A proposed Burk Fuel service station on Wanneroo Road was reportedly approved by the Metro Outer Development Assessment Panel (DAP) on 24 June 2025, after the City of Wanneroo recommended approval despite strong community opposition. PerthNow reported that 184 of 193 public submissions objected. What was proposed for Wanneroo Road?
PerthNow described a proposed $2.1 million Burk Fuel development at Lot 402, 986 Wanneroo Road. The plans reported in June 2025 included a 150-square-metre convenience store, four fuel bowsers and eight refuelling bays, operating 24 hours a day, seven days a week. These are details of the proposal, not confirmation that the development was built or is operating. PerthNow reported the proposal.
The report said the site was immediately next to St Anthony’s Primary School and across Wanneroo Road from Wanneroo Primary School. It also said the station would be less than 50 metres from an existing petrol station and would be the eighth along the Wanneroo Road stretch between Ocean Reef Road and Joondalup Drive.
Why did the proposal draw objections?

- Children’s safety: Submitters raised concerns about a fuel station beside one primary school and opposite another.
- Emissions and pollution: Objections cited fuel fumes and the possibility of leaks affecting soil, nearby residents, children and animals. These were concerns expressed by submitters, not established findings about this site.
- Traffic: Residents questioned the additional vehicle movements on Wanneroo Road and the local road network.
- Other uses for the site: Some submitters preferred community facilities, retail, medical services, parks or other amenities.
One objection, quoted by PerthNow, described the area as “Wanneroo becoming (the) City of Petrol Stations.”
What did the City say about traffic and environmental risks?
City officers reportedly said the application included technical reports addressing traffic, emissions and noise. PerthNow quoted officers as saying: “The application is supported by technical reports which address concerns surrounding traffic, emissions and noise.” The underlying reports were not independently reviewed, so this describes the City’s assessment rather than an independent finding that every concern was resolved.

Traffic forecast
The traffic impact assessment was reported to estimate 1,644 daily trips, with half expected to be passing trade from vehicles already on the road. This is a forecast relayed by PerthNow, not a measured traffic count; the distinction matters because the total estimate does not mean every trip would be newly generated by the station.
Emissions and pollution controls
According to PerthNow, the City’s position was that emissions and potential environmental pollution affecting nearby sensitive land uses would be managed through requirements in the operator’s Dangerous Goods Site License process and with reference to EPA guidelines. That is the City’s stated approach; the available reporting does not establish the precise licence requirements, how they would be enforced, or the resulting site-specific risk.

Why could the City recommend approval despite objections?
The number of objections did not itself determine the planning outcome. The City’s reported assessment was that the proposal was appropriately located and designed, consistent with the locality and compatible with surrounding development. PerthNow reproduced this statement from City officers: “The proposal is appropriately located and well designed, providing consistency with the surrounding locality, and is compatible with the existing surrounding development.”
The City also stated, as reported by PerthNow, that the site was privately owned and its owner could propose development, while the City assessed applications against the applicable local planning scheme. The City’s recommendation was part of that assessment, not the final panel decision.

Who made the decision, and what is the reported status?
The City of Wanneroo says it assesses DAP applications and prepares a report recommending approval or refusal, including proposed conditions. The application fell under the Metro Outer DAP. That means the City’s recommendation and the panel’s decision are separate stages. The City explains its DAP role.
PerthNow reported on 21 June 2025 that the City had recommended approval and the Metro Outer DAP was due to consider the application on 24 June. A later AreaSearch listing identifies the service-station application at Lot 402, 986 Wanneroo Road, as DAP/24/02775 and records it as approved on 24 June 2025. This is secondary-source reporting: the official DAP decision notice and its conditions have not been located. AreaSearch’s Wanneroo listing is the source for the later approval entry.
