BIG’s selected design for a new Hamburg State Opera would make the building part of a public waterfront landscape: a 45,000 m² composition of rising terraces, gardens and routes at Baakenhöft in HafenCity. It is a proposal, not a building under construction. Hamburg says a financing decision is still expected in 2028, and the city’s later construction and completion dates remain conditional.
Where is the proposed Hamburg State Opera?
The planned site is Baakenhöft, a waterfront location on the Elbe in Hamburg’s HafenCity. BIG describes the opera as a new public landmark in an area framed by the Elbturm and the Elbphilharmonie; that context does not make the proposal an extension of either building. The city announced BIG as the winner on 13 November 2025, following a qualification process involving five architecture firms. BIG’s project page and Hamburg’s official FAQ describe the location and selection.
What will BIG’s Hamburg State Opera look like?
BIG’s design is organized as concentric, walkable terraces around the performance venue. A continuous roof form and paths are intended to lead visitors from the quay toward elevated gardens, with public gathering areas and views toward the harbor and city. BIG lists the project area as 45,000 m²; the project page does not state a year for that figure. The area describes the project as presented by the practice, not a final, independently verified built measurement. BIG’s project description
The park is integral to the architectural idea, rather than a separate amenity beside the opera. BIG describes the roof landscape as publicly accessible and the building as open to its surroundings, with glimpses into spaces such as the foyer, rehearsal rooms and backstage areas. Those are design intentions; the proposal does not establish how access will work in practice once a building is built and operating.

How the design addresses water
BIG says its landscape concept responds to storm surges using sloping terraces, vegetated dunes, wetland gardens and water-retaining basins. These are proposed landscape strategies, not evidence of tested or completed flood-protection performance. Hamburg separately says its capped contribution would cover site-specific additional costs such as foundations and flood protection. BIG’s project description Hamburg’s official FAQ
What would the opera be used for?
The planned facility is intended to serve Hamburg State Opera and ballet, while also welcoming the public beyond performances. The city’s stated objectives include good sightlines, acoustics, accessibility, audience comfort, stage technology and working conditions for staff. These are goals for the design, not verified outcomes of a completed venue. Hamburg’s official FAQ

BIG partner Jakob Sand says the planned main hall would use concentric wooden rings and balconies, developed around acoustic and sightline goals. Because the venue has not been built, there are no operational acoustic results to report. BIG’s project page
When could the new Hamburg opera be built?
Hamburg’s projected schedule depends on the project proceeding smoothly. The city says the Kühne Foundation is expected to make a financing decision in the first quarter of 2028, after planning and cost estimation. If the process continues as projected, construction could begin in early 2030 and completion could be possible in mid-2034. Mid-2034 is a possible completion date, not a confirmed opening date. Hamburg says the city’s contribution is capped at €147.5 million for specified site-related additional costs, including foundations and flood protection. Under the announced arrangement, the Kühne Foundation is to bear other construction costs. The €147.5 million figure is not the total project budget: the official information cited here does not state a final overall construction cost. After completion, the building and the Foundation’s shares in the project organization are intended to pass to the city as a gift. Hamburg’s official project information
