Number 1 Alley in Muscatine is scheduled to close to all traffic from 6 a.m. to 7 p.m. daily, October 5 through November 6, 2026, while crews repair several roof sections at Musser Public Library. The daytime restriction covers the stretch between Walnut Street and the library and HNI Community Center parking lot drive. Walnut Street and the parking lot are expected to remain open.
Where and when the alley will close
The City of Muscatine’s notice sets the closure for Number 1 Alley between Walnut Street and the Musser Public Library and HNI Community Center parking lot drive. The published hours are 6 a.m. to 7 p.m. daily, October 5 through November 6, 2026. This is a daytime restriction, not a stated around-the-clock closure. City of Muscatine notice
Why construction requires the closure
The City says Top Choice Construction and Roofing will use the alley to support repairs to several sections of the library roof. The restriction provides access for that work; the notice does not describe a separate street reconstruction project. City of Muscatine notice
Access to the library and surrounding streets
Walnut Street and the library parking lot are expected to remain open. The City anticipates no traffic impacts beyond the alley restriction, and KWQC’s October 6 report likewise says surrounding streets and parking lots will not be impacted. KWQC report

Possible day-to-day changes and driver guidance
The November 6 date is the published end of the closure period, but the alley may reopen sooner on rainy days or whenever the contractor does not need to restrict access. For day-of travel, follow posted traffic-control devices rather than assuming the alley is open based on the schedule alone. The City urges motorists to use caution near the work zone.
