200 construction, engineering and technical jobs, up to 500 permanent operations roles, and as many as 3,000 additional off-site and community jobs. These are conditional full-buildout projections—not reported results, and not figures solely for the active 300 MW phase. Likewise, statements by officials and project representatives about economic momentum or community benefits are attributed claims, not independent evaluations of eventual spending or employment. The October 1 provincial release also announced a $1 million Bell mental-health commitment, while saying details would follow; it did not identify a recipient or implementation plan. How the project reached its current stage
- March 16, 2026: Bell and Saskatchewan announced the 300 MW Sherwood data-centre project.
- April 20, 2026: The Rural Municipality of Sherwood approved the development agreement.
- April 21, 2026: Bell said early site works had commenced.
- May 4, 2026: Bell announced early construction partners and its first-half 2027 expectation for the first data hall.
- September 14, 2026: Bell and Saskatchewan announced the non-binding MOU for up to 900 MW of additional phased capacity.
- October 1, 2026: Saskatchewan reported steel rising, all four first-phase building shells taking shape, more than 500 people on site and preparations for the first building’s interior fit-out.
Municipal permitting and bylaws continue to apply under Saskatchewan’s Data Centre Framework, which sets out principles including Canadian ownership and headquarters, data sovereignty, local jobs and partnerships, operating experience, Bring Your Own Power and centralized provincial intake.
