Ahmedabad Municipal Corporation (AMC) is reported to have issued a standard operating procedure (SOP) intended to reduce the need to dig up newly built or resurfaced roads for utility work. A Gujarat Samachar report published on 10 October 2026 says the directive was issued on 9 October and took immediate effect. The SOP itself was not available in the official material reviewed, so its provisions below are attributed to the report rather than independently confirmed.
Why are newly built roads dug up again?
Roads may need to be opened after construction when water, drainage, storm-water, electricity, gas, telecom, or street-lighting work has not been coordinated with the road project. The reported SOP addresses that sequencing problem by putting utility mapping and coordination earlier in planning, before the road design is finalized and construction begins.

AMC’s institutional remit includes Ahmedabad civic infrastructure and services such as roads, water, drainage, and street lighting. AMC’s About the Corporation page describes that scope.
What does the reported SOP require?
Gujarat Samachar’s account describes a process intended to identify utility conflicts before a finished road becomes an obstacle to later work.

- Stronger Solid Lead: This work pencil is matched with a 2.8 mm thick lead , which is much thicker and stronger during the drawing process of construction work, it will not break or damage easily
- Marks on Various Surfaces: 3 colors solid construction pencil can marks on various surfaces, such as metal, plastic, wood, paper etc. Ideals for woodworkers, contractors, craftsmen, builders, merchants and masons
Survey the road and existing utilities
Before design, the report says project teams must survey road widths and levels, footpaths, junctions, trees, and existing utilities. The utility inventory is to record each service’s location, depth, size, type, and ownership, including water, drainage, storm water, electricity, gas, telecom, and street lighting.
Where existing records are incomplete, the report says project engineers may approve trial pits. Those investigations are to be photographed and documented, with the excavated area restored immediately. It also says utility shifting or rehabilitation costs should be included in the initial project proposal rather than left as a later surprise.

- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Compact and Lightweight: Both tools are designed to fit into difficult to reach spaces. The 1/4" impact driver has a length of 5.55 in. and weighs just 2.8 lbs, while the 1/2" drill/driver measures only 7.5 in. and weighs 3.6 lbs
- Both the DEWALT impact driver and electric drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
- Power drill cordless with 1/2" single sleeve ratcheting chuck provides tight bit gripping strength, making bit changes faster and more secure
Coordinate with utility departments before final design
The report says written coordination with water, drainage, storm-water drainage, and street-lighting officials should take place before designs are finalized. It also describes joint meetings and site visits. New or replacement water and drainage lines are to be completed before road construction begins.
Use testing to inform pavement design
The reported testing provisions serve different purposes: California Bearing Ratio (CBR) soil tests are required for unpaved roads, while Falling Weight Deflectometer (FWD) tests are required before asphalt resurfacing. The report also says pavement thickness should reflect projected traffic loads, expressed using MSA, and that milling depth should be supported by finished road-level sheets and measurement records. It does not state test thresholds or detailed protocols.

Make space for future utility work
According to the report, road designs should include space for utilities and pre-laid ducts and cross-ducts. The aim is to make it possible to install future lines without cutting finished asphalt. The provisions are also reported to be required in tender and request-for-proposal (RFP) documents for new design consultants, alongside prior written clearances from water and drainage officials.
What the testing and design measures mean
| Measure | Reported purpose | What is not established |
|---|---|---|
| CBR soil test | Assess soil support for pavement design on unpaved roads. | The report does not state test procedures or acceptance thresholds. |
| FWD test | Assess the structural response of existing asphalt before resurfacing. | The report does not state test procedures or acceptance thresholds. |
| Utility ducts and cross-ducts | Provide routes for future lines so finished asphalt need not be cut for every installation. | The report does not specify duct dimensions, locations, or maintenance responsibilities. |
Older AMC materials refer to FWD testing before resurfacing, milling to maintain uniform road levels, and utility-location and pavement-strength surveys. These documents offer historical context for the techniques, but they do not independently confirm the newly reported SOP or its effective date: AMC road crust design and milling material and AMC road pavement condition survey material.

Will utility work happen before road resurfacing?
The intended sequence, as reported, is to identify and coordinate utility work before final road design, and to complete new or replacement water and drainage lines before road construction. That suggests utility work should be planned ahead of construction or resurfacing, not scheduled to reopen a newly finished road. Whether the sequence is being followed on a specific project cannot be determined from the report alone.

What is still unverified?
The detailed provisions and immediate effective date come from Gujarat Samachar’s 10 October 2026 report; the primary AMC directive was not located. The available account does not establish how compliance will be enforced, whether penalties apply, the rollout schedule, which offices are responsible beyond those named in the report, or whether repeat road cuts will decline. It gives no outcome statistic or quantified savings. The exact clauses should therefore be treated as reported policy details, not as independently verified text of the SOP.
