You can plant beneath an established tree, but treat the area as a sensitive root zone—not as an empty bed to dig, fill, or reshape. Choose small, site-suitable plants, disturb as little soil as possible, plan for water, and keep soil and mulch away from the trunk flare. For excavation, construction, or significant grade changes, protect the root zone and consult a qualified arborist.
Why planting around a tree calls for care
A tree’s roots extend far beyond the trunk, and many lie close to the surface. University of New Hampshire Cooperative Extension reports that almost all tree roots can be found in the top 6–24 inches of soil; roots spread outward at least as far as the tree is tall and may reach twice that distance. These are general estimates, not fixed boundaries for every species or site. University of New Hampshire Cooperative Extension’s tree-protection guidance explains how root damage can affect tree health.
Digging can sever roots, while foot traffic and equipment compact soil, reducing the pore space roots need for oxygen and water. Adding or removing soil can also interfere with those conditions. Damage may not become visible in the canopy for years, and substantial root loss on one side can affect stability.
Do: assess the site before choosing plants
Consider the actual light beneath the canopy, the soil, local hardiness, water availability, and the mature spread of any plant. A shade-tolerant label alone does not guarantee that a plant will suit the site or compete successfully for moisture.

Tree roots compete with new plantings for water. As Carol Reese, Ornamental Horticulture Specialist, Western Region Extension, University of Tennessee Institute of Agriculture Extension, puts it in the University of Tennessee guide Gardening Under Trees: “Trees draw incredible amounts of water from the soil, so competition with the tree’s roots is a huge factor.” Plan to provide adequate water while new plants establish, adjusting to local conditions rather than assuming shade means the soil stays moist.
Do: use small plants and the smallest practical holes
Small planting starts generally require less digging than large containers with bigger root balls. Make each hole only as large as needed, and work around roots you encounter. The Tennessee guide advises against cutting roots larger than roughly an inch; that is practical guidance from that source, not a universal safe-cut threshold. If a root blocks the hole, choose another spot or a smaller plant rather than cutting a substantial root to make the plant fit.

Keep the existing soil surface largely intact. If you need to improve planting conditions, use only a limited amount of porous organic matter around individual plants rather than spreading a deep layer across the root zone. The Tennessee guide offers disturbing no more than one third of the tree’s root-zone area as a general rule of thumb, while noting that sensitivity varies by species. Treat it as contextual advice, not blanket permission to disturb that proportion.
Don’t: build a raised bed or change the grade broadly
A raised bed or deep layer of added soil over a broad area can restrict root air exchange; removing soil can expose roots and alter their growing conditions. Avoid reshaping the ground around an established tree simply to create a conventional planting bed. For localized planting, keep the work small and the existing grade as undisturbed as possible.

The University of New Hampshire notes that a healthy tree may survive if 60–70 percent of its root zone is unaffected. This is a construction-planning estimate, not a guarantee of survival or a safe-damage allowance for a garden project.
Do: mulch lightly, with the trunk flare uncovered
A shallow organic mulch layer can help retain moisture and reduce turf competition, but keep it off the trunk and root flare—the widened area where the trunk meets the roots. Recommendations vary: Iowa State University Extension and Outreach recommends 2–4 inches, while University of Nevada, Reno Extension recommends 3–4 inches and a 6-inch gap from the trunk. Follow local advice and avoid piling mulch against the tree.

Do not put plastic sheeting beneath mulch. UNR Extension warns that it can kill tree roots. Whether you use mulch or plants as ground cover, avoid broad soil coverage and keep the trunk flare clear.

Repeated walking, parked vehicles, stored building materials, and heavy equipment can compact soil. During a larger project, keep machinery, vehicles, materials, and unnecessary foot traffic out of the root zone. Planting around a tree should not become a route or staging area for construction work.

When the project is bigger than hand planting
Excavation, grading, patios, and other construction are different from installing a few small plants. Ask a qualified arborist to advise before significant digging or grade changes. For construction planning, UNH suggests measuring trunk diameter at 4.5 feet above the ground and extending a protection zone one foot for each inch of trunk diameter; its example uses a 10-inch trunk and a 10-foot fence distance. This is a construction-protection guide, not a planting-spacing rule. Keep equipment and materials out of the protected area.
UNH also advises watering during and after construction if rainfall is less than one inch in a week. That figure is construction-protection guidance, not a universal irrigation prescription for every planting bed.
