What the prime minister asked authorities to do
Rahman chaired a progress-review meeting at the Bangladesh Secretariat, according to BSS. The Road Transport and Bridges Ministry and the Local Government Division were asked to review the existing project plan together and take steps to expedite the work.
Further details in the report were attributed to Deputy Press Secretary Hasan Shiplu. The instructions include identifying and removing obstacles to implementation, improving coordination among the agencies, setting a realistic completion timeframe, and ensuring visible progress. The report paraphrases Shiplu; it does not provide a verbatim quotation.

Has a completion date been set?
Not in the BSS report. It says authorities were asked to set a realistic timeframe, but gives no date, construction milestones, or quantified measure of progress. The meeting records a direction to review and expedite the project; it does not confirm that construction has accelerated.
What is known about the project and its traffic goal?
The project is presented as a response to Dhaka’s traffic congestion. The current report gives no traffic analysis or quantified estimate of how much congestion the road might reduce. It also does not state the approved route or length, project budget, or specific implementation obstacles.

A DPDC tender search result refers to a turnkey contract for shifting a 132 kV overhead transmission line from Rayerbazar Sluicegate to Kamrangirchar Grid Substation under the DSCC Inner Circular Road Extension Project. What remains unclear for construction delivery
The meeting report and accessible project extracts do not specify the road’s approved alignment and length, funding and total cost, obstacles authorities have identified, agency responsibilities for individual segments, measurable milestones, or a realistic completion date. A published traffic analysis would also be needed to support a numerical claim about congestion benefits.
