What is known about the cement project
The ₹10,200-crore figure is reported as the proposed investment by Dalmia Bharat Green Vision Ltd, not as government spending. The Times of India’s account of the Chief Minister’s briefing says the Cabinet approved customised incentives associated with the proposal, but does not state their form or value. What the riverfront DPR decision means
A DPR is a planning document intended to develop the project proposal in greater detail. The Cabinet’s reported action is to engage Tata Consulting Engineers Ltd to prepare that document for Phase II; it is not evidence of approval to build the finished riverfront. Coverage describes the DPR corridor as running from Kachari Bazar to the foothills of Nilachal Hills. Another report paraphrases the proposal as extending toward Kamakhya; the more specific corridor description is the one available for locating the DPR’s coverage.
