How Recycled Glass Is Used in Construction—and When It’s Sustainable

Recycled glass can substitute for some virgin aggregate in concrete, asphalt and infrastructure, but durability, testing, transport and local specifications determine whether it is suitable and sustainable.

Recycled glass can replace some virgin aggregate in concrete, asphalt and infrastructure works, helping recover waste and conserve raw materials. But reuse is not automatically a lifecycle or carbon improvement: the right application depends on processing, performance, transport and local specifications.

How recycled glass is used in construction

Crushed glass can serve as a partial substitute for fine aggregate, while finely ground glass powder can be used differently—as a pozzolanic addition in concrete. Other applications include bedding, backfill, drainage, embankment fill and landscaping. These uses require different grading, processing and performance checks; a glass stream suitable for one purpose is not necessarily suitable for another.

Austroads’ technical basis covers uses such as bedding, backfill, concrete, road drainage, embankment fill and landscaping. Its ATS-3050-23 specification, edition 2.0, sets minimum requirements for granular material, asphalt and partial fine-aggregate replacement in concrete. Project teams should check the applicable current specification and testing requirements rather than assume all recycled glass qualifies. Austroads technical specification

Can recycled glass be used in concrete?

As fine aggregate

Crushed recycled glass can replace some or, in guidance from the Concrete Society, all of the fine aggregate. Glass aggregate raises an important durability concern: alkali-silica reaction (ASR), which can damage concrete. The mix needs project-specific design and mitigation. The Concrete Society identifies ground-granulated blast-furnace slag and/or metakaolin as possible Type II additions to minimize ASR risk when glass is used as aggregate. As finely ground glass powder

Finely ground glass powder has pozzolanic properties and can be used as a Type II addition to concrete. The Concrete Society reports that glass powder at more than 20% of cement mass can suppress ASR through pozzolanic reactions. That figure describes the source’s technical guidance, not a general dosage recommendation: suitability depends on the materials, mix and applicable requirements.

Can recycled glass be used in asphalt?

Yes. The Federal Highway Administration’s archived waste-glass guideline describes crushed and screened glass used as a portion of fine aggregate in asphalt paving mixes. It reports satisfactory performance for hot-mix wearing surfaces with 10–15% crushed glass and says higher blends may potentially be used in base or binder courses. This is historical technical evidence, not a current local specification; confirm current requirements and test methods before specifying a mix. Asphalt mix design must account for more than the percentage of glass. The archived FHWA guidance flags potential binder stripping at higher glass contents in surface courses, possible effects on wet skid resistance from large particles, and glare with high proportions. It discusses processing glass to fine-aggregate size and testing mix friction, stability, stripping resistance and reflectivity. Project-specific testing and current local specifications are essential.

Does recycled glass make a project more sustainable?

It can support resource conservation by recovering waste and reducing demand for virgin material. The US Environmental Protection Agency explains that reusing and recycling construction and demolition materials can offset environmental impacts associated with virgin-resource extraction and consumption. That supports a resource-conservation case; it does not establish that a specific glass product will reduce a project’s carbon footprint. The net result depends on what material is displaced, the processing required, haul distances, product performance and the lifecycle boundary used for comparison. The sources cited here do not establish a universally applicable glass-specific carbon-saving percentage or a single environmental ranking against conventional materials. Compare the proposed glass product with the actual alternative for the project.

What to check before specifying recycled glass

  • Intended use and substitution rate: Define whether the glass is for concrete, asphalt or a granular infrastructure application, and how much conventional material it will replace.
  • Source and processing: Confirm the glass stream, crushing and screening, and whether its grading and particle shape suit the intended use.
  • Material requirements: Check relevant chemical, geotechnical and durability requirements, including ASR risk for concrete and stripping, skid and glare considerations for asphalt.
  • Testing and specification: Identify required performance tests and the current specification that applies to the project and jurisdiction.
  • Transport and lifecycle comparison: Account for processing and haul distances, and compare lifecycle impacts with the actual material being displaced.

Which standards apply?

There is no single universal standard for recycled glass in construction. The Concrete Society’s UK-oriented guidance identifies BS EN 12620, BS 6682-1 and BS 8500-2. ISO/TS 21056:2025 provides a framework for specification, performance, production and execution of recycled-aggregate concrete, including cast-in-place, precast and non-structural applications. Austroads ATS-3050-23 addresses recycled crushed glass sand in its stated applications.
