The City of Rochester is seeking proposals for professional construction management, resident project representative (RPR), and construction inspection services for the Joseph A. Floreano Rochester Riverside Convention Center Modernization Project No. 26023. As of October 7, 2026, proposals are listed as due November 4, 2026, at noon. This is an active professional-services RFP—not a construction trade bid or an awarded contract. See the City’s official solicitation overview and check it for updates before acting.
What the City is soliciting
The project is at 123 East Main Street in downtown Rochester, beside the Genesee River. The City wants a qualified consultant or team to provide construction management, a full-time resident project representative, construction inspection personnel, and additional support staff as needed. The modernization is being designed by LaBella Associates, D.P.C., in coordination with the City’s Bureau of Architecture and Engineering and convention-center operations management. The City says the project is funded through a New York State Empire State Development grant.
What the work is expected to cover
The overview describes a broad, project-lifecycle assignment. The following are representative duties, not a substitute for the detailed scope in the RFP attachments.

For a prospective team, the practical planning question is whether it can sustain the required field presence and provide consistent coverage from early design through closeout. Relevant capabilities to demonstrate include on-site RPR and inspection capacity, occupied-facility phasing experience, disciplined reporting, schedule coordination, and payment and change review. These are response-planning considerations drawn from the posted scope; the overview does not identify them as official evaluation weights.

The City lists the following schedule on its overview page. It is an active procurement, so verify the current page and any addenda before relying on a date.

How respondents should communicate with the City
The City directs parties that have indicated intent to respond to send all RFP communications in writing to Andrew Wojewodzic, Manager of Construction, or Jason VanDemark, R.A., Senior Architect/Project Manager. This rule covers questions, proposal submissions, status requests, and other inquiries. The City warns that contacting other City staff about the RFP without written authorization may be grounds for disqualification. What the overview says about the modernization
The City says the convention center has received capital investment while peer venues continue to modernize, and describes the aim as keeping the facility competitive and contributing to Rochester’s revitalization. Its overview characterizes the venue as having “nearly 40 years of success” (City of Rochester, 2026); this is the City’s approximate wording, not an independently verified opening date. The City also points to visitor spending, jobs, sales tax revenue, local business activity, civic pride, and Rochester’s reputation as a meeting destination, but the overview provides no quantitative economic-impact estimate.

The City page lists the main RFP and supporting materials, including Appendix B (facility floor plans and specifications), Appendix C (JAFRRCC events), Exhibit A (master CM/RPR scope of services), Exhibit B1 (MWBE plan), Exhibit B2 (waiver request), Exhibit C (staffing plan), Exhibit D (consultant information form), and Exhibit E (communications flowchart). The overview does not establish the detailed requirements contained in those documents.

Before preparing a response, obtain and review the current RFP and every posted attachment or addendum directly from the City. In particular, confirm the submission method and required forms, staffing commitments, insurance provisions, qualifications, fee format, evaluation process, and any MWBE requirements. Do not infer a percentage, limit, license, scoring weight, or technical specification from an attachment title alone. The City’s procurement index also lists this solicitation as active with the November 4, 2026 deadline: City of Rochester contracts, bids and RFPs.
