China Shanshui Cement Group Limited, listed in Hong Kong as stock 00691, has reported a sharp deterioration in earnings across its latest reporting periods. The 2025 annual results show a large full-year loss, while the six months ended 30 June 2026 moved from the prior-year interim profit to an even larger loss and left borrowings as a key balance-sheet risk to monitor.

The 2025 result was therefore a deterioration on both the top and bottom lines. Revenue declined by one-fifth, the operating result was negative, and the loss attributable to owners was substantially larger than the prior year’s loss. The annual report and results announcement also report no outstanding share options at 31 December 2025 because the options had lapsed on 27 January 2025.

How severe were the first-half 2026 results?
The six months ended 30 June 2026 were materially worse than the comparable interim period. Operating income decreased on a year-on-year basis, and the attributable result changed from the profit reported for the first half of 2025 to a loss of hundreds of millions of renminbi in the 2026 period.
The interim loss cannot be added directly to the 2025 full-year loss to produce a forecast: 2025 covers twelve months, whereas the 2026 figures cover six months. The comparison does show that pressure continued into 2026 rather than being confined to the previous financial year.

The available figures do not isolate the precise contribution of cement volumes, selling prices, production costs, impairment charges or other items. Readers should use the company’s interim management discussion and notes for that breakdown instead of treating the revenue decline alone as proof of one specific cause.

Bank borrowings reported at 30 June 2026 were RMB5.451 billion. The China Cement Network summary described 89.5% of that amount as short-term. Because the maturity mix is more important than the headline balance for near-term liquidity, the interim report’s debt notes should be checked for maturity dates, refinancing arrangements, secured portions, interest rates and available cash.

| Commitment category at 30 June 2025 | Amount | How to interpret it |
|---|---|---|
| Authorised and contracted | RMB691.971 million | Projects or purchases for which commitments had been made |
| Authorised but not contracted | RMB896.783 million | Approved plans that had not yet become contractual obligations |
Authorised but uncontracted spending is not the same as cash already invested. It indicates potential future capital requirements and can be delayed, redesigned or cancelled. The 2025 capital-expenditure figures also precede the 30 June 2026 borrowing balance, so they should not be presented as a direct explanation of that later debt figure without the intervening cash-flow and financing disclosures.
What the results mean for construction-sector readers
For contractors, developers and material buyers, the filings point to a cement producer operating under substantial earnings pressure while still maintaining investment commitments. That combination matters when evaluating supplier exposure, payment terms and the resilience of deliveries on projects that depend on cement or clinker.
- Check the company’s latest liquidity, debt-maturity and refinancing disclosures before relying on the borrowing headline alone.
- Separate annual results from interim results when comparing profitability or estimating a run rate.
- Do not assume approved capital projects will all proceed merely because they appear in the commitments note.
- For procurement planning, monitor future disclosures on production volumes, realised prices, inventories and plant utilisation; the headline revenue figures do not provide that operating split.
What to watch in the next disclosure
The most useful follow-up indicators are whether operating income stabilises, whether the attributable loss narrows, and whether the company reports a change in the proportion of short-term borrowings. Investors and construction counterparties should also review cash flow from operations, new or cancelled capital commitments, impairment testing, and any clarification to the 2026 interim filing.
Taken together, the filings show a company whose earnings weakened substantially in 2025 and deteriorated further in the first half of 2026, while debt maturity and ongoing investment remain the key issues for assessing financial flexibility.
