Monument East Fremantle: What the Approved Development Includes

Monument East is an approved mixed-use proposal in Fremantle’s Knutsford precinct, but Locus has not published a current sales or construction timetable.

Monument East is a proposed mixed-use development at Amherst Street and Stack Street in Fremantle’s Knutsford precinct. The Western Australian planning record lists 57 grouped dwellings, 24 multiple dwellings and seven commercial tenancies. Locus Development Group currently describes the project as “Coming soon – register your interest”; its public listing does not give a sales launch date or construction timetable.

What is planned for Monument East?

The scheme is more than a townhouse precinct. The Metro Inner Development Assessment Panel agenda dated 27 March 2024 records a proposal comprising 57 grouped dwellings, 24 multiple dwellings, seven commercial tenancies and associated common property. The agenda lists a development value of $38 million, which is the value recorded for the planning application—not a verified final construction cost.

The application was received on 13 December 2023. The proposal is at Amherst and Stack streets, within Fremantle’s Knutsford precinct. The planning report describes the project as a collaboration involving Locus Development Group, Rothelowman Architects, John Byrne & Associates and Urbis. The state planning record is the primary source for the application particulars.

How the dwelling types differ

  • 57 grouped dwellings: the planning record’s category for the proposed townhouse-style homes.
  • 24 multiple dwellings: apartments or other dwellings in a multiple-dwelling form.
  • Seven commercial tenancies: non-residential spaces included in the mixed-use scheme.

The categories describe the approved development proposal; they do not establish that homes or commercial spaces have been built or are available to buy or lease.

Has Monument East been approved?

A project marketing post says development approval had been granted. The panel agenda records the proposal and its application details. Together, these sources support describing Monument East as an approved development, while the agenda remains the stronger source for the dwelling and tenancy counts. The marketing post also describes town homes and apartments less than 2 km from central Fremantle. The post is historical approval messaging, not evidence of current sales or construction.

When will sales or construction begin?

Locus’s project listing currently says “Coming soon – register your interest.” It does not state a current sales launch date, price list, construction start date or completion date. “Coming soon” signals an invitation to register interest, not a confirmed schedule. Check Locus’s Monument East listing for its current public-facing status.

Those are descriptions of the site and the applicant’s intentions; they do not establish completed community or design outcomes.
