A setback is not a number you can read off a generic chart. The required distance comes from the zoning code that applies to your parcel, and the measurement only means something when it starts from a legally established property line and a defined point on the structure. This guide walks through that sequence in the order you need it, then shows how to document the result for a permit. The examples come from Portland, Oregon; Boulder County, Colorado; and Fort Worth, Texas. They illustrate how local systems work. They are not rules for your site.
What decides the required distance
Setbacks are set locally. In Portland, the required setback depends on the base zone that covers the parcel, and it can be changed by an overlay zone or a plan district. The city’s zoning FAQ tells readers to identify all three before looking up the code provisions that apply. Boulder County and Fort Worth also rely on their own zoning codes, so a distance that is correct in one place can be wrong in the next town over.
Three questions determine what you are measuring against:
- Which zone covers the parcel? This is the base district and it sets the baseline standards.
- Is the parcel inside an overlay zone or special district? Overlays and plan districts can add to, or modify, the base standards.
- Does the structure type change the rule? Garages, accessory buildings, decks, and fences are often handled differently from a main dwelling, so the same parcel can carry different minimums for different structures.
How the measurement itself is defined
Once you know the governing number, the next question is where the distance is taken from and how it is measured. The City of Portland’s Common Zoning Questions page states:

“When determining distances for setbacks and structure dimensions, all distances are measured along a horizontal plane from the appropriate property line, edge of building, structure, storage area, parking area, or other object.”
Two things follow from that wording. First, distance is horizontal, so a sloped lot is not measured along the ground surface. Second, the endpoints are the “appropriate” property line and the “appropriate” object, which means the code decides both. Portland’s residential site-plan guidance describes the building setback as the shortest distance between a building and the property line. That is a useful working definition, but it is Portland’s wording. Other jurisdictions may measure from a different point on the structure, such as a projection, an eave, or a road reference, and may use a different line. Confirm the measurement origin in your local code before you record a figure.
Step-by-step: measuring a setback before you build
Step 1: Define the proposal
Write down the parcel address or legal description, the structure type, the footprint dimensions, and the side of the lot the structure will occupy. These details decide which rule you look up. A detached garage on the rear of a lot and a habitable addition on the same lot may follow different standards, so do not run the check for the house and assume it covers the shed.

Step 2: Look up the zone and its standards
Start with the local government’s zoning map or parcel lookup to identify the base zone. Then open the current zoning code for that zone and find its development-standards table. Portland’s site-plan guide instructs applicants to look up the property’s zone and then use the relevant zone chapter’s development-standards table. Check the same map for overlays and special districts, because a standard in the base chapter may be modified by a rule elsewhere in the code. Where the map and the code seem to disagree, ask the local planning office which provision controls.

Locate the recorded plat or the most recent survey for the parcel, and look for survey markers at the corners and along the line that matters. Portland’s site-plan guidance is direct on this point: “The precise location of the property line can only be determined by survey or survey markers.” A fence, a hedge, a lawn edge, a sidewalk, or a line on an online map may be close, but none of them fixes the legal boundary. If your structure will be close to the minimum, a surveyor is the safe route. Section 4 explains the threshold Boulder County uses.
Step 4: Measure the proposed clearance using the code’s method
Mark the proposed footprint on the ground, using stakes, flags, or painted lines. Identify the feature that the code measures from, which may be the wall, a projection, or another object defined by the local rule. Then measure the shortest horizontal distance between that feature and the relevant property line, following the code’s method.

For rough layout, a 100-foot tape is a practical tool for recording distances between points you have already fixed, such as a surveyed corner or a survey marker. It cannot find the boundary, and it cannot turn an uncertain line into a legal one. Record each measurement with the points it runs between, the date, and the method. That record will be useful if the permit office asks how the figure was obtained.
Step 5: Draw and label the site plan
Your site plan is the document the permit office will check against the code, so it should show the measurements, not just the footprint. Include the parcel boundary and its dimensions, existing and proposed structures, the proposed footprint, the distance from each building face to each relevant property line, and any easements or constraints the local authority identifies. Use the scale and certification the permit office requires. Fort Worth’s guidance calls for scaled site plans showing boundaries, topography, buildings, easements, setbacks, roadways, and project-to-property-line dimensions. Portland’s guidance shows how to label building-to-line distances. Sample values in Portland’s example plan, such as 5-foot side clearances and a 47.5-foot north clearance, are diagram illustrations. They are not requirements, and they should not be used as numbers for another lot.

Before you stake the final position or start construction, contact the local planning or permit office with the parcel and project details. Ask four specific questions:

- Do any overlays or special districts apply to this parcel?
- Which physical element does the code measure from for this structure?
- Can an existing survey or site plan serve as the basis for the permit, or is a new survey needed?
- Does the permit require a surveyor’s certification, and what revision process applies if the location changes?
Fort Worth’s guidance says an existing survey or site plan may be used as a basis, and that a surveyor should take new measurements if none is available. Boulder County assigns responsibility for correct structure location to the property owner. Do not treat an approved permit plan as permission to move the structure without checking the revision requirements.
When a survey is required
Survey requirements depend on the jurisdiction, and some are triggered by how close the proposal sits to the minimum. Boulder County’s published guidance requires a survey to verify placement when an application shows construction at the minimum setback or within 20% of the required setback. The county says only the relevant property lines need to be surveyed. This is a Boulder County rule, not a general threshold for other places. The guidance does not spell out how the 20% band is applied to a given distance, so ask the county how it reads that band before you rely on it. Where your proposal is well inside the allowed distance, a rough measurement may satisfy the office. Where it is close to the minimum, assume a survey is likely.

For a structure comfortably inside the allowed envelope on a boundary you have already confirmed, a careful owner measurement may be enough for planning. For a structure close to the minimum, compare the cost and time of a survey against the risk of building on an estimated line. The local threshold, not the cost, decides whether a survey is mandatory.
