General contractors must plan for trainees, document their hours each month and use an approved training route, such as a U.S. Department of Labor program, an approved pipeline organization or an upskilling plan for current employees.
What Austin changed in 2026
A 2026 Austin City Council action adds $2.55 million to the Austin Infrastructure Academy agreement, extends the agreement for 12 months and permits up to three additional one-year options. Those changes raise the revised contract ceiling to $7.55 million.

The Academy is intended to connect Austin’s mobility and infrastructure employers with training, certifications and job placement for construction, skilled-trade and front-line mobility positions. Workforce Solutions Capital Area leads the effort with industry, government, education and community organizations.
The expanded Academy operates alongside the City Construction Training Program (CTP), which the City describes this way: “The Construction Training Program (CTP) fosters training in the construction trades to develop a pool of qualified, ready-to-work skilled and semi-skilled workers and to provide economic opportunities to City citizens.”

Which City projects trigger the Construction Training Program?
CTP participation applies to every City construction project with a budget of $500,000 or more. The trainee count increases with the project value:
| City project value | Required trainees |
|---|---|
| $500,000 to $2.5 million | 2 |
| $2.5 million to $5 million | 4 |
| $5 million to $10 million | 6 |
| Above $10 million | 15% of the workforce identified in a labor forecast, or at least 10 trainees, whichever is greater |
The published bands include $2.5 million in two adjacent rows. Contractors should confirm how the applicable solicitation treats a project exactly at that boundary before finalizing their plan; the contract documents control the enforceable interpretation.

What contractors must submit and track
1. File a plan before notice to proceed
Before the City issues notice to proceed, the general contractor submits an initial training plan. The plan should identify the planned trainees, the training pathway and how the contractor will reach the project’s required count.

A contractor can meet the requirement through a Department of Labor training program, an approved pipeline organization or an arrangement that upskills existing employees. The practical test is whether the proposed activity and provider are acceptable under the City’s program and the project’s contract documents.
3. Report hours every month
During construction, the contractor submits monthly reports documenting trainee hours. Reporting continues through substantial completion, so a trainee plan is an ongoing compliance obligation rather than a one-time enrollment exercise.
Where Austin contractors can find training
American YouthWorks and YouthBuild Austin
The City’s approved-provider list identifies American YouthWorks/YouthBuild Austin as a Department of Labor pre-apprenticeship. Its listed preparation includes hands-on construction experience, OSHA safety training and employment-readiness instruction. This route can help contractors build an entry pipeline before placing participants on a project.
ABC Central Texas
The approved list identifies ABC Central Texas training in OSHA 10 and OSHA 30, NCCER CORE, blueprint and construction-document reading, field safety, HVAC, plumbing, pipefitting and sheet metal.

ABC Central Texas’s October 16, 2026 hiring guidance says its apprenticeship program covers seven trades and combines paid on-the-job learning with classroom instruction. That combination matters for contractors seeking both documented work hours and structured technical instruction.

Does Austin accept NCCER or OSHA training?
NCCER CORE and OSHA 10/30 appear among the training areas listed for an approved Austin provider, ABC Central Texas. However, a credential by itself is not a blanket exemption from CTP requirements. The contractor still needs an accepted training plan, an eligible provider or pathway and monthly documentation of trainee participation. OSHA courses primarily address safety; NCCER CORE covers foundational construction knowledge. Neither description alone establishes that a standalone card or certificate counts as a complete CTP trainee placement.
How to choose a pathway for a project
| Decision factor | What to verify |
|---|---|
| Project-value tier | Confirm the required trainee count in the solicitation and resolve any boundary issue at $2.5 million. |
| Credential | Determine whether the plan needs NCCER CORE, OSHA 10/30, a craft-specific course, or a pre-apprenticeship. |
| Learning format | Choose between paid on-the-job learning with classroom instruction and classroom or pre-apprenticeship preparation. |
| Provider status | Use a Department of Labor program or an organization on the City’s approved pipeline list. |
| Support needs | Ask providers about language access, employment readiness and other participant support before submitting the plan. |
| Recordkeeping | Set up a monthly process for trainee hours that runs through substantial completion. |
What the expansion means for project teams
The larger Academy agreement gives Austin more capacity to coordinate employers, educators and community partners around infrastructure hiring. For a general contractor, the immediate effect is operational: workforce planning belongs in preconstruction, not after notice to proceed. Estimators and project managers should identify the trainee tier, contact an eligible provider, reserve training capacity and assign responsibility for the monthly hour reports while the bid and initial training plan are being prepared.
Subcontractors can support compliance by offering craft placements, documenting hours and identifying employees who can advance through an approved upskilling route. The general contractor remains responsible for presenting a coherent plan to the City and maintaining the required records.
